FORT WORTH HOUSING FINANCE CORPORATION
RESOLUTION AUTHORIZING EXECUTION OF A CONTRACT WITH
INTERFACE STUDIO, LLC TO PREPARE THE LAS VEGAS TRAIL
NEIGHBORHOOD TRANSFORMATION PLAN
WHEREAS, Section 394.032 of the Local Government Code provides that a housing
finance corporation may make contracts and other instruments necessary to exercise its
powers and that a housing finance corporation may plan, research, study, develop and
promote the establishment of residential development; and
WHEREAS, The Fort Worth Housing Finance Corporation (FWHFC), City of Fort
Worth (CFW), and LVT Rise, Inc. (LVTR) (collectively the "parties") identified a need to
address the state of housing, high levels of crime, and economic distress within the Las
Vegas Trail Neighborhood; and
WHEREAS, the predominant land use in the Las Vegas Trail Neighborhood is
dense, multi -family housing with minimal amount of commercial development, jobs, or
community services; and
WHEREAS, the parties jointly issued a Request for Qualifications on August 18,
2021, for the development of a Neighborhood Transformation Plan for the Las Vegas Trail
Neighborhood; and
WHEREAS, the Request for Qualifications was for a multi -disciplinary team with
expertise in the areas of neighborhood/community economic development, housing
development, architecture, landscape architecture, urban design, streetscape design and
implementation, and transportation design; and
WHEREAS, the Request for Qualifications garnered seven proposals from
consulting teams from across the United States that were reviewed by panel of CFW,
FWHFC, and LVTR staff who recommended interviewing four finalist;
WHEREAS, interviews were held on September 30, 2021, by a panel consisting of
Fernando Costa, FWHFC General Manager; Victor Turner, FWHFC Assistant General
Manager; Robert Alldredge, Assistant Police Chief; Willie Rankin of LVT Rise, Inc., and
Mary -Margaret Lemons of Fort Worth Housing Solutions; and
WHEREAS, the interview panelists determined that Interface Studio, LLC was the
most qualified respondent due to their experience in neighborhood planning, ability to
deeply engage with residents, and their skill in producing plans that have been successfully
implemented.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
FORT WORTH HOUSING FINANCE CORPORATION:
1. THAT the Board authorizes the execution and delivery of a vendor services
contract (the "contract") by and between the Corporation and Interface Studio,
LLC in the amount of $198,460.00, subject to availability of funds, for the
development of the Las Vegas Trail Neighborhood Transformation Plan on
common and customary terms for the contracted services agreed to by the parties;
2. THAT Fernando Costa, General Manager of the Corporation, or Victor Turner,
Assistant General Manager of the Corporation, or their duly appointed successors,
are each authorized to execute and deliver the contract for and on behalf of the
Corporation along with any related documents or agreements necessary to
implement the contract, and each is authorized to extend, modify and amend the
contract, the terms of the contract or the terms of any related documents or
agreements, provided any such extensions, modifications and amendments are
within the scope of the project, and in conformance with the goals and purposes
of the Corporation, as may be amended from time to time.
3. THAT this resolution takes effect from the date of its adoption.
