HomeMy WebLinkAboutOrdinance 17238-10-2006Ordinance No. 17238-10-2006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATfONS IN THE GRANTS FUND IN THE AMOUNT OF $20,000, SUBJECT TO RECEIPT OF THE GRANT FROM THE TEXAS DEPARTMENT OF STATE HI=ACTH SERVICES, FOR THE PURPOSE OF FUNDING THE COMMUNITY PHYSICAL ACTIVITY PROMOTION TRAINING CURRICULUM OF COMMUNITY HEALTH WORKERS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE C[TY COUNCIL OF THE CITY OF FORT WORTH, TI=XAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2006- 2007 and in the Budget of the City Manager, there shall also be increased estimated receipts and apprapriations in the Grants Fund in the amount of $20,000, subject to receipt of the grant from the Texas Department of State Health Services, for the purpose of funding community physical activity promotion training curriculum of community health workers. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion ar judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 171A2 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and apprapriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to accept additional funding for an existing grant contract {M&C C-21279) with the Texas Department of State Health Services (DSHS), for $20,000 to be used to provide training in English/Spanish for promotor{es) and community health workers on the Community Physical Activity curriculum from September 1, 2006 to August 31, 2007; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriation in the Grants Fund by up to $20,000; and 3. Waive the indirect cost rate to allow maximum use of funds for delivery of services to the community. DtSCUSSI®N: On January 31, 2006, {M&C C-21279) City Council authorized execution of a grant contract (C533438) with DSHS. This contract was funded in the amount of $20,000 to develop and testa "community physical activity promotion training curriculum" in EnglishlSpanish for continuing education training of promotor{es) or community health workers (CHW) from March 1, 2006 to August 31, 2006. On August 15, 2006, DSHS notified the city of the availability of additional funds ($20,OOfl) for this program. With an additional $20,000 the Outreach Division will be able to send a Community Health Nurse and Human Services Supervisor to promatar{es) and community health workers to train them to use the physical activity curriculum and to evaluate the success of the program with the participants in each class. The Texas Department of State Health Services (DSHS) is providing grant funding to develop and test a community physical activity curriculum to be used in training Promotores or community health workers. The City of Fort Worth Public Health Department, Outreach Division, is already a certified promoter/CHW training institute. DSHS will give preference in awards far this grant to certified training institutes. The Outreach Division is proposing development of this curriculum based on physica! activity programs already being utilized by department educators, "On the Trail to a Healthy Heart" and "Walk for the Health of It". The curriculum will teach workers ta: Assess the physical activity needs in a community; • ldentify gaps in physical activity opportunities or knowledge; • Select, implement and evaluate a culturally and linguistically-appropriate community physical activity Lognanae: SOt'HYACTGR.ANT Page I of 2 intervention; • Understand and communicate current physical activity recommendations in a culturally and linguistically appropriate manner; • Listen and appropriately respond to common barriers to physical activity; and • Work with community partners to increase physics[ activity opportunities through information, insfruction, or access to places and spaces far physics! activity. This curriculum will also be used by workers to better promote physical activity in the communities they serve. Once the curriculum is completed and evaluated it will be given to and become the sole property of ©SHS, who will make the curriculum available fo any interested organization{s) involved in training promotares or community health workers. iFISCAL INI"ORMATIONICI=RTIFICATION: The Finance Director certifies that upon acceptance and execution of this grant and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
