FWHFC-2011-07 FORT WORTH HOUSING FINANCE CORPORATION A RESOLUTION APPROVING A CONTRACT WITH AN ARCHITECT FOR INFILL HOUSING IN THE TERRELL HEIGHTS NEIGHBORHOOD AND STOP SIX SUNRISE EDITION MODEL BLOCK AREA, AND APPROVE ALL RELATED ACTIONS REQUIRED FOR HOUSING DEVELOPMENT WHEREAS, the City Council of the City of Fort Worth ("City") has adopted development and revitalization of the City's affordable housing stock as a strategic goal and City citizens and the City Council have determined that quality, accessible, affordable housing is needed for moderate, low and very low income City citizens; WHEREAS, the City Council established the Fort Worth Housing Finance Corporation (the "Corporation") in 1979 pursuant to Chapter 394, Texas Local Government Code, to facilitate housing initiatives in the City, including but not limited to issuing tax exempt bonds, developing, rehabilitating and promoting housing, and assisting low to moderate income City citizens in acquiring quality, accessible, affordable housing through lending and construction activities; WHEREAS, the City receives grant funds from the United States Department of Housing and Urban Development ("HUD") through the HOME Investment Partnerships Program ("HOME") with which the City promotes activities that expand the supply of affordable housing and develop partnerships with neighborhood-based non profit housing organizations to benefit low and very low income City citizens by providing them with affordable housing; WHEREAS, the Board of Directors of the Corporation adopted Resolutions on November 3, 2009 and June 8, 2010 to approve and accept a contract with the City for the use of up to $1,000,000.00 of the City's HOME funds to purchase eleven (11) lots and rehabilitate or construct new single family infill housing in the Terrell Heights neighborhood; WHEREAS, the City Council on February 2, 2005 awarded the Stop Six Sunrise Edition neighborhood a total of $1,200,00.00 in FY 2005 Model Block grant funds including approximately $600,000.00 in HOME funds (M&C G-15083). The HOME funds must be spent by September 2011 and the neighborhood desires that they be spent on a home improvement loan program and the rehabilitation or new construction of single family homes; WHEREAS, it is necessary to hire an architect to design housing floor plans with elevations for each project that will compliment the architecturai styles of the neighborhoods as well as meeting any specific neighborhood requirements; and RESOLUTION NO. FWHFC-2011-07 PAGE 2 WHEREAS, the Board desires to approve hiring an architect to design housing floor plans and furnish related construction documents for up to $50, 000.00 for each project and approve all related actions necessary for single family housing development for the projects. NOW THEREFORE, LET IT BE RESOLVED BY THE BOARD OF DIRECTORS OF THE FORT WORTH HOUSING FINANCE CORPORATION: THAT the Board approves the execution and delivery of a contract ("Contract") by and between the Corporation and an architect, whether one or more, to provide floor plans, elevations and construction documents for the Terrell Heights Neighborhood Infill Program and the Stop Six Sunrise Edition Model Block program (collectively, the projects) for up to $50,000.00 for each project. 2. THAT the Board approves all related activities necessary to prepare for the construction or renovation of single family infill houses for the projects. 3. THAT Tom Higgins, General Manager of the Corporation, or Jesus J. Chapa, Assistant General Manager of the Corporation, are authorized to execute and deliver the Contract for and on behalf of the Corporation and any related documents necessary to implement the Contract , and each may extend, modify and amend the Contract , provided any such extensions, modifications and amendments are within the scope of the projects and in compliance with City Ordinances, and the goals and purposes of the Corporation as amended from time to time. 4. THAT this Resolution talces effect from the date of its adoption. AND IT IS SO RESOLVED. Adopted April 5, 201 �.
