SUBJECT: PROJECT MANAGEMENT SERVICES AT WILL ROGERS
The purpose of this Informal Report is to inform the City Council about discussions with Event Facilities Fort
Worth ("EFFW"), a non-profit organization of the Fort Worth Stock Show & Rodeo, to provide project
management services for the Sheep and Swine Barn Rebuild and Coliseum Concourse Renovations at the
Will Rogers Memorial Center ("WRMC"). EFFW is a nonprofit organization that has significantly contributed
to the economic viability and impact of the WRMC and historically collaborated with the City on capital
improvement projects at the WRMC.
The WRMC is synonymous with Fort Worth and is one of the City's most revered historic facilities. As it
approaches 100 years of operations, the City has long recognized the need to invest in capital improvements
to reinvigorate the facility and maintain it in a state that will be fully functional, modern, and inviting to our
tenants and guests who utilize and visit the facility throughout each year. With the post -pandemic recovery
of tax revenues that fund capital investment for the WRMC, and the commitment of American Rescue Plan
Act ("ARPA") dollars approved by Council (M&Cs 21-0913 and 23-0114), the City has currently committed
$23,680,196 to immediate improvements at the WRMC as part of a broader capital improvement plan that
will be presented to City Council later this year.
In light of the City's historic and successful practice of working with EFFW in planning, designing, and
managing select capital projects at the WRMC, City Staff initiated discussions to enter into an agreement
with EFFW to manage these projects on the City's behalf.
The City will potentially amend the scope of an existing agreement with EFFW to allow it to manage the
renovations to the Sheep and Swine Barns and Coliseum Concourse ("Projects") from start to finish,
including selection of a design team and a construction manager for each Project. Funding for the Projects
will be provided by the City from ARPA funding and/or the Culture and Tourism Funds. The City will provide
feedback on each project through participation in project meetings and contract administration by
representatives from the Public Events Department and Property Management Department.
Should the City and EFFW come to an agreement on the essential points of a project management services
agreement, an agreement will be presented to City Council for approval.
EFFW has been a long trusted and valued partner in its role at the WRMC and the development of Dickies
Arena. As City staff continues discussions with EFFW, staff will explore opportunities for future collaboration
on additional capital projects, maintenance projects, and venue management services to further improve
the overall customer experience throughout the year.
