,Addressed to Mr. Robert L. Herchert, City Manager of the City of Fort
Worth, Texas, will be received at the office of the City Manager until
11 :00 a.m., Thursday, June 23, 1983, and then opened and read aloud.
Plans, Specifications and Contract Documents for this project may be
obtained at the office of the Transportation/Public Works Department,
1000 Throckmorton Street, Fort Worth, Texas. A twenty dollar ($20.00)
deposit is required for the first set of documents and additional sets
may be purchased on a non-refundable basis for twenty dollars ($20.00)
for each set. These documents contain additional information for
prospective bidders.
All bidders will be required to comply with provision 5159a of "Vernon's
Annotated Civil Statutes" of the State of Texas with respect to the
payment of prevailing wage rates and City Ordinance No. 7278 as amended
by City Ordinance No. 7400 (Fort Worth City Code Sections 13-A-21
through 13-A-29) prohibiting discrimination in employment practices.
A prebid conference will be held with prospective bidders in the Public
Works Department Conference Room on the second floor of the Municipal
Office Building, 1000 Throckmorton Street at 11 :00 a.m., June 21, 1983.
Fhe City reserves the right to reject any and/or all bids and waive any
and/or all formalities. No bid may be withdrawn until the expiration of
forty-five (45) days from the date bids are opened.

3. PENALTIES AMENDMENT: The Contractor's attention 'is called to Part
1, Item, Paragraph 8.6, of the "General Provisions" of the
Standard Specifications for Construction of the City of Fort Worth,
Texas, concerning penalties for late completion of projects.

4. AMBIGUITY: In case of ambiguity or lack of clearness in stating
prices in the Proposal, the City reserves the right to adopt the
most advantageous construction thereof to the City or to reject the
Proposal.
5. WAGE RATES: Not less than the prevailing wage rates established by
-Me-7ity 6f Fort Worth, and as set forth in the Contract Documents
must be paid on this project.
6. The Contractor shall comply with City Ordinance 7278 as amended by

This contract is issued by an organization which qualifies for exemption
pursuant to the provisions of Article 20.04 (F) of the Texas Limited
Sales, Excise and Use Tax Act.
The Contractor performing this contract may purchase, rent or lease all
materials, supplies, equipment used or consumed in the performance of
this contract by issuing to his supplier an exemption certificate in
lieu of the tax, said -exemption certificate complying with State
Comptroller' s ruling #95-0.07. Any such exemption certificate issued by
the Contractor in lieu of the tax shall be subject to the provisions of
the State Comptroller' s ruling #95-0.09 as amended to be effective
October 2, 1968.
The undersigned assures that its employees and applicants for employment
and those of any labor organization, subcontractor or employment agency
in either furnishing or referring employee applicants to the undersigned

Special Provisions for Burnett Park Demolition and Curb Reconstruction,
."roject Nos. 16-045129-00, 23-041030-01, 36-041018-00.
1. SCOPE OF WORK: The work covered by this project consists of Umtt-J-
�ame+fttTM, Unit If - Seventh Street Realignment,

Included in this project will be the construction of storm drains,
curb, gutter, and all other miscellaneous items of construction to
be performed as outlined in the Plans and Specifications which are
necessary to satisfactorily complete the work.
2. ABANDONMENT: The City reserves the right to abandon, without
obligation to the Contractor, any part of the project, or the
entire project, at any time before the Contractor begins any
-construction work authorized by the City.
3. SPECIFICATIONS: "Standard Specifications for Construction of the
City of TWF-Worth" Public Works Department will govern this
project, except as modified by these Special Provisions. A copy of
the Standard Specifications may be purchased at the office of the
Transportation/Public Works Director, 1000 Throckmorton Street, 2nd
Floor, Municipal Building, Fort Worth, Texas 76102.
4. DEFECTS: The Contractor shall be responsible for defects in this
project due to faulty materials and workmanship, or both, for a
period of one (1) year from date of final acceptance of this
project by the City Council of the City of Fort Worth and will be
required to replace at his expense any part or all of this project
which becomes defective due to these causes.
5. PAYMENT: The Contractor will receive full payment from the City
T-o-FPT work based on the unit prices bid on the Proposal and
approved by the Engineer per actual field measurements.
6. TRAFFIC CONTROL AND DETOURS: The Contractor shall be responsible
fir providing—traffic7—ontr'ol during the construction of this
project consistent with the provisions set forth in the "1980 Texas
Manual on Uniform Traffic Control Devices for Streets and Highways"
issued under the authority of the "State of Texas Uniform Act
Regulating Traffic on Highways," codified as Article 6701d Vernon's
Civil Statutes, pertinent sections being Section Nos. 27, 29, 30
and 31.

The Contractor will not remove any regulatory sign, instructional
sign, street name sign, or other sign which has been erected by the
City. If it is determined that a sign must be removed to permit
-equired construction, the Contractor shall contact the
Transportation/Public Works Department, Signs and Markings
Division, (Phone number 870-8075) to remove the sign. In the case
of regulatory signs, the Contractor must replace the permanent sign
with a temporary sign meeting the requirements of the above
referenced manual and such temporary sign must be installed prior
to the removal of the permanent sign. If the temporary sign is not
installed correctly or if it does not meet the required
specifications, the permanent sign shall be left in place until the
temporary sign requirements are met. When construction work is
completed to the extent that the permanent sign can be
re-installed, the Contractor shall again contact the Signs and
Markings Division to re-install the permanent sign and shall leave
his temporary sign in place until such re-installation is
completed.
The Contractor shall submit a written work sequence to the Engineer
for approval in order for proper work staging to be accomplished.
7. EXAMINATION OF SITE: It shall be the responsibility of the
T
prospective bi der—to visit the project site and make such
examinations and explorations as may be necessary to determine all
conditions which may affect construction of this project.
Particular attention should be given to methods of providing
ingress and egress to adjacent private and public properties,
procedures for protecting existing improvements and disposition of
all materials to be removed. Proper consideration should be given
to these details during the preparation of the Proposal and all
unusual conditions which may give rise to later contingencies
should be brought to the attention of the Owner prior to the
submission of the Proposal .
3. PROJECT DESIGNATION SIGNS: The Contractor will be required to
construct, install and maintain two (2) Type "A" project
designation signs as a subsidiary item to this contract. Signs
shall be installed at locations designated by the Engineer.
EXCAVATION OF PARKWAYS: During the excavation of this project it
wFIT- be- require-d that all parkways be excavated and shaped at the
same time the roadway is excavated. Excess excavation will be
disposed of by the Contractor at locations to be obtained by him.
ZONIUG RE O RE ENTS: During the construction of this project the
Contractor shall s-(; ►ply with present zoning requirements of the
City of Fort Worth in the use of vacant property for storage
purposes.

11. CLEARING AND GRUBBING: All objectionable matter required to be
removed within the right-of-way and not particularly described
under these specifications shall be covered by Item No. 102,
"Clearing and Grubbing" and shall be subsidiary to the other items
of the contract.
12. FINAL CLEANUP FOR ACCEPTANCE: Final cleanup work shall be done for
this —project as soon as the paving and curb and utter and storm
drain has been constructed. No more than seven ?7) days shall
elapse after completion of construction before the roadway and
right-of-way is cleaned up to the satisfaction of the Engineer.
13. PROPERTY ACCESS: Access to adjacent property shall be maintained
at all times unless otherwise directed by the Engineer.
14. CONSTRUCTION SCHEDULE: It shall be the responsibility of the
Contractor to furnish the Construction Engineer prior to
construction a schedule outlining the anticipated time each phase
of construction will begin and be completed, including sufficient
time being allowed for clean-up.
15. SALVAGED BASE MATERIAL: Existing material found on the street may
be salvaged and used in the base where such existing material will
qualify under these Specifications.
It shall be the Contractor's responsibility to provide a pavement
in accordance with the enclosed Standards and Specifications.
Finished grades must be in accordance with the typical sections.
In the event existing gravel is to be utilized, the Contractor will
advise the Engineer in writing of proposed construction procedure
prior to commencement of work on the respective unit.
iri. SAFETY RESTRICTIONS - WORK NEAR HIGH VOLTAGE LINES: The following
procedure s—w iTT-b—e—f_5176-w-e -regarding the subject item on this
contract:
(a) A warning sign not less than five inches by seven inches,
painted yellow with black letters that are legible at twelve
feet, shall be placed inside and outside vehicles such as
cranes, derricks, power shovels, drilling rigs, pile drivers,
hoisting equipment or similar apparatus. The warnings sign
shall read as follows: "WARNING - UNLAWFUL TO OPERATE THIS
EQUIPMENT WITHIN SIX FEET OF HIGH VOLTAGE LINES."
(b) Equipment that lay be operated within ten feet of high voltage
lines shall have an insulating cage-type of guard about the
boom or arm, except backhoes or dippers, and insulator links
on the lift hook connections.

(c) When necessary to work within six feet of high voltage
electric lines, notification shall be given the power company
(Texas Electric Service Co. ) who will erect temporary
mechanical barriers, deenergize the line, or raise or lower
the line. The work done by the power company shall not be at
the expense of the City of Fort Worth. The notifying
department shall maintain an accurate log of all such calls to
Texas Electric Service Company, and shall record action taken
in each case.
,'J) The Contractor is required to make arrangements with the Texas
Electric Service Company for the temporary relocation or
raising of high voltage lines at the Contractor's sole cost
and expense.
(e) No person shall work within six feet of a high voltage line
without protection having been taken as outlined in Paragraph
17. AWARD OF-CONTRACT: The City reserves the right to award separate
contracts for Un- Tts 1, 111 & IV and for Unit 11 or for the lowest
combined bid on all units.
18. WATER FOR CONSTRUCTION: Water for construction will be furnished
by the�-ontractor at his own expense.
19. LINES AND GRADES: Survey layout, horizontal and vertical

ignments for construction shall be furnished by the City of Fort
Worth Public Works Department.
90. PROTECTION OF EXISTING UTILITIES AND IMPROVEMENTS: The Contractor
_shall take adequate measures to protect all existing structures,
which are to remain, improvements and utilities which may be
encountered.
The utility lines and conduits shown on the plans are for
information only and are not guaranteed by the Owner to be accurate
as to location and depth; they are shown on the plans as the best
information available from the owners of the utilities involved and
from evidences found on the ground.
The Contractor shall determine the exact location of all existing
utilities and conduct his work so as to prevent interruption of
service or damage to them. The Contractor shall be responsible for
the replacement of any utility, that is to remain, damaged by him
and shall likewise be responsible for losses to the utility owner
due to any disruption to the service of the utility caused by the
Contr3ctor.

All work necessary for the relocation or adjustment of any existing
utilities will be the responsibility of the owner of the particular
utility involved and such work is not a part of this contract
except where noted on the plans and in the Proposal .
21 . WASTE MATERIAL: All waste material shall become the property of
the Contractor and shall be disposed of by the Contractor at
locations approved by the Engineer. All material shall be disposed
of in such a manner as to present a neat appearance and to not
obstruct proper drainage or to cause injury to street improvements
or to abutting property.
22. LEGAL RELATIONS AND RESPONSIBILITIES TO THE PUBLIC: The
Contractor' s particular attention is directed to the requirements
of Item 7, "Legal Relations and Responsibilities to the Public" of
the Standard Specifications.
23. CONSTRUCTION:
NON-PAY ITEM NO. 1 - CLEARING AND GRUBBING:
All objectionable items within the limits of this project and not
otherwise provided for shall be removed under this item in
accordance with Standard Specifications Item 102, "Clearing and
Grubbing." However, no direct payment will be made for this item
and it shall be considered incidental to this contract.
NON-PAY ITEM NO. 2 - SPRINKLING FOR DUST CONTROL:
All applicable provisions of Standard Specifications Item 200,
"Sprinkling for Dust Control" shall apply. However, no direct
payment will be made for this item and it shall be considered
incidental to this contract.
NON-PAY ITEM NO. 3 - CUTTING OF CONCRETE:
When driveways, curb and gutter, walk or concrete base are cut,
such cuts shall be made with a concrete saw. The Contractor will
break out walk, curb and gutter to the nearest joint.
Prior to construction, the Engineer shall mark all locations where
driveways, walk, curb and gutter and concrete base are to be
removed and replaced. All unauthorized removals shall be replaced
as directed by the Engineer at the Contractor's expense. The
Contractor shall replace Cut curb and gutter, base, walk, etc., to
the grade indicated on the plans or as designated by the Engineer.

PAY ITEM NO. 1-1 - DEMOLITION:
This item shall consist of the complete removal and disposition of
concrete curb and gutter, asphalt pavement and concrete base,
concrete walk and steps, trees and shrubs as indicated on the
plans. Also included in this item is the removal and salvage of
the granite portions of the existing fountain pool and the
unclassified excavation of dirt and rock to the elevations as shown
on the plans. All applicable provisions of Standard Specification
Items 102, 104 and 106 shall apply except as herein modified.
a. Trees: Only those trees as designated by the Engineer will be
removed. Existing trees to remain in place will be protected
from harm during excavation, concrete removal, etc. No
excavation will be allowed within the restricted area as shown
on the plans. Removal of concrete within the restricted area
will be done in such a way as to avoid damage to the tree
trunk, limbs and root system. Trees to remain in place shall
be kept adequately watered during demolition, to ensure
survival, to the satisfaction of the Engineer.
A tree protection fence shall be provided during this
contract. An acceptable fence will be a 6' high Rent-A-Fence
installed along the excavation limit line indicated around the
trees to remain. Other than removal of concrete and debris
from under the tree, all access to the root zone shall be
prohibited.
Burning of trees or any other material will not be permitted
within the limits of this project. Trees removed shall be
disposed of by the Contractor at locations to be obtained by
him.
b. Fountain Pool : The granite portions of the existing pool
shall 5—e—nu—m-Fered, removed with caution, transported to
Rolling Hills Park, 2525 Tappan Road, between the hours of
7:30 A.M. and 4:00 P.M. on normal business days. Care shall
be taken to avoid damage to these pieces.
c. Excavation: The remaining dirt and rock shall be excavated to
the eelevations as indicated on the plans and typical sections.
A copy of test hole information is available. Excavated
material shall be removed and disposed of by the Contractor at
locations to be obtained by him.
d. -Utilities: Existing utilities that are to remain in place
shams ge—protected by the 'Contractor. These shall include but
not be limited to traffic signal poles and boxes, street
lights and signal conduit. The existing 6" water line at 10th
and Burnett shall be preserved for future use. All abandoned
utilities shall be removed and plugged beyond the limits of
the new curb construction.

e. Street Pavement Removal : The existing street pavement shall
be removed to 7-distance of 18" beyond the lip of the new
gutter construction.
Payment will be at the lump sum price as shown on the Proposal and
shall be full compensation for all materials, labor, equipment,
tools and incidentals necessary to satisfactorily complete the
work.
PAY ITEM NO. 2-4 - UNCLASSIFIED STREET EXCAVATION:
See Standard Specifications Item No. 106 "Unclassified Street
Excavation" for specifications governing this item.
Subgrade preparation shall be as required under Item No. 204
"Subgrade Preparation." Where subgrade is to be compacted without
stabilization, it shall be done as subsidiary to the price bid for
"Unclassified Street Excavation."
All objectionable material found within the limits of excavation
shall be removed from the job site and disposed of in a manner
satisfactory to the Engineer. Removal of such shall be subsidiary
to this item unless otherwise provided for herein.
PAY ITEM NO. 2-5 - UTILITY ADJUSTMENT
This item is included for the basic purpose of establishing a
contract price which will be comparable to the final cost of making
necessary adjustments required due to street improvements to water,
sanitary sewer and natural gas service lines and appurtenances
where such service lines and appurtenances are the property owner's
responsibility to maintain. An arbitrary figure has been placed in
the Proposal; however, this does not guarantee any payment for
utility adjustments, neither does it confine utility adjustments to
the amount shown in the Proposal. It shall be the Contractor's
responsibility to provide the services of a licensed plumber to
make the utility adjustments determined necessary by the Engineer.
No payment will be made for utility adjustments except those
adjustments determined necessary by the Engineer. Should the
Contractor damage service lines due to his negligence, where such
lines would not have required adjustment or repair otherwise, the
lines shall be required and adjusted by the Contractor at the
Contractor's expense. The payment to the Contractor for utility
adjustments shall be the actual cost of the adjustments plus ten
percent (10%) to cover the cost of bond and overhead incurred by
the Contractor in handling the utility adjustments.
PAY ITEM NO. 2-6 - 7" CONCRETE CURB AND 18" GUTTER:
Standard Specification Item 502 shall apply except as herein modi-
fied.

The quantity of mixing water shall not exceed seven (7) U.S.
gallons per sack (94 pounds) of portland cement. The slump of the

content of five (5) sacks of cement per cubic yard of concrete is
required.

This item shall include the furnishing and placing of a concrete
base at locations indicated by the Engineer.
The Standard Specifications for Concrete Pavement shall govern with
the following exception:
314.4 "Concrete Mix Design and Control" shall be changed to
read "The concrete shall be designed for a minimum flexural
strength of 500 pounds per square inch at the age of three (3)
days for either Type I or Type III cement."
The price bid per square yard as shown on the Proposal will be full
payment for preparing the existing subgrade, furnishing and placing
the concrete base and for all labor, materials, equipment, tools
and incidentals to complete the work.
PAY ITEM NO. 2-9 - 4" REINFORCED CONCRETE SIDEWALK:
Standard Specification Item 504 shall apply except as herein
modified.
Concrete sidewalks will have a minimum thickness of four inches
(41') except sidewalks constructed in driveway sections which will
have a minimum thickness of six inches (611) within the limits of
the driveway. Sidewalk shall be reinforced with 6" x 6" No. 10
gauge wire mesh.
Concrete for walks shall have a minimum compressive strength of
three thousand (3,000) pounds per square inch at twenty-eight (28)
days. The quantity of mixing water shall not exceed seven (7) U.S.
gallons per sack (94 lbs. ) of portland cement. The slump of the
concrete shall not exceed four inches (4"). A minimum cement
content of five (5) sacks of cement per cubic yard of concrete is
required. One-half inch (V) expansion Joints shall be spaced at
forty foot (401 ) intervals or as otherwise specified and shall be
placed where new work abut old work, or where new work is
constructed adjacent to either brick, concrete work, walls,
foundations, etc. The expansion joints shall be filled with
premolded bituminous expansion joint filler or other approved type
and shall extend the entire depth and width of the concrete
314 section. Sidewalk markings shall be grooved three-eights inch

(3/8") deep on four foot (41 ) centers.

The Fngineer may inspect the foundation and forms before concrete
is poured. Concrete shall be thoroughly compacted so that the
minimum thickness is four inches (4"). Concrete shall be free from
honeycombing, rock pockets and segregation of ingredients. The
addition of neat cement to concrete in order to absorb excess water
NO to accelerate hardening is prohibited.
The surface may have a monolithic finish by floating with a wooden
float until a slight excess of sand appears on the surface or may
be brushed after troweling in lieu of floating. In no case shall
the surface be left slick or with a glossy finish. The edges of
the sidewalk, markings, and expansion joints shall be tooled to a
smooth finish, not less than two inches (2") in width. Exposed
edges of the sidewalk shall be rounded with an edger to a radius of
one-half inch (h").
PAY ITEM NO. 2-10 - HMAC TRANSITION:
This item will consist of the furnishing and placing at varying
thicknesses of an HMAC surface in transition areas where indicated
on the plans, as specified in these specifications, and at other
locations as may be directed by the Engineer.
This item shall be governed by all applicable provisions of
Standard Specifications Item 312.
The price bid per ton for HMAC transition as shown on the Proposal
will be full payment for materials including all labor, equipment,
tools and incidentals necessary to complete the work.
PAY ITEM NO. 3-11 - 15" PVC DRAIN PIPE:
This material standard covers the furnishing of PVC plastic pipe in
nominal diameters four inches (4") through fifteen inches (1511) for
use in drains as designated on project drawings.
Except as specified here, the pipe shall be fabricated in
accordance with the following Standard -Specifications:
a. ASTM D 1784 "Rigid Poly (Vinyl Chloride) (PVC) Compounds, and
Chlorinated Poly (Vinyl Chloride) (CPVC) Compounds."

b. ASTM D 2241 "Poly (Vinyl Chloride) (PVC) and Chlorinated Poly
��Iiny 7Moride) (CPVC) Plastic Pipe (STIR-PR),"" (Standard

The pipe material shall be Polyvinyl Chloride (PVC) meeting the
requirements of ASTM D 1784, with a cell classification of 12454-B.
The standard dimensional ratio for the pipe will be SDR 35 (Type
PSM) conforming to ASTM D 3034.
rum_ a. LOAD LIMITATIONS: The maximum allowable load for all PVC pipe
installations vi11 be the load that produces a deflection of
five percent (5%) . A factor of safety of 1.25 shall be
applied to this load to calculate a safe design load. The
method for calculating this load can be found in ASCE Manual
No. 37.
b. JOINTS: Shall be gasket, bell and spigot, push-on type
conforming to ASTM D 3212. Since each pipe manufacturer has a
different design for push-on joints, gaskets shall be part of
a complete pipe section and purchased as such. Lubricant
shall be as recommended by the pipe manufacturer.
C. DEFLECTION: The maximum allowable deflection on in-place PVC
pipe shall not exceed five percent (5%). After completion of
the backfill, the Contractor shall test for deflection with a
go-no-go mandrel and all pipe which fails this requirement
shall be replaced by the Contractor at no additional cost to
the Pity. The mandrel shall be constructed of steel,
stainless steel, or another acceptable material, at least
twelve inches (1211) long and be a configuration to check the
maximum allowable deflection. It shall be constructed in a
single welded unit and its outside dimension shall be sized to
permit up to five percent (5%) deflection. Mandrel shall be
approved by the Engineer prior to use.
FITTINGS: All fitting material shall conform to the required ASTM
0 17-84--6'ell classification as required in ASTM Standard
Specification D 3034 and shall be of the same quality as that of
the pipe.
STORAGE: All PVC material stored by the Contractor shall be
protected from the sunlight.
MARKINGS: All pipe shall be marked in accordance with the
applicable specification. Intervals will not exceed five feet
(51 ).
MANUFACTURER REPRESENTATIVE: The pipe manufacturer shall provide

recommendations in the installation of the pipe to insure the best
possible procedures are followed. The Engineer may waive this
requirement, if in his opinion the Contractor is qualified in the
installation of PVC plastic pipe. The services of this
representative will be furnished at no additional cost to the City.

TESTS AND REPORTS: The Contractor shall provide test reports duly
certified by the manufacturer' s testing facility or an approved
testing laboratory of full compliance with applicable
specifications and standards for each type plastic pipe involved.
Pipe may be rejected for failure to comply with any requirement of
this specification.
The price bid per linear foot as shown on the Proposal will be full
payment for all wyes, elbows and fittings and for all materials
including all labor, equipment, tools and incidentals necessary to
satisfactorily complete the work.
PAY ITEM NO. 3-12 - SPECIAL GRATE INLET: This item shall be governed
by all applicable items of Stan aand—Specifications Item 444 except
as herein modified.
A coloring agent shall be added to the concrete mix to yield a
black concrete. Test samples will be required to ensure the proper
color. The coloring agent will be CARGO JET, manufactured by
Sonneborn-Contech, or an approved equal. The amount of coloring
agent required will be 8 pounds per bag of cement.
PAY ITEM NO. 3-15 - CONCRETE GUTTER AND CURB SILL (BLACK):
Standard Specification Item 502 shall apply except as herein
modified.
Concrete shall have a minimum compressive strength of three

PAY ITEM NO. 3-18 - 6" ASPHALT CURB:
This item shall consist of a hot plant-mixed bituminous curb,
machine laid, and constructed on the complete base. The machine
for laying the curb shall be self-propelled type equipped with a
material hopper, distributing screw, and adjustable curb-forming
devices capable of laying and compacting the bituminous mix in an
even homogenous manner free of honeycombs.
This item shall be governed by all applicable provisions of
Standard Specifications Item 312.
The price bid per linear foot as shown on the Proposal will be full
payment for all materials, labor, equipment, tools and incidentals
necessary to satisfactorily complete the work.
PAY ITEM NO. 4-19 - SELECT FILL:
This item shall consist of the furnishing and placing of a sandy
loam backfill having a P.I. of 12 or less. The soil shall be free
of nutgrass and other objectionable weeds and seeds. The soil
shall have a ph range of 6 to 7. The fill shall be compacted to
90% standard Proctor density.
The fill shall have the following content. The sodium absorption
ratio (SAR) should not exceed 6 and the electrical conductivity
(EC) of the saturation extract of this soil should not exceed 3.0
millimhos per centimeter at 250C. The boron content should be no
greater than 1 part per million as measured on the saturation
extract. The silt plus clay content cannot exceed 20-30% by weight
with a maximum 95% passing the 2.0 millimeter sieve. The soil must
be examined by Dr. Robert Moon, Horticultural Consultant
(214) 492-0616, and submitted to a laboratory for analysis prior to

The quantity of fill as shown in the Proposal is an estimated upper
limit. The actual amount of fill will be determined after the bids
have been received and the successful bidder will be awarded a
contract based on the price bid per cubic yard.
The price bid per cubic yard as shown on the Proposal will be full

Incorporated on March 16, 1983.
SCOPE OF INVESTIGATION
The purposes of the study were to (1 ) explore the subsurface conditions at
the site (2) evaluate the pertinent engineering properties of the
subsurface materials and (3)provide recommendations concerning allowable
bearing pressures for proposed pump room floor systems.
SITE LOCATION AND DESCRIPTION—
The site of this investigation was Burnett Park property which is bounded
on the east by Lamar Street, on the south by West Tenth Street, and on
I the north by West Seventh Street in downtown Fort Worth. The property
wa�, in use as a Dark at the tin* of this investigation.

FIELD OPERATIONS
Five (5) test borings were made at the site on March 21, 1983, at the
approximate locations shown on the Boring Location Diagram in the
Appendix. A truck mounted, rotary drilling rig was used to advance these
borings and to obtain samples for laboratory evaluation.
Undisturbed specimens of cohesive soils were obtained at intermittent
intervals with standard, thin-walled, seamless Shelby Tube samplers.
These specimens were extruded in the field, logged, sealed and packaged
to protect them from disturbance and to maintain their "in situ" moisture
content during transportation to our laboratories.
Double-tube core barrels and hard formation drilling bits were used to
sample the primary formation of bluish-gray limestone with bluish-gray
shale layers. These samples were also extruded, logged and packaged in
the field prior to transporting them to our laboratories.
The results of the boring program are presented on the Logs of Boring in
the Appendix.
LABORATORY TESTING
Samples were examined at our laboratories by a geotechnical engineer.
Selected samples were subjected to standard tests under the supervision
of this engineer.

The "in situ" unit weight and moisture content of the samples were
determined and used in conjunction with the Atterberg Limits and linear
shrinkage tests to evaluate the potential volumetric change of the
different strata, and as an indication of the uniformity of the material .
Unconfined compression tests were performed on selected, undisturbed
samples of the limestone and shale cores to evaluate the strength of these
The results of our testing program are presented by the Summary of Tests
included in the Appendix of this report.
SUBSURFACE CONDITIONS
Subsurface conditions encountered over the site were generally similar.
A Log of Boring for each boring location is included in the Appendix of
this report. These logs provide a detailed description of stratigraphy
and groundwater conditions at each of the borings.
Brown to tan silty clays were encountered at the ground surface in the
various boring locations. In some of the borings these clays were reddish
brown at depths of one (1 ) to two (2) feet. These clays contained varying
amounts of small limestone gravels and pebbles. The clays became tan and
11i'my at depths of two (2) to three (3) feet. These limy clays contained
fractured and weathered zones of white limestone. White limestones with
tan limy clay layers and seams were encountered in each of the borings at

depths which varied from four (4) feet at Boring No. 4 to approximately
eight (8) feet in the other borings. Bluish-gray limestone with bluish-
gray shale layers was encountered at a depth of fourteen and one-half
1 (14.5) feet in Boring No. 1 . This boring was terminated in this stratum
at a depth of twenty-six (26) feet. The other borings were terminated
after penetrating the white limestone approximately five (5) feet.
The borings were advanced using water as the drilling fluid. Any indica-
tions of seepage were not conclusive at the time of drilling due to the
presence of the drilling fluid. Seepage can typically be encountered
moving above the limestone or in weathered or fractured zones down in the
I limestone. Groundwater conditions will be influenced by duration and
frequency of seasonal rainfall .
ANALYSIS AND RECOMMENDATIONS
It is our understanding that excavation for a proposed pump room will
—~~ | depth of approximately twenty-two `--' f--- in the area of
Boring No. 1 . Excavation for this structure will extend through the white
limestones which were encountered at a depth of eight and one-half (8.5)
feet and into the underlying bluish-gray limestones and shales which were
encountered at approximately fourteen (14) feet. Excavations through
these materials will encounter layers of very hard limestones. The over-

sloped back or braced in the interest of safety and to facilitate
construction. The bluish-gray limestone and shales can generally be
excavated at near vertical slopes. The excavation into this rock should,
however, be inspected as it progresses to insure that no fractured or
weathered zones are encountered which could cave or slough. Due to the
clay layers and weathering of the white limestones, removal at a side slope
of one (1 ) foot vertical to one-half (z) foot horizontal is recommended in
these materials.
A concrete mat or spread footings situated in the bluish-gray limestones
and shales should be based on a maximum bearing pressure of 12,000 pounds
per square foot. The shales and any shaley limestone materials are subject
to deterioration when exposed.
If the structural footing or mat concrete is not placed above these
materials within approximately twenty-four (24) hours after they are
exposed, the bearing surfaces should be sealed with a thin layer
(3" to 4" thick) of concrete to prevent deterioation. Where footings are
cut into the limestones and shales, the footing concrete should be placed
i directly against the sides of the excavation.
Allowable bearing pressures for more shallow footings or is bearing in
the white limestones should be reduced due to the softer, weahtered layers
and clay zones. A maximum allowable bearing pressure of 5,000 pounds per
square foot is recommended in these materials. Other recommendations
provided above would also apply to footings situated in the white lime- H

Any portion of the structure or concrete flatwork situated at/or near
existing grades will be subject to potential movements due to volume
changes in the overlying clays. It is estimated that these movements
could be on the order of one (1 ) to two (2) inches. The magnitude of
possible movement will depend on the in-situ moisture condition of the
clays at the time of construction and the depth of the clay. Positive
drainage should be provided around structures and concrete flatwork to
prevent ponding.
LIMITATIONS AND REPRODUCTIONS
The foregoing recommendations are based on analyses of the soils from each
of the indicated borings with the assumption of uniform variation in the
soil properties between the borings.
Should any conditions at variance with this report be encountered during
construction, this office should be notified immediately so further
investigations can be made and supplemental recommendations can be given.
The reproduction of this report, or any part thereof, supplied to persons
other than the owner, should indicate that this study was made for
foundation design purposes only and that verification of the subsurface
conditions for purposes of determining difficulty of excavation,
trafficability, etc. , are responsibilities of others.

diligence after the commencement thereof and to fully complete and finish

Plans and Specifications and Contract Documents within the time so stipula-

to the true meaning of the intent and terms of said Plans , Specifications
and Contract Documents, then the Owner shall have the right to take charge
of and complete the work in such a manner as it may deem proper, and if, in
the completion thereof, the cost to the said Owner shall exceed the con-
tract price or prices set forth in the said Plans and Specifications and
Contract Documents made a part hereof, the Contractor shall pay said Owner
on demand in writing, setting forth and specifying an itemized statement of
the total cost thereof, said excess cost.
The Contractor agrees to fully indemnify, save harmless and defend the
Owner, its officers and employees from and against any and all costs or
damages arising out of any real or asserted claim or cause of action
against it or them of whatsoever kind or character and in addition from and
against any and all costs or damages arising out of any wrongs, injuries,
demands that may be occasioned by any act , omission, neglect or misconduct
of the said Contractor, his agents, servants, employees. And the said
Contractor further agrees to comply with all applicable provisions of the
laws and building and construction codes of the City of Fort Worth, and the
State of Texas, and with any regulations for the protection of workers
which may be promulgated by the Government, and shall protect such work
with all necessary lights, barriers, safeguards, and warnings as are

agrees to receive, for all of the aforesaid work, and for all additions
thereto or deductions therefrom, the price shown on the proposal submitted

whole or in part, shall not be sublet or assigned to anyone else by said
Contractor without the written consent of the Transportation/Public Works
Director of said City of Fort Worth.

all labor as the same is classified, promulgated and set out by the City of

entered into by the parties hereto with reference to the existing Charter
and Ordinances of the City of Fort Worth and the laws of the State of Texas

Background
On June 21, 1983, the City Council approved an agreement for the
development of Burnett Park with the Anne Burnett and Charles Tandy
Foundation. As a part of this agreement, the City will utilize available
bond funds for demolition of existing improvements and construction of
certain items required as a precedent to other planned improvements. The
Foundation will then fund, under a separate contract, extensive surface
improvements to the park which will include pools, fountains, ornamental
pavements, furnishings and landscaping.
Plans and specifications related to the City-funded demolition portion of
this development have been prepared by the SWA Group and Carter and
Burgess, Inc.
Scope of Work
Work involves demolition of sidewalks, fountains, furnishings, curb and
gutter, pavement and removal of trees.
Construction includes realignment of a portion of Seventh Street, storm
drains, concrete gutter and curb sill, patching of existing streets and
select backfill.
Submission of Bids
On June 23, 1983, bids were received following advertisement on June 6 and
June 19, 1983.

bid must be adjusted, decreasing the number of cubic yards of backfill by
1,500, which brings the bid by Walker Construction Company to $308,542.25.
Fifty-six working days have been allotted for this portion of the work.
The low bidder for Unit 2 is Ed A. Wilson, Inc. His total bid of
$12,972.65 for Unit 2 is acceptable. Thirty working days have been
allotted for this portion of the work.

Recommendation

4 as adjusted for $308,542.25. This reduces Unit Four from 18,665
cubic yards to 17,165 cubic yards of select backfill.
2. Execute a contract with Ed A. Wilson, Inc. for Unit Two in the amount
of $12,972.65.
