Signal poles were approved for production on March 3, 2022 with an anticipated 6-month lead time. The new poles were required to be installed in order to remove the old poles and widen the roadway as detailed in the plans. Contractor completed available work on the project during the time that the poles were being fabricated. In late September notice was provided that there was a delay in a mast arm and delivery would be in early November (over 60 days later than anticipated in the schedule). This delay prevented removal of the existing pole and progression of the project completion. The mast arms were installed in November and the signal work completed, signal activated, and the old poles removed. The contractor then worked on finishing the widening, grading, and MBGF installation. Additional grading and base items are needed to match field conditions and additional pavement markings being added to the radius of the intersection to better delineate the pavement edges. Time - Additional contract time has been reviewed and the amount of days being granted is deemed reasonable for the work when reviewed in relation to the critical path of the work activities. It is understood and agreed that the acceptance of this Change Order by the contractor constitutes an accord and satisfaction and represents payment in full (both time and money) for all costs arising out of, or incidental to, the above Change Order. Our team has been working diligently to get this project wrapped up for city handoff. New Signal Poles and Powder Coating The new signals were stamped approved for production on March 3, 2022, and we were immediately notified that these items were on a six-month lead time for delivery. We included this delay in our initial schedule and showed an optimistic finish date of February 3, 2023. We were able to complete some work before the delivery of the new signal poles, but we were handcuffed for the better part of 60 days of our schedule because the old poles could not be removed until the new poles were installed. Our project delays are mostly visible in our May through August schedule, showing minimal construction progress during this time. We elected to move the widening phasing to the back end of that time period so that we could focus all of our manpower into continuous phasing, as opposed to starting and stopping in intervals to allow for material procurement. On September 28, 2022, we were notified by the 48' mast arm supplier that their delivery date was pushed back to November, which set us even further behind in activating the intersection and removing the old signal pole foundations. We were finally complete with all widening, guardrail, and storm extension work moving into December, which is typically a difficult month to pave due to HMAC temperature and precipitation constraints. As of today, we are waiting on final thermo striping to be completed and one street sign to be erected to substantially complete this project. As stated previously, we are working tirelessly to finish this job for the city. Copies of our Progress Schedule Summaries, Project Schedule Updates, and Inclement Weather Delay Tracker are included at the end of this submittal for reference if desired. Structural and Steel was made aware of submittal approval and powder coating approval on April 18, 2022. The traffic poles were released for production on the same day, and the poles were originally scheduled for delivery in early September. Union Metal has fallen behind on their original schedule and have once again pushed back delivery to mid -late November. Union Metal has given no explanation for these delays. We have been notified that the fabrication on the poles has begun. We will do everything we can to make sure Union Metal sticks to their current schedule. Our company has stressed the importance of having this project completed in November. We are sorry for the delays, and hope to have the poles delivered in November.
