HomeMy WebLinkAboutOrdinance 17253-10-2006Ordinance Na. 17253-1 d-2dd6 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $628,fi93, SUBJECT TO RECEIPT Ol= TH1= PUBLIC HEALTH PREPAREDNESS AND BIOTERRORISM RESPONSE GRANT FROM THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES, FOR THE PURPOSE OF FUNDING PUBLIC HEALTH PREPAREDNESS AND BIOTERRORISM RESPONSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE [T ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments far Fiscal Year 2dd5-2dd7 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $628,693, subject to receipt of the Public Health Preparedness and Bioterrorism Response Grant from the Texas Department of State Health Service, for the purpose of funding public health preparedness and biaterrorism response. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void far any reason by a court of canlpetent jurisdiction, such decision, opinion or judgment shall in na way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full farce and effect. SECTION 3. That this ordinance shalt be cumulative of Ordinance Na. 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. RECOMNfENDATION: It is recommended that the City Council: 1. Authorize the City Manager to execute an amendment to City Secretary Contract No. 32822 with the Texas Department of State Health Services (DSHS) to be used for public health preparedness and bioterrorism response to extend grant period thru August 31, 2007 and increase grant funding by $828,693.00; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $62,8,693.00; and 3. Approve an indirect cost rate of 10 percent of salaries plus fringe benefits, as approved by DSHS. DISCUSSION: For the fifth year, the Centers for Disease Control and Prevention (CDC) has provided funding to the DSHS to enhance the capacity of the public health system to prepare far and respond to terrorism, infectious outbreaks and other public health threats and emergencies. Last year funding for the Fort Worth Public Health Department was $497,643.00, {M&C C-21031). During the current funding period a total of $40,202,008 is to be allocated among DSHS, the regional offices and local health departments in Texas. Each county will receive a base amount of $20,000.00 plus an additional arnnunt based upon $1.03 per capita. No local matching dollars are required. Tarrant County will receive $1,688,653, which will be allocated between the City of t=ort Worth and Tarrant County Public Health Departments according to a needs assessment and plan jointly developed by the departments and approved by the Regional Health Director. The estimated apportionment will be approximately $400,453 for the City and $1,288,100 far Tarrant County. Additionally, the Centers for Disease Control and Prevention {CDC) has provided funding to the DSHS to enhance the capacity of the public health system to prepare for and respond to a pandemic flu outbreak. During the current funding period a total of $15,450,021 is to be allocated among DSHS, the regional offices and local health departments in Texas. Each county will receive a base amount of $8,580 plus an additional amount based upon $0.51 per capita. No local matching dollars are required.
