HomeMy WebLinkAboutResolution 5742-05-2023A Resolution NO. 5742-05-2023 A RESOLUTION IN SUPPORT OF THREE REGIONALLY SIGNIFICANT PROJECTS TO BE SUBMITTED TO THE TEXAS DEPARTMENT OF TRANSPORTATION (TXDOT) TRANSPORTATION ALTERNATIVES SET -ASIDE PROGRAM CALL FOR PROJECTS: EVERMAN PARKWAY SAFE STREETS, MCPHERSON-SUMMER CREEK SAFE STREETS AND BOMBER SPUR TRAIL PHASE 2 WHEREAS, TxDOT issued a call for projects in December 2022 for communities to apply for funding assistance through the Transportation Alternatives Set -Aside (TA) Program; and WHEREAS, the TA funds may be used for development of preliminary engineering (plans, specifications, and estimates and environmental documentation) and construction of pedestrian and/or bicycle infrastructure. The TA funds require a local match, comprised of cash or Transportation Development Credits (TDCs), if eligible. The City of Fort Worth would be responsible for all non -reimbursable costs and 100% of overruns, if any, for TA funds; and WHEREAS, the City of Fort Worth intends to submit TA Project applications for three projects to TxDOT prior to the June 5, 2023 deadline; and WHEREAS, the Texas Transportation Commission will award funding in October of 2023 for projects through the TA Call for Projects; and WHEREAS, TxDOT requires the submittal of a resolution as part of the TA Call for Projects application submittal; and WHEREAS, transportation safety is a high priority for the City of Fort Worth and the City Council adopted Resolution No. 5149-11-2019, supporting the Vision Zero goal of eliminating fatalities and severe injuries from crashes; and WHEREAS, on April 9, 2019, City Council adopted the Active Transportation Plan, which identifies, evaluates, and prioritizes for evaluation and implementation gaps in pedestrians and bike infrastructure citywide; and WHEREAS, the Everman Parkway Safe Streets Project is a joint project with the City of Everman to create safe routes to parks, schools and services. Pedestrian, safety, and improvements such as protected bike lanes, upgraded/new sidewalks, and intersection enhancements for the Parkway from Oak Grove Road to Forest Hill Drive, and several connecting streets are planned; and WHEREAS, the McPherson -Summer Creek Safe Streets project includes multiple segments including McPherson Boulevard from Chisolm Trail Parkway to South Hulen Street, South Hulen Street from McPherson Boulevard to Nightingale Drive, and Summer Creek Boulevard on either side of McPherson Boulevard. The project includes retrofitting existing bike lanes to fully protected bike lanes, enhanced pavement markings, and other operational and safety improvements in keeping with the Vision Zero High -Injury Network; and WHEREAS, the Bomber Spur Trail Phase 2 project consists of a 12' wide shared use path from the end of Bomber Spur Phase I pedestrian bridge at Camp Bowie Blvd / US 377 to Vickery Boulevard, including a pedestrian crossing over Southwest Blvd /US 183 and a trail extension along Vickery Blvd to Willis Ave. WHEREAS, on April 21, 2022 the City's Pedestrian and Bicycle Advisory Committee was briefed on proposed 2022 Bond bicycle projects and showed support for upgrading existing bicycle facilities on Vision Zero High Injury Network corridors to fully protected bicycle facilities with operational improvements to enhance comfort and safety for all roadway users; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: Section 1. The City of Fort Worth supports submittal of the Everman Parkway and McPherson -Summer Creek Safe Streets projects and the Bomber Spur Trail Phase 2 project to the 2023 Transportation Alternatives Set -Aside Call for Projects. Section 2. The City of Fort Worth supports funding these projects as described in the 2023 TA Detailed Application (including the preliminary engineering budget, if any, construction budget, the department's direct state cost for oversight, and the required local match, if any) and is willing to commit to the project's development, implementation, construction, maintenance, management, and financing. Section 3. The City of Fort Worth understands and acknowledges that all awarded funding is provided only on a reimbursement basis. Section 4. The City of Fort Worth is willing and able to enter into an agreement with the department by resolution or ordinance, should the project be selected for funding.
