AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE MUNICIPAL AIRPORT GRANTS FEDERAL FUND,
IN AN AMOUNT UP TO (1) $9,000,000.00, SUBJECT TO RECEIPT OF THE
GRANT, AND (2) $1,000,000.00 AS A TRANSFER FROM THE MUNICIPAL
AIRPORT CAPITAL PROJECT FUND TO SATISFY THE CITY'S MATCII
I2EQUIREMENT, TOTALING $10,000,000.00, FOR THE PURPOSE OF FUNDING
THE FORT WORTH MEACHAM RUNWAY SHOULDER RECONSTRUCTION
AND LIGHTING IMPROVEMENTS; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION l.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Municipal Airport Grants Federal Fund, in an amount up to (1) $9,000,000.00, subject to the receipt of the
grant, and (2) $1,000,000.00 as a transfer from the Municipal Airport Capital Proj ect Fund to satisfy the City's
match requirement, totaling $10,000,000.00, for the purpose of funding Fort Worth Meacham runway
shoulder reconsti•uction and lighting improvements.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair•
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Discretionary Grant, if Awarded, from the Federal Aviation Administration, in an Amount up to $9,000,000.00 for Runway Shoulder Reconstruction
and Lighting Improvements at Fort Worth Meacham International Airport, Authorize Use of Future Grant Match Capital Funding in an Amount up
to $1,000,000.00 for the City's Grant Match and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
Ratify the application for, and authorize the acceptance of the Fiscal Year 2022 Airport Improvement Program Supplemental Discretionary
Grant, if awarded, from the Federal Aviation Administration, in an amount up to $9,000,000.00.00 for runway shoulder reconstruction and
lighting improvements at Fort Worth Meacham International Airport; and
Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Municpal Airport Grants Federal
Fund in an amount up to (1) $9,000,000.00, subject to the receipt of the grant, and (2) with $1,000,000.00 as a transfer from Future Grant
Match project within the Municipal Airport Capital Project Fund (City Project No. 101731) to satisfy the City's match requirement, for a total of
$10,000,000.00, for the purpose of funding the runway shoulder reconstruction and lighting improvements at Fort Worth Meacham
International Airport.
DISCUSSION:
The Federal Aviation Administration (FAA) announced the Fiscal Year 2022 Airport Improvement Program Supplementa� Discretionary Grant.
Eligible projects under this funding include airport construction projects, associated airport capital planning, noise planning and noise mitigation
projects, and energy and environmental sustainability projects. If awarded, funding will be used for runway shoulder reconstruction and lighting
improvements.
Runway 16/34 is a concrete runway with asphalt shoulders. The runway is maintained and the airport repairs are completed as the need arises in
order to maintain FAA Part 139 compliance. However, a capital improvement project has not been completed on this runway in 30 years. The
requested project will reconstruct the shoulders on Runway 16/34, provide concrete panel and joint rehabilitation on the areas that are currently
displaying deterioration, and also improve the runway edge lighting for Runway 16/34 with LED lighting. If awarded, the FAA will provide funding up
to $9,000,000.00. This grant requires a 10 percent match of eligible project costs in an amount up to $1,000,000.00. The Aviation Department will
utilize capital funding from the Future Grant Matches project (Ciry Project No. 101731) to provide matching grants funds to leverage the grant funds
for projects.
Clty of Fort Worth Meacham Airport is located in COUNCIL DISTRICT 2/FUTURE COUNCIL DISTRICT 2.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: U.S.
Department of Transportation
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Muni Airport Grants Federal Fund. The Aviation Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the
Aviation Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
