AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE PUBLIC EVENTS CAPITAL FUND, IN THE
AMOUNT OF $34,804.00 FROM AVAILABLE FUND, FOR THE PURPOSE OF
FUNDING HE AMON CARTER EXHIBIT HALL DOOR REPLACEMENT
PROJECT (CITY PROJECT NO. 101437); PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Public
Events Capital Fund, in the amount of $34,804.00 from available fund, for the purpose of funding he Amon
Carter Exhibit Hall Door Replacement Project (City Project No. 101437).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

at 3401 West Lancaster Avenue and Adopt the Appropriation Ordinances Adjusting Estimated Receipts and Appropriations in the Public Events
Capital Fund of the Amon Carter Exhibit Hall Door Replacement Project in the Amount of $263,548.00
RECOMMENDATION:
It is recommended that the City Council:
Authorize the execution of a construction contract with SDB Inc., in the amount of $690,340.00, including 7.5 percent for the Owner's
Construction Contingency Allowance, for the replacement of the doors and associated hardware at the Amon Carter Building located at
3401 West Lancaster Avenue;
Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the Public Events Capital Fund, by
increasing estimated receipts and appropriations in the amount of $228,744.00 in the Amon Carter Exhibit Hall Door Replacement project
(City Project No. 101437) and decreasing receipts and appropriations in the Unspecified Project (City Project No. UNSPEC) by the same
amount; and
Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Public Events Capital Fund in the
amount of $34,804.00, from available funds, for the purpose of funding the Amon Carter Exhibit Hall Door Replacement project (City Project
No. 101437).
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to provide additional funding to the Amon Carter Door Replacement project and
authorize the execution of a construction contract with SDB Inc., in the amount of $690,340.00 for replacement of the doors and associated
hardware for the Amon Carter Building located on the grounds of the Will Rogers Memorial Center.
On November 30, 2021, M&C 21-0913 approved the use of $495,000.00 from American Rescue Plan Act funds, Subtitle M (Coronavirus State
and Local Fiscal Recovery Funds) for the reinstatement of this project which was deferred as a result of lost Hotel Occupancy Tax due to the
COVID-19 Pandemic. On November 29, 2022, M&C 22-0984 approved the appropriation of $1,000,000.00 from the DFW Revenue Share Fund
to the Public Events Capital Fund to supplement anticipated shortfalls in active grant -funded capital projects, of which the remaining balance of
$228,744.00 is allocated to this project with approval of this M&C. An additional $34,804.00 from available Public Events Capital funds, not
previously appropriated, will complete the total project funding needed as approved in this M&C.
The City issued a Request for Proposals on December 8, 2022. Pre -proposal meetings and site visits were conducted with interested contractors.
On December 22, 2022, the City received 3 responses from contractors, Falkenberg Construction, SDB, Inc. and Calc Construction. Only SDB,
Inc. provided the required Post Proposal —Pre Award Submittals to be further evaluated by the City.

With approval of this M&C, funding will be available in the Public Events Capital and Grants Capital Projects Federal Fund for the purpose of
funding the Amon Carter Door Repair project, as appropriated.
Schedule - Construction is planned to begin during the first quarter of the calendar year of 2023 with an anticipated completion date during the
second quarter of the calendar year of 2024.
Waiver of Building Permits - In accordance with the City Code of Ordinances, Part II, Chapter 7-1 Fort Worth Building Administrative Code,
Section 109.2.1, Exception 2; "Work by non -City personnel on property under the control of the City of Fort Worth shall be exempt from the
permit fees only if the work is for action under a contract that will be or has been approved by City Council with notes in the contract packages
stating the fee is waived."
Diversity and Inclusion Business Equity Office - SDB Inc is in compliance with the City's Business Equity Ordinance by committing to 35%
MWBE participation on this project. The City's MWBE goal on this project is 15%,
Will Rogers Memorial Center is located in COUNCIL DISTRICT 7/ FUTURE COUNCIL DISTRICT 7.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified -All Funds project within the Public Events Capital Fund and
upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the Public Events
Capital and Grants Cap Projects Federal Funds for the Amon Carter Door Repair project to support the approval of the above recommendations
and execution of a construction contract. Prior to an expenditure being incurred, the Public Events Department and Property Management
Department have the responsibility of verifying the availability of funds.
