Pursuant to its authority under the Local Public Works Capital Development and
Investment Act of 1976, as amended by the Public Works Employment Act of 1977
and subject to the Special Conditions (Exhibit "A") and the Standard Terms and
Conditions (Exhibit "B-LPW") which are herein incorporated by reference, the
Economic Development Administration, U. S. Department of Commerce (Government)
hereby approves and awards a Grant not to exceed $ 1,065,000 to the City
of Fort Worth Tarrant County, Texas,
(Grantee) to prov4de financial assistance for construction of a
munici al a uipment service center,
(Project preseVtly estimated to cost 5 1,065,000.
This Approval and Award of Grant, subject to the Special Conditions, and the
Standard Terms and Conditions shall constitute an obligation to make such Grant.
Such obligation may be terminated without further cause, however, if the Grantee
shall fail to affirm its timely utilization of the Grant by signing and returning
to the Economic Development Administration within 30 days its affirmation of
intent as set forth below.

SPECIAL CONDITIONS
1. Prior to construction , the Grantee agrees to provide evidence
satisfactory to the Government, that the State Historic
Preservation Officer (SHPO) and the Advisory Council on Historic
Preservation have reviewed and approved the final plans and
specifications.
2 . Prior to advertisement of the project for construction bids the
Grantee shall furnish satisfactory evidence to the Government
that a Certificate of Compliance has been issued by the Texas
State Building Commission in accordance with Art. 678 (f) Sec.
20 R.C.S. of Texas.

Dear Mr. Line :
We are pleased to enclose two signed copies of an Approval and
Award of Grant issued pursuant to your application for Federal
assistance under the provisions of the Local Public Works
Capital Development and Investment Act of 1976, as amended by
the Public Works Employment Act of 1977. The total project
cost is based on the line item estimates contained in Attachment
No. 1 hereto.
Your affirmation of intent to make prompt utilization of the
Grant shall be indicated by the signature of your principal
official on one of the signed copies . The official 's
signature shall be certified by an authorized official other
than your principal official. Send the accepted copy to the
Director, Southwestern Regional Office, American Bank Tower,
Suite 600, 221 Sixth Street, Austin, Texas 78701.
Also, enclosed are two copies each of Form ED-1004, "Designation
of Depositary for Direct Deposit of Grant and/or Loan Funds, "
and Form SF-1194, "Authorized Signature Card for Payment
Vouchers on Letter of Credit, " which must be completed and
forwarded to the Regional Office in order for you to be issued
a letter of credit. (The issuance of a letter of credit may
not be necessary if you have an existing letter of credit from
this agency, or if your total grant funding under this
legislation is less than $120 , 000; in such cases please contact
the LPW Letter of Credit Designee at the Regional Office before
completing these forms . )
You are cautioned not to make any commitments in reliance
on this grant, nor to enter into negotiations relative hereto,
until you have carefully reviewed the terms and conditions and

have determined that you are in compliance or that you can
comply therewith. Any commitments or undertakings entered
into prior to obtaining the approval of the Government in
accordance with its terms and donditions will be at your
own risk.
We would like to remind you that on-site labor must commence
within 90 days of the date of your receipt of this Award of
Grant.
[ve would also like to emphasize the importance of the statu-
tory requirement that at least 10% of the grant funds be
expended for minority business enterprises. You should read
the enclosed guidelines carefully to make sure that you take
the steps necessary to fulfill that requirement.

The City is eligible for up to $4,329,000 in Round II Local Public Works
Act funds for construction projects within the Fort Worth pockets of
poverty areas On July 16, 1977 (M&C G-3460) and by straw vote on
August 9, 1977 (Informal Report No, 2949), priorities were established
for the seven previously submitted projects.
Based upon these priority determinations, applications for the following
projects have been prepared:

4 Zoo Primate House (reduced scale) 533,400

Submittal of these projects to the Economic Development Administration must
be accomplished no later than Wednesday, August 17, 1977.
Recommendation
It is recommended that Council approve a resolution authorizing the
City Manager to resubmit applications for Round II LPW grants for the
following projects: Stockyards Circulation System, Southside Street
Improvements, Southeast Service Center Construction, and Zoo Primate
House Construction.
