HomeMy WebLinkAboutResolution 5728-04-2023A Resolution NO. 5728-04-2023 AUTHORIZE APPLICATION FOR AND ACCEPTANCE, IF AWARDED, OF FISCAL YEAR 2024- 2025 VICTIM COORDINATOR AND LIAISON GRANT FROM THE OFFICE OF THE ATTORNEY GENERAL, AND MAKE ASSURANCES REQUIRED BY THE OFFICE OF THE GOVERNOR WHEREAS, the Officer of the Attorney General, Crime Victim Services Division, funds law enforcement grant projects throughout the state; and WHEREAS, April 14, 2023, is the deadline to submit application for Fiscal Year 2024-2025 for the Victim Coordinator and Liaison Grant; and WHEREAS, the City Council of the City of Fort Worth finds that it is in the best interest of the citizens of Fort Worth to utilize grant funds from the Office of the Attorney General, Crime Victim Services Division, for the Fart Worth Police Department in accordance with the permitted uses of the funds under the respective grant; and WHEREAS, the Office of the Attorney General, Crime Victim Services Division, grant requirements include authorization of application by the governing body of the applicant and passage of a Resolution by the City Council containing certain assurances; and date. WHEREAS, further council action will be required for the appropriation of funds for these grants at a later NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: 1. The City Council authorizes applications for, and acceptance, if awarded, of the following Fiscal Year 2024-2025 grant from Office of the Attorney General, Crime Victim Services Division, far the Victim Coordinator and Liaison Grant; 2. The City Council designates the City Manager, through the Assistant City Manager for Police, to apply for, accept, reject, alter or terminate each listed grant on behalf of the City; 3. If matching funds are required, the City assures that all matching funds will be provided; and 4. In the event of loss or misuse of the Office of the Attorney General, Crime Victim Services Division, grant funds, the City assures that the funds will be returned to the Officer of the Governor, Crime Victim Services Division, in full. Authorize application for, and authorize acceptance of, if awarded, Fiscal Years 2024-2025 State of Texas, Office of the Attorney General, Crime Victim Services Division, Victim Coordinator and Liaison Grant in an amount up to $99,000.00; 2. Authorize the execution of a grant agreement with the State of Texas, Office of the Attorney General for Fiscal Years 2024-2025; 3. Adopt the attached resolution to make assurances as required by the State of Texas, Office of the Attorney General, Crime Victim Services Division; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating State Fund subject to the receipt of the grant in an amount up to $99,000.00 for the purpose of funding a bilingual, Spanish-speaking Victim Assistance Specialist position within the Fort Worth Police Department. DISCUSSION: The purpose of the State of Texas, Office of the Attorney General (OAG) Crime Victim Services Division, Victim Coordinator and Liaison Grant (VCLG) is to fund a bilingual, Spanish-speaking Victim Assistance Specialist position within the Fort Worth Police Department. The Victim Assistance Specialist will provide support throughout the Fort Worth Police Department to victims of violent crimes and their families who need services translated and/or offered in Spanish. This position is responsible for working with victims of violent crimes to provide information on the law enforcement process, victim's rights, local resources, and crime victims compensation. The OAG has been funding this program since September 2008.The grant period for this award is from 09/01 /2023 to 08/31 /2025. The application deadline for funding Fiscal Years 2024-2025 is April 14, 2023. Funding in an amount up to $99,000.00 will provide partial salary for the Victim Assistant Specialist for 24 months, or $49,500.00 per Fiscal Year. The remaining (about 36%) salary costs and associated fringe benefits will be covered by the Fiscal Years 2024-2025 General Fund. The City is not required to provide matc.hing funds. Indirect costs is not an eligible budget category under this grant. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State of Texas FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, approval of the attached resolution, and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating State Fund. The Police Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Police Department has the responsibiliry to validate the availability of funds. This is a reimbursement grant.
