HomeMy WebLinkAboutOrdinance 17217-09-2006Ordinance Nn. 172'17-d9-2006 AN ORDINANCE INCREASWG ESTIMATED RECEIPTS AND APPROPRIATIONS iN THE WATER CAPITAL PROJECTS FUND IN THE AMOUNT OF $1,520,770 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH JACKSON CONSTRUCTION, LTD. FOR WATER MAIN RELOCATION ALONG US HWY 377, FROM KELLER-HASLET TO ONE MILE SOUTH OF DENTON COUNTY LINE; PROVIDING l'OR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL DF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various Gity departments far Fiscal Year 2005-2006 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Projects Fund in the amount of $1,520,770 from available funds far the purpose of funding a contract with Jackson Construction Ltd. for water main relocation along US HWY 377, from Keller- Haslet to one mile south of Denton County Line. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invaiid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, ar parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance Nn. 16582 and all other ordinances and appropriations amending the same except in these instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. Authorize the transfer of $1,520,770.00 from the Water and Sewer Operating Fund to the Water Capital Projects Fund; 2. Adapt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Projects Fund in the amount of $1,520,770.00 and; 3. Execute a contract with Jackson Construction, LTD. in the amount of $ 1,322,830.00 and 160 working days for the Water Main Relocation along US HWY 377 Contract. DiSCUSSI®N: The work to be performed under this contract is in result of a TXDOT proposed pavement widening project along US Hwy 377. TXDOT is proposing to widen US Hwy 377 from Keller Hicks Rnad to approximately 1 mile south of Denton County Line. In relafion to the project, the City of Fort Worth has an existing 21-inch water line that is located inside the existing right of way; however, due to the proposed widening, the existing water main would be under the future TXDOT pavement. Therefore, the following project will be performed in order to relocate the existing water main outside the proposed pavement limits. The work to be performed under this contract consists of the abandonment of the City's existing 21-inch water main and the construction of a new 24-inch water main and other pertinent construction required in providing water service to customer cities. This project was advertised in the Cammercia! Recorder on July 6 and July 13, 2006. The following bids were received on August 3, 2006: Bidders Jackson Construction, Ltd. Jackson Construction, LTD. is in compliance with the City's MIWBF Policy by committing to 12% MNVBI= participation and documenting good faith effort. Jackson Construction, Ltd. identified several subcontracting and supplier opportunities. However, the MIWBEs contacted in the areas identified did not submit the lowest bids. The City's goal on this project is 14%. In addition to construction contract costs, funding in the amounfi of $158,250.00 is required far inspection and project management and $39,69.00 is required for contract contingency.
