This lack oDtro1 has resulted in horseback riding across playground areas where children are playing creating a definite safety hazard. Additionally, there have, been !incidents of gorse. crack riding across ba,ll diamonds, resulting in damage to playing surfaces with subsequent additional costs for repairs. The present ordinance goverving horses, clows, fowl, etc. only precludes the tethering or pastutIng of these animals anid/ar birds in park areas without 'written perwLssion, As !it currently exists the ordinance cannot be used to control the indiscriminate horseback riding, being experienced in some park areas. Presently there are three areas where horseback riding is permitted and, includes South Z. Boaz Park, Cobb Park and Buck Sansom Park.
