HomeMy WebLinkAboutOrdinance 17246-10-2006Ordinance No. 17246-10-2dd6 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $319,183 FROM AVAILABLE FUNDS FOR THE PURPOSE OF AN AMENDMENT TO THE LOCAL PROJECT ADVANCE FUNDING AGREEMENT WITf-{ THE TEXAS DEPARTMI=NT OF TRANSPORTATION FOR THE LAND US1=! TRANSPORTATION JOINT VENTURE GRANT FOR WEST SEVENTH VILLAGE MAKING THIS ORDINANCE CUMULATIVE OF PRIOR DRDINANCES IN CDNFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2dd6- 2dd7 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $319,183 from available funds for the purpose of funding an amendment to the Local Projent Advance Funding Agreement with the Texas Department of Transportation for the Land UsefTranspartation Joint Venture Grant for West Seventh Village. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative nr void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in foil force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shah take effect upon adoption. DISCUSS[©N: On December 16, 2003, {M&C G-14208} the City Council adopted an appropriation ordinance and accepted the South of 7th developer local match for the Land Use Transportation Joint Venture Grant for West Seventh Village. The grant project consists of three elements: 1) Museum Way streetscape improvements and railroad crossing quiet zone, 2) Lancaster pedestrian bridge, and 3) West Seventh streetscape improvements. The quiet zone is completed, and the Museum Way streetscape improvements will be bid in February 2007. Freese and Nichols has been hired to prepare the design for the Lancaster pedestrian bridge. Upon appraval of this M&C, staff will issue the request far qualifications for the West Seventh streetscape improvements. Through the efforts of Cultural District Development Initiatives, Inc., Acme Brick has pledged the remaining focal match of $63,837 far the West Seventh streetscape improvements. Acceptance of this local match allows the City to encumber the remaining federal grant funds of $255,346. These funds, along with previously appropriated funds, will be used to prepare design documents for West Seventh Street from University Drive to the Trinity River bridge, and for construction of pedestrian improvements at the intersection of Currie Street and West Seventh.
