HomeMy WebLinkAboutIR 0700INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 23-0700 Aga" a ii Y rFrn 107.3 To the Mayor and Members of the City Council May 16, 2023 Page 1 of 3 SUBJECT: AUTOMATIC EXTERNAL DEFIBRILLATORS PROGRAM The purpose of this Informal Report is to provide an update on Automatic External Defibrillators (AED's) that are deployed at city facilities, which facilities have devices, and how the devices are maintained. AED Administrative Regulation A-9 Automatic External Defibrillators (AED) have become much easier to use over the past couple of decades and have proven critical in life-saving procedures in response to cardiac emergencies. In 2002 Administrative Regulation A-9 was approved with three objectives: 1. Placing AEDs in city buildings 2. Establishing a training program 3. Monitoring the placement and maintenance of AEDs. The City's Health Department was responsible for carrying out these tasks. However, in 2011 the Health Department was dissolved and the responsibility was shifted to Fire's Emergency Medical Services/Operations Division (Fire-EM). Since then, Fire has been responsible for managing the City's AED program. The program is guided by three primary documents which include the original AR A-9 from 2002, the Public Access Defibrillation (PAD) Guidelines developed by Fire-EM, and the PAD Summary. This program has been successful in addressing it's intended objectives and it continues to be implemented. AED Training Program — Any CPR education program includes the use of AED's. The machines also have a voice prompt that assists a lay provider in the proper utilization. Both the FWFD and MedStar are active in the training of CPR and AED use to anyone who desires the education. AED Funding_— The cost of these machines have decreased considerably in price over the last several years. There was an initial outlay of funding for the AED's but there is not a defined budget for purchase of these units annually. The FWFD has a contract to assist with the maintenance and upkeep of the units although each department provides funding FID's to fire which is primarily for the consumables of the defibrillation pads and batteries. AED Inventory We currently have 160 AEDs, in spaces managed by 15 city departments, in 105 locations across the City. Many, but not all, of these devices can be found in the more public -facing buildings. Fire's Emergency Management Division also has a proactive program for maintaining the batteries and other consumable components to ensure they remain functional when needed. Benchmark Review of Texas Municipalities In a recent benchmark of AED Programs across other Texas municipalities, PMD found that none of the programs are exactly the same and, when compared with other cities, the City of Fort Worth has put together a robust program. The table in the second page shows the characteristics of AED programs in other large cities in Texas. In some instances, city staff performs the inspections and maintenance and in others it is performed by a contractor. Staff will continue to implement and maintain this program. Lastly, PMD is currently developing the plan for implementing an AED program, with the assistance of the Fire Department, at Future City Hall.
