SUBJECT: OUT -OF -SCHOOL FOOD PROGRAMS

The purpose of this Informal Report (IR) is to provide information about food programs offered by
the Neighborhood Services Department (NSD), the Park and Recreation Department (PARD),
and others for children during out -of -school time (OST). For City departments, OST includes
afterschool, school breaks, and summer day camp.
According to the Texas Department of Agriculture, more than one in five Texas children struggle
with hunger. When the school year ends, children often lose access to consistent, nutritious
school meals. The U.S. Department of Agriculture (USDA) funds the Summer Meals Program,
including the Summer Food Service Program (SFSP) and the Child and Adult Care Food
Program (CACFP). These programs ensure that more Texas children have enough food for an
active, healthy life. In Texas, these programs are administered by the Texas Department of
Agriculture (TDA).
The goals of the CACFP are to improve and maintain the health and nutritional status of children
and adults, to promote development of good eating habits, and to integrate nutritious food service
with organized child and adult day care services. The CACFP reimburses contracting entities
(CEs) such as sponsors and sites for part of the costs associated with serving approved meals
and snacks to children and adults in Texas. CitySquare serves as a primary sponsor of
afterschool and summer meals programs in North Texas through their mobile meals program.
CitySquare is a nonprofit organization offering a comprehensive array of social services that
address four key areas related to the persistence of poverty: (1) hunger; (2) health; (3) housing;
and (4) hope. They serve all City of Fort Worth community centers, providing access to healthy
food for area youth. CitySquare's Child Nutrition program provides free nutritious meals to
children after school and during the summer. Meals are delivered to community partner sites
year-round. CitySquare served 22,669 after school meals from August 8, 2022 through May 8,
2023 at 20 Fort Worth community centers. Last summer 23,676 breakfasts, lunches, and snacks
were served.
During the summer months, community centers operate as open sites, allowing any child aged 18
and younger to access a meal at no cost. Information about locating summer food locations can
be accessed at https://www.fortworthtexas.gov/departments/parks/services/camp/summer-food-
program. The following is a comprehensive list.
