The Transportation & Public Works (TPW), Transportation Management Division completed the Arterial and Freeway burn rate assessment in March for the 2nd quarter of Fiscal Year 2023. Overall, we estimate the City has a 78% burn rate, 81.8% of our Arterial roadways, and 57% of our Freeway Systems are operational. Current burn rate estimate percentages have been affected by damages to City street light infrastructure and recent inclement weather. TPW Transportation Management has the following projects pending to address the current burn rate deficiencies: • SH 121 Repairs ($1,152,665.42) to be completed by end of FY23. o Replacement of 28 foundations & streetlight poles o Replacement of 22,644 LF of wire o Replacement of 42 ground boxes (buried) o Repair of 190 streetlights Rosedale Bridge repairs ($223,137.20) are Scheduled to begin in May of FY23 o Replacement of 6,000 LF of wire o Replacement of electrical service o Replacement of 9 streetlight poles and fixtures o Installation of 1,500 LF of conduit • 40 Arterial Electrical Service Point Upgrades. Materials have been ordered, and partial order is scheduled to be delivered on May 11, 2023, and the remainder of the order is scheduled for June 8, 2023. This number is divided by the total amount of streetlights for either arterials or highways and multiplied by 100. The burn rate will only be 100% accurate once we have the technology to monitor each individual light in the city. Currently, Transportation Management records the burn rate estimate quarterly after technicians have completed the nighttime investigation to verify any outages not reported via SR. The SRs are included to estimate an approximate outage number to produce the final percentages. TPW Transportation Management anticipates an overall burn rate estimate to be above the 85% goal after completing the projects identified in this IR. Transportation Management will work closely with TxDOT representatives to evaluate and recommend highway lighting improvements and maintenance.
