AN ORDINANCE ABOLISHING IN THE POLICE DEPART-
MENT TWO (2) POSITIONS IN THE CLASSIFICATION
OF POLICE DETECTIVE; PROVIDING A SEVERABILITY
CLAUSE; AND NAMING AN EFFECTIVE DATE.
WHEREAS, two (2) positions in the classification of
Police Detective will become vacant on or before May 1, 1976;
and,
WHEREAS, the efficiency of the Detective Office of
the Police Department will be increased by the addition of
clerical employees rather than 'by the filling of the vacant
positions; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS :
1.
That two (2) positions in the classification of
Police Detective in the Police Department shall be abolished,
if, and when vacancies occur in that classification.
2.
That if any section, part of a section or provision
of any section of this ordinance shall be held to be void, in-
effective or unconstitutional by a court of competent juris-
diction, the holding of such section, part of a section or
provision of any section to be void, ineffective or unconsti-
tutional for any cause whatsoever shall in no way affect the
validity of the remaining sections and provisions of the ordi-
nance, which shall remain in full force and effect.

That this ordinance shall become effective and be
in full force and effect from and after the date of its
passage as provided by law, and it is so ordained.

The Special Citizens Committee to investigate the Auto Theft Division
recommended as follows;
12. The Committee recommeads that the—City Council cause an analysis to
be made of the operations of the Auto Theft Division with as view to
determine whether or not additional detectives and civilian per-
sonnel facilities and funds are required and ,whether the methods of
utilizing existing resources should be improved.
A review of the Police Department's Detective Office, which is the
Auto Theft Division, indicates that existing resources could be improved
since the majority of the detectives spend considerable time doing routine
clerical type of work.
In order to relieve this situation, it has been proposed that two detective
positions that will be vacant on May, I due to the retirement of existing
personnel be converted into clerical positions. With this change, the
Detective Office would have more clerical support, as recommended ay the
Citizens Investigative Comaittee, without diminishing the number of
detective man-hours provided to the public.
PrellmInary recommendations by' Arthur Young and CampauX also suggest that
something should be done to relieve the clerical workload in the Detective
Office.
it is proposed that the two Police Detective positions be converted into
four clerical type positions (three Clerk-Typist 11's and one Stock
Clerk 11 position) .
The annual cost of the two detective positions is $33,608, compared to
$31,173 for the four clerical positions computed at the middle step of the
clerical salary range.
Under the requireme as of 1269-M, the City Council must establish by
ordivance the number of Civil Service positions in the Police Department;
hence this change ,must be approved by the City Council.

Recommendations
It is recommended:
i, That the concept of converting two Detective positions to three
Cl,erk-Typist II positions and one toc: Clerk is ' position in
carder to provide more clerical supp6rt as recommended by the
Citizens Committee, be °approved, and
2 That the attached ordinance deleting two Police Detective
positions be adopted.
