FORT WORTH HOUSING FINANCE CORPORATION
A RESOLUTION APPROVING A CONTRACT WITH INTEGRITYTEXAS
CONSTRUCTION, LTD. FOR SINGLE FAMILY INFILL HOUSING
DEVELOPMENT IN THE EVANS AND ROSEDALE, NORTHSIDE AND
DIAMOND HILL-JARVIS NEIGHBORHOODS
WHEREAS, the City Council of the City of Fort Worth ("City") has adopted
development and revitalization of the City's affordable housing stock as a strategic goal
and City citizens and the City Council have determined that quality, accessible,
affordable housing is needed for moderate, low and very low income City citizens;
WHEREAS, the City Council established the Fort Worth Housing
Finance Corporation (the "Corporation") in 1979 pursuant to Chapter 394, Texas Local
Govermnent Code, to facilitate housing initiatives in the City, including but not limited to
issuing tax exempt bonds, developing, rehabilitating and promoting housing, and
assisting low to moderate income City citizens in acquiring quality, accessible, affordable
housing through lending and construction activities;
WHEREAS, the Corporation is acting as an developer for the construction of
single family infill houses in the Evans and Rosedale, Northside and Diamond Hill -Jarvis
neighborhoods and it is necessary to hire a general contractor to construct the houses for
its infill housing projects;
WHEREAS, the Corporation advertised a Request for Proposals for a general
contractor (the "RFP") and IntegrityTexas, Ltd. was selected from the applicants based
on the evaluation criteria in the RFP including cost of services, experience with single
family construction, warranties offered and minority business enterprise compliance;
WHEREAS, it is also necessary to enter into contracts for other predevelopment
and development activities including but not limited to environmental studies, testing,
surveys, and title work necessary for single family infill housing development by the
Corporation;
WHEREAS, the houses will be sold by the Corporation to eligible homebuyers
based on the type of financing used for the construction of the houses; and
WHEREAS, the Board desires to enter into a contract with IntegrityTexas, Ltd.
to provide single family construction services to the Corporation for the development of
infill housing in the Evans and Rosedale, Northside and Diamond -Hill Jarvis
neighborhoods, approve all other contracts necessary for housing development, approve
the sale of the houses at negotiated prices to eligible homebuyers, and approve all other
actions necessary for single family infill housing development by the Corporation.

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE FORT WORTH HOUSING FINANCE CORPORATION:
1. THAT the Board approves the execution and delivery of a contract by and
between the Corporation and Integrity Texas, Ltd. (the "Contract") to provide
construction and general contractor services for the Corporation's single family
infill housing development projects in the Evans and Rosedale, Northside and
Diamond Hill -Jarvis neighborhoods.
2. THAT the Board approves the execution and delivery of any contracts necessary
for predevelopment and development activities and services for its single family
infill housing development projects in the Evans and Rosedale, Northside and
Diamond Hill -Jarvis neighborhoods (collectively, the "Development Contracts").
3. THAT the Board approves all related actions necessary for the construction of
single family houses for the Corporation's single family infill housing
development projects in the Evans and Rosedale, Northside and Diamond Hill -
Jarvis neighborhoods.
4. THAT Jesus J. Chapa, General Manager of the Corporation, or the Assistant
General Manager of the Corporation, are each authorized to execute and deliver
the Contract and the Development Contracts for and on behalf of the Corporation
along with any related documents necessary to implement them, and each may
extend, modify and amend the Contract or the Development Contracts, provided
any such extensions, modifications and amendments are within the scope of the
Corporation's single family infill housing development projects in the Evans and
Rosedale, Northside and Diamond hill -Jarvis neighborhoods, in compliance with
City Ordinances, and the goals and purposes of the Corporation as may be
amended from time to time.
5. THAT Jesus J. Chapa, General Manager of the Corporation, or the Assistant
General Manager of the Corporation, are each authorized to take all actions
necessary to sell the houses constructed for the Corporation's infill housing
development projects in the Evans and Rosedale, Northside and Diamond Hill -
Jarvis neighborhoods to eligible homebuyers, including without limitation: (i)
determine the sales price of the houses to facilitate their sale to eligible
homebuyers; (ii) execute and deliver a listing agreement with a licensed real
estate broker for the sale of the houses; (iii) execute and deliver purchase and sale
contracts for the houses at a negotiated sales price, and (iv) execute and deliver
the deeds for the completed houses, the closing statements for the sale of the
houses and any related documents necessary to complete the sale the houses to
eligible homebuyers.

6. THAT to the extent any of the actions to develop infill housing projects in the
Evans and Rosedale, Northside and Diamond Hill -Jarvis neighborhoods as
authorized by these Resolutions have already been taken by the Corporation,
Jesus J. Chapa as General Manager or any other agent of the Corporation, the
Board hereby ratifies and confirms such actions as the valid actions of the
Corporation effective as of the date such action was taken.
7. THAT this Resolution takes effect on the date of its adoption.
AND IT IS SO RESOLVED.
