SUBJECT TO RECEIPT OPA GRANT FROM KEEP AMERICA BEAUTIFUL, FOR
THE PURPOSE OF PURCHASING ADDITIONAL RECYCLING BINS FOR USE AT
THE FORT WORTH ZOO; PROVIDING FOR 82V28-ABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT DBREVY|TR; AND PROVIDING AN EFFECTIVE
DATE.

TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $10,250.00, subject to receipt of grant from Keep /\uoedoa Beautiful, for the
purpose of purchasing additional recycling bins for use utthe Fort Worth Zoo.
SECTION 2.

SECTION 3.
That this ordinance ahu|\ be cumulative of Ordinance No. 20411-09'2012 and all other ordinances and
appropriations amending the sucoo except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appnnpdubmoa` in vvhinh instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Keep Fort Worth Beautiful and Fort Worth Zoo Application for the
2013 KAB/Waote Management Think Green Grant
Project Overview
Keep Fort Worth Beautiful ia partnering with the Fort Worth Zoo, u nationally ranked zoo
housing nearly 7,000 native and exotic animals, for the 2013 KABIWM Think Green Grant. The
Fort Worth Zoo is u leading institution in promoting conservation and envin`nrneoioi uwazooeou
within Texas, the nation, and worldwide. Zoo leadership recognizes the importance recycling
plays in waste reduction and sustainable use of natural resources. With more than ) rn)i|iou
visitors annually, the Zoo is uniquely positioned to foster positive environmental actions on a
large scale,particularly by promoting Sustainable y,00dcex sucb as recycling.
The Fort Worth Zoo has u history of recycling items including paper, cell phones, iukieiand
laser cartridges, electronics, batteries, nleio|s, olu0liounu, herbivore manure and landscape
trimmings. Using the Zoo's website and special events, the Zoo promotes community recycling
( and uses funds raised
through this program to benefit conservation. In an effort to iooreoao susioioobiidy. the Zoo
recently added recycling bins near select trash cans within the park for plastic bottle and
aluminum can recycling. For the recycling program io be more effective, additional recycling
bins are greatly needed so that the majority of trash cans within the Zoo have accompanying
recycling bins. Keep Fort Worth Beautiful in working iopromote "Recycling ou tile Go," what
the EPA calls }l[)G(), by increasing infrastructure for Fort Worth residents to recycle while out
in the community. These Think C7oceo Grant dollars are greatly needed to be|y the Pori VYodb
zoo provide adequate recycling infrastructure on their grounds. Keep Fort Worth Beautiful will
help promote the Zoo recycling program through the water bill newsletter to Fort Worth's
225,000 homes, through the use ofsocial media and by using Green Team volunteers to
distribute promotional i\cnom to the first 2,500 visitors during the program kick off corresponding
with America Recycles Day iuNovember.
Project Goals
Funds from the KABIWM Think Green Grant will enable the Zoo to purchase much needed
public-use recycling bins that will be placed strategically throughout the 2��o. The grant would
enable the Zoo and Keep Fort Worth Beautiful to accomplish three sustainable goals:

and may result in reduced waste costs for the Zoo. Cost savings would enable the Zoo to channel
more resources toward community environmental education and wildlife conservation efforts.

Community Impact
Keep Fort Worth Beautiful has worked for five years to increase "Recycling on the Go"
infrastructure for residents and visitors. More than lO0 recycling containers were placed at Fm{
Worth's largest sports complex and dog park, recycling bins are available at numerous Fort
Worth public events, and 66 recycling containers will be placed in dovvotmvvn Port Worth this
month. This Think Green Grant will enable the Fort Worth Zoo to play an active and needed role
in helping residents and visitors become accustomed to "Recycling on the Go." With more than l
million visitors annually, the Zoo ia in a unique position io help promote somtuivabUiiyefforts in
Fort Worth and beyond.
Project Budget
The $10.000 awarded through the &AB/WM Think Green Grant will be used to poncboso
recycling bins (approximately 50-100) for use byZoo visitors. Research shows signs with words
and pictures inorouxoo recycling *o customized recycling sigoogo will be utilized to help
minimize contamination and maximize recycling participation. During the kick off in November
2013, Keep Fort Worth Bcoobfui {]roenTeoru volunteers will pass out promotional iienna to the
first 2,500 visitors to the Zoo to promote the nonyoUogyrogroro. The promotional item will be
purchased with Keep Fort Worth Beautiful funds, not the Think [}rceu {}rant.

The Fort Worth Zoo will promote the recycling program using the Zoo's vvobsite, rnernhor
publications, and employee newsletters. Keep Fort Worth Beautiful will promote the Zoo's
recycling program using its wehsi(eaud social media channels. The City ofFort VVortb will
ynonooie the program using water bill inserts (o offer m community outreach program about
expanded recycling opportunities ot the zoo.

The Zoo's commitment to the environment and Community awareness/involvement is evidenced
byohistory of recycling rnuiodaio, including iiucox received from the public (i.e., paper, cell

RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for and execution of a grant contract, if awarded, from Keep America Beautiful for
a 2013 KAB/Waste Management THINK GREEN® Grant in the amount of$10,000.00 for the purpose of
purchasing additional recycling bins for use at the Fort Worth Zoo;
2. Authorize the use of anticipated interest in the amount of$250.00; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of $10,250.00, upon receipt of the grant.
DISCUSSION:
In August 2012, Keep Fort Worth Beautiful, the City sponsored local Keep America Beautiful (KAB)
affiliate, was awarded the amount of $10,000.00 KAB/Waste Management THINK GREEN® Grant to work
with Multi-Family housing complexes in Fort Worth to encourage residents to recycle.
The 2013 Grant Program also awards the amount of$10,000.00 each to 10 KAB affiliates in support of
programs that increase recycling in local communities. Keep Fort Worth Beautiful submitted an
application prior to the June 12, 2013 grant application deadline. if awarded, the funds will be utilized to
purchase additional recycling bins for use at the Fort Worth Zoo (Zoo).
The Zoo has a history of recycling items including paper, cell phones, inkjet and laser cartridges,
electronics, batteries, metals, aluminum, herbivore manure and landscape trimmings. The Zoo recently
added recycling bins near select trash cans within the park for plastic bottle and aluminum can
recycling. For the recycling program to be more effective, additional recycling bins are greatly needed so
that the majority of trash cans within the Zoo have accompanying recycling bins.

receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Grants Fund. Funds will be made available by the
Grantor after announcement of the award.
