ORDINANCE NO
AN ORDINANCE DECLARING CERTAIN FINDINGS; PROVIDING
FOR THE EXTENSION OF CERTAIN BOUNDARY LIMITS OF THE
CITY OF FORT WORTH, TEXAS, AND THE ANNEXATION OF
CERTAIN TERRITORY CONSISTING OF O.8U9SQUARE MILE
OF LAND, WHICH TERRITORY LIES ADJACENT TO AND AD-
JOINS THE PRESENT BOUNDARY LIMITS OF THE CITY OF
FORT WORTH, TEXAS; PROVIDING THAT THE TERRITORY
ANNEXED SHALL BEAR ITS PRO HATA PART OF TAXES;
PROVIDING THAT THE INHABITANTS THEREOF SHALL
HAVE ALL THE PRIVILEGES OF ALL CITIZENS OF
FORT WORTH, TEXAS; PROVIDING THAT THIS ORDINANCE
SHALL AMEND EVERY PRIOR ORDINANCE IN CONFLICT
HEREWITH; PA0YIUlN8 THAT THIS ORDINANCE SHALL
BE CUMULATIVE OF ALL PRIOR ORDINANCES NOT IN
DIRECT CONFLICT; PROVIDING A 5EVERA8ILITY CLAUSE
AND NAMING AN EFFECTIVE DATE.
WHEREAS, a public hearing before the City Council of the City of

Fort.Wortk° Texas, wherein all interested persons were provided with an op-
portunity to be heard on the proposed annexation of the territory hereinafter
'
described, was held in the City Council Chamber in the City Hall of Fort Worth,
Texas, on the 23rd~ day of August, 1971, which date is not more than twenty
(20) nor less than ten (lD) days prior to the institution of annexation pro-
ceedings; and
WHEREAS, notice of such public hearing was published prior thereto
in a newspaper having general circulation in the City of Fort Worth, Texas,
and in the hereinafter described territory on th-e 12th day of August, 1971,
which date was not more than twenty (20) and not less than ten (10) days
prior to the date of the opening of such public hearing; and
WHEREAS, the population of the C\ty of Fort Worth, Texas, is in ex-
cess of 393,000 inhabitants; and
WHEREAS, the corporate area of the City of Fort Worth, Texas, was
2l2°916 square miles on the lst day of January, 1971; and
WHEREAS, the hereinafter described territory lies within the ex-
clusive extraterritorial jurisdiction of the City of Fort Worth, Texast, and
WHEREAS, the hereinafter described territory contains approximately
0.009 square mile of land; and
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH.:
SECTION I
THAT the following described land and territory lying adjacent to and
adjoining the City of Fort Worth, Texas, is hereby added to and annexed to
the City of Fort Worth, Texas, and said territory hereinafter described shall

hereafter be included within the boundary limits of the City of Fort Worth,
Texas, and the boundary limits of said City, at tbe various points contig-
uous to the area hereinafter described, are altered and amended so as to
include said area within the corporate limits of the City of Fort Worth,
Texas, to wit;
BEING a tract of land out of the R, 6. D. Williams Survey, Abstract
Mo. 1689, the William J. Baker Survey, Abstract No. 10] and the
p. E. Coleman Survey, Abstract Nu. 372, situated about six miles
east from the Courthouse of Tarrant County, Texas, said tract of
land also being the northerly 195 feet of Block "A", Boaz Turnpike
Addition, as said 0nck "A" appears upon the map recorded in Volume
388-42 at paQm 82 of the Deed Records of Tarrant County, Texas; said
tract of land being more particularly described by metes and bounds
as follows:
BEGINNING at o point for corner in the present Fort Worth city limit
line; said point for corner being in the north line, produced east,
of the W. J. Baker Survey, Abstract No- 101 at its intersection with
the east line of a 20-aore tract conveyed to National Farm Life
Insurance Company; said point for corner lying approximately 1 ,470
feat west from the west line of the Texas Electric Service Company
right-of+py;
THENCE, north along and with the present Fort Worth city limit line
which line was established by Ordinance No, 6050 on December 23,
1968, said city limit line being partly described in Tract l therein
as
"***THENCE, north with the east line of the National
Form Life Tract to its northeast corner for a point***'(
o distance of 195 feet, more or less, to a point for corner;

THENCE, west along and with the present Fort Worth city limit line
established by Ordinance mo. 0050 and described in Tract l therein
as
"*++THBNCE, west with the north line of the National
Farm Life Insurance Tract to its northwest corner for
a point***`

THENCE, south along and with the present Fort Worth city limit line
established by Ordinance No. 6050 and described in Tract l therein
as
"***THENCE, south with the west line of the National
Farm Life Insurance Tract to its intersection with-
the north line of the W. J. Baker Survey, same being
the present City Limits Line***"
a distance of 195 feet, more or less, to a point for corner;
THENCE, east along and with the present Fort Worth city limit line,
the same being the north line of the W. J. Baker Survey" Abstract
No. 701 and the north line of the W. J. Baker Survey, Abstract No.
lUl produced east, o distance of 1,282 feet, more or less, to the
place of beginning and containing approximately 0.009 square miles.

SECTION II
THAT the above described territory and the area annexed shall be a part
of the City of Fort Worth, Texas, and the property so added hereby shall bear
its pro rata part of the taxes levied by the City of Fort Worth, Texas, and
the inhabitants thereof shall be entitled to all of the rights and privileges
of all the citizens and shall be bound by the acts, ordinances, resolutions
and regulations of the City of Fort Worth, Texas,
SECTION III
THAT this ordinance shall and does hereby amend every prior ordinance
in conflict herewith, but as to all other ordinances or sections of ordi-
nances not in conflict herewith this ordinance shall be and is hereby
made cumulative.
SECTION IV
THAT it is hereby declared to be the intention of the City Council that
the sections, paragraphs, sentences, clauses and phrases of this ordinance are
severable, and if any phrase, clause,sentence, paragraph or section of this
ordinance shall be declared void, ineffective, or unconstitutional by the valid
judgment or final decree of a court of competent jurisdiction, such unconsti-
tutionality shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections hereof, since the same would have been enacted by the
City Council without the incorporation herein of any such void, ineffective or
unconstitutional phrase, clause, sentence, paragraph or section,
SECTION V
THAT this ordinance shall be in full force and effect from and after the
date of its passage on first reading and publication and its passage on second
reading as provided for in Section 40 of Chapter XXVIII of the Charter of the
City of Fort Worth and it is so ordained.

FARRINGTOI The City's POLICY FOR REVIEW OF ANNEXATION AND DEANNEXATION REQUESTS provides
that "Land will be considered for annexation when its proximity to the City,
the rate of growth of the City, and other factors indicate that annexation
of the area would aid the City's growth and development, or when annexation
is required to guard against uncontrolled development not consistent with
long-range land use needs of the area."
It is proposed that consideration be given to the annexation of three county
enclaves comprising approximately 0.43 square mile between Oakland Boulevard
and Loop-820, north of the Turnpike and south of the Trinity River (see
accompanying map). These enclaves are surrounded by the city limits of Fort
Worth and are subject to pending development.
Annexation is proposed at this time for the following reasons:
1) To prevent undesirable development or deterioration
2) To provide general development guidelines as per the Meadowbrook
Sector Plan
3) To aid police and fire calls by better establishing jurisdictional
lines
4) To eradicate enclaves of unannexed land presently pocketed by the
municipal boundaries of Fort Worth.
Cif_Plan Commission Recommendation
In July, 1971, these enclaves were recommended for immediate annexation by the
City Plan Commission.
Municipal Services
The City of Fort Worth can provide all municipal services.
Recommendation
It is recommended that the City Council authorize the City staff to initiate
annexation proceedings as per the attached timetable on the three enclave
areas.
