AN ORDINANCE ORDERING AN ELECTION OF THE QUALI-
FIED VOTERS OF THE CITY OF FORT WORTH, TEXAS,
ON TUESDAY, THE 4TH DAY OF APRIL, A. D. 1967,
FOR THE PURPOSE OF ELECTING A MAYOR AND COUNCIL-
MEN FOR SAID CITY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION I.
That in compliance with the Charter of the City of Fort
Worth and in accordance with the laws and Constitution of the
State of Texas, an election be, and the same is hereby, called
and ordered for the first Tuesday after the first Monday in
April, A. D. 1967, the same being the 4th day of said month,
at which election all qualified voters may vote for the pur-
pose of electing a Mayor and Councilmen.
SECTION II.
That the City Secretary of said City shall prepare bal-
lots to be used in voting machines in said election, on which
ballots shall be printed the names of the candidates for the
position of Mayor and Councilmen. The places of the different
candidates shall be designated on the official ballot as
Mayor, Place 1, and Member of Council, Place 2, 3, 4, 5, 6,
7, 8 and 9, respectively.
SECTION III.
That no person's name shall be placed upon the official
ballot as a candidate for the position of Mayor or as a mem-
ber of the City Council unless such person has filed his sworn
application, as provided by the laws of Texas, with the Mayor
and the City Secretary at least thirty (30) days prior to
the election date, and it must also appear on the face of
said application the number of the place that said candidate
is seeking. That no person's name shall be placed upon the
official ballot as a candidate for the position of Mayor or
as a member of the City Council unless such person has filed
a sworn statement, not less than seven (7) nor more than
ten (10) days prior to Tuesday, April 4, 1967, of all gifts
and loans previously received and of all gifts, loans and
payments made, and of all debts and obligations incurred or
contracted for future use in behalf of such person's candi-
dacy for office; that the statement must include all gifts,
loans, payments, debts and obligations made or incurred,
whether before or after the announced or filed candidacy of
such person; and that not more than ten (10) days after the
4th day of April, 1967, each candidate shall also file a
supplemental sworn statement of all gifts and loans received
prior to the election and of all gifts, loans and payments
made and debts and obligations incurred prior to the elec-
tion which were not specifically included in the sworn state-
ment filed prior to the election, all as provided for in
Article 14.08 of the Election Code of the State of Texas.
SECTION IV.
That it shall further appear to the said City Secretary,
before said candidate's name is entered on said ballot, that
he has filed an affidavit of loyalty with the Mayor and the
City Secretary, as required by Article 6.02 of the Election
Code of the State of Texas.

SECTION V.
That in the event that there are two or more candidates
for the position of Mayor or for the same position and place
as a member of the City Council, the order in which the
names of such candidates are to be printed on the ballot
shall be determined by a drawing to be conducted by the City
Secretary; that three (3) days prior to the date on which
the drawing is to be held, the City Secretary shall post a
notice in his office in the City Hall of the time and place
of the drawing and shall also give personal notice to any can-
didate who makes written request therefor and furnishes to
the City Secretary a self-addressed stamped envelope; and
that each candidate involved in the drawing or a representa-
tive designated by him shall have a right to be present and
observe the drawing.
SECTION VI.
That absentee voting shall be on paper ballots; and that
each absentee voter shall vote for his choice for candidate
for Mayor and for each place as a member of the City Council
by scratching or marking out all other names in that race
and shall vote for one candidate only for Mayor and for each
place on the City Council,
SECTION VII.
That voting machines approved by the commissioners' Court
of Tarrant County, Texas, shall be used at the City council
election on April 4, 1967, in strict compliance with the ap-
plicable provisions of Article 7.14 of the Election Code of

the State of Texas, as amended, and other applicable provi-
sions of such Election code.
SECTION VIII.
That any candidate receiving a majority of all the votes
cast for the office for which he is a candidate shall be
elected to such office; but that in the event of a tie or
in the event that no candidate receives a majority of all
the votes cast for the office sought, the Mayor, on the first
day after the completion of the official tabulation and can-
vass of the returns, shall issue a call for a second elec-
tion, as required by law, to be held on the second Tuesday
following the issuance of such call, at which second elec-
tion the two candidates receiving the highest number of
votes for any such office or offices, as the case may be, in
the first election at which no one was elected by receiving
a majority of all the votes cast for all candidates for such
office or offices shall again be voted for.
SECTION IX.
That the polls shall be kept open from seven o'clock
A. M. , until seven o'clock P. M. , and that due return shall
be made to the City Council showing the number of votes cast
for and the number of votes cast against each candidate for
the position of Mayor and for each of the positions of City
Councilmen, respectively.
SECTION X.
That this ordinance, signed by the Mayor and attested by
the City Secretary, shall constitute the proclamation of the

Mayor calling and ordering said election; that such notice
shall be published in a newspaper of general circulation in
the City of Fort Worth once a week for four (4) weeks prior
thereto; and that the said City Secretary is hereby directed
to post or cause to be posted said proclamation in each vot-
ing precinct at least twenty (20) days before said election.
SECTION XI.
That the polling places for this election and the per-
sonnel of the officers who are to hold the same, except in-
sofar as they may be changed by the City Council of said
City, shall be as follows:

force and effect from and after the date of its passage,
and it is so ordained.
