DRAWINGS NOTICE TO BIDDERS Sealed Proposals for the following: CONSTRUCTION AND INSTALLATION OF PARK IMPROVEMENTS IN GATEWAY PARK - PROJECT NO. 76-306-679-01 addressed to Mr. Douglas Harman, City Manager of the City of Fort Worth, Texas, will be received at the office of the City Manager until 11 :00 A.M. , Thursday, April 11 , 1985 and then publicly opened and read aloud. Plans, Specifications and Contracts for each project may be obtained at the Office of the Transportation/Public Works Director, 1000 Throckmorton Street, 2nd Floor, Municipal Office Building, Fort Worth, Texas 76102 . A one hundred dollar ($100.00) deposit is required for each set of documents which contain additional information for prospective bidders. All Bidders will be required to comply with Provision 5159a of "Vernon's Annotated Civil Statutes" of the State of Texas with respect to the payment of the prevailing wage rates, and City Ordinance No. 7278, as amended by City Ordinance No. 7400 (Fort Worth City Code, Sections 13-A-21 through 13-A-29) prohibiting discrimination in employment practices. The City will award one (1 ) contract with a combination of base bids and/or supplemental units in the manner most advantageous to the City. Bid Security is required for all contracts regardless of amount bid. 2. This project is Identified by your Project Number 36-041- 012-00 and index Code 675538. The purpose of this study has been to determine general subsurface stratigraphy and to establish the engineer- Ing properties of the materials encountered. Results of field and labora- tory testing have been used to develop engineering recommendations appro- priate for the design and construction foundations for the light standards at Gateway Park. To accomplish the mentioned purpose, six test borings were drilled to the 20-foot depth. Boring locations and depths were selected by Mr. Mike Ficke of the Park and Recreation Department. Field exploration was con- ducted on December 3, 1984. Based on available geologic information, Gateway Park lies within allu- vial soils. These materials, consisting of clays, sandy clays and sands have been deposited as a result of the nearby Trinity River. With the exception of Borings 2, 3, the very bottom of Boring 4 and Boring 6 the predominate soils consist of clays and sandy clays. These materials are generally dark brown, brown and tan In color, moderately plastic and are relatively stiff In consistency. The previously mentioned borings were exceptions and contained non-plastic or low plasticity sands and gravels. Specific types, depths and characteristics of the materials encountered are Illustrated on the attached Cogs of Borings. City of Fort Worth December 20, 1984 Page 2 Groundwater seepage was encountered within Boring 4 at the 18-foot depth. Seepage may often be observed within alluvial soils as perched or entrapped pockets of moisture. The presence of the Trinity River and sea- sonal moisture conditions may also contribute to the presence of seepage. Foundation support for light standards may be provided by drilled straight-shaft or underreamed piers. Piers founded at a depth of 15 feet may be proportioned utilizing an allowable end bearing pressure of 5,000 pounds per square foot or less. The surficial soils are moderately expansive soils, capable of producing swelling pressures if restrained and given free access to moisture. With decreasing moisture content, significant volume changes (shrinkage) may also be anticipated. Because of these conditions the first four feet below the ground surface should not be considered when determin- ing resisting lateral earth pressures. For design purposes the passive earth pressure should not exceed 200 pounds per square foot of pier shaft area, per foot of pier embedment. If an underreamed pier is considered for design and in the event that overturn movements are sufficient so as to cause displacement of the under- reams, the additional weight of the soil over the underream may also be considered when determining the overturn resistance. A wet unit weight of 125 pounds per cubic foot is considered appropriate for materials at this site. These Items are the criteria which are normally required for design of foundations for lighting standards. The Contractor shall be re- quired to pay for all permits, fees, certificates, and inspections or lic- enses. SECTION 01035 - CONTRACT TIME 1.01 PROGRESS AND COMPLETION A. All the time limits stated in the Contract Documents are of the essence of the Contract. The Contractor shall begin the work on the date of commencement as defined in this Section. He shall carry the work forward ex- peditiously with adequate forces and shall complete it within the Contract Time. 1 .02 DELAYS AND EXTENSIONS OF TIME A. If the Contractor is delayed at any time in the progress of the work by any act or neglect of the Owner or by any employee of the Owner, or by any separate contractor employed by the Owner, or by changes ordered in the work, or by labor disputes, unseasonable weather, fire, unusual delay in transportation, unavoidable casu- alties or causes beyond the Contractor's control, or by any cause which the Owner determines may justify the delay, then the Con- tract Time may be extended by Change Order for such reasonable time as approved by the Owner. 1 .03 LIQUIDATED DAMAGES A. SECTION 01100 - ALTERNATIVES The City reserves the right to abandon, without obligation to the Contrac- tor, any part of the project, or the entire project, at any time before the Contractor begins any construction work authorized by the City. 01010-011 }0 SECTION 01150 - MEASUREMENT & PAYMENT The price bid per each item as shown on the proposal shall be full payment for all materials, labor, equipment and other miscellaneous items which are necessary to satisfactorily complete the work as described by the plans and specifications. The Contractor shall examine the site and existing condi- tions that may affect work under this contract. No extra shall be allowed for work due to lack of knowledge of existing site conditions. SECTION 01300 - SUBMITTALS It shall be the responsibility of the Contractor to furnish the Park and Recreation Department prior to construction a schedule outlining the antic- ipated time each phase of construction will begin and be completed, includ- ing sufficient time being allowed for cleanup. SECTION 01400 - QUALITY CONTROL The Contractor will receive all orders and approvals from the Director of Transportation/Public Works and/or his assigned inspectors. The inspector will be introduced to the Contractor prior to beginning work. Any work done at the direction of any other authority will not be accepted or paid for. Final approval for the finished project shall be given by the Director of Transportation/Public Works, City of Fort Worth. The Contractor or a competent and reliable superintendent shall oversee the work at all times. The superintendent shall represent the Contractor in his absence and all directions given to him shall be binding as if given to the Contractor. SECTION 01500 - TEMPORARY FACILITIES AND CONTROLS The Contractor shall take all precautions necessary to protect all existing trees, lawns, sidewalks, buildings, vehicles, utilities, etc. , in the area where the work is being done. The Contractor shall rebuild, restore and make good at his own expense, all injury and damage to same which may result from work being carried out under this contract. The utility lines and conduits shown on the plans are for information only and are not guaranteed by the Owner to be accurate as to location and depth; they are shown on the Plans as the best information available from the owners of the utilities involved and from evidences found on the ground. The Contractor shall determine the exact location of all existing utilities and conduct his work so as to prevent interruption of service or damage to them. SAFETY RESTRICTIONS - WORK NEAR HIGH VOLTAGE LINES The following procedures will be followed regarding the subject it on this contract: 01150-01500 A warning sign not less than five inches by seven inches, painted yellow with black letters that are legible at twelve feet shall be placed inside and outside vehicles such as cranes, derricks, power shovel, drilling rigs, pile drivers, hoisting equipment or similar apparatus. The warning sign shall read as follows: "WARNING - UNLAWFUL TO OPERATE THIS EQUIPMENT WITHIN SIX FEET OF HIGH VOLTAGE LINES." Equipment that may be operated within ten feet of high voltage lines shall have an insulating cage-type guard about the boom or arm, except back hoes or dippers, and insulator links on the lift hook connections. When necessary to work within six feet of high voltage electric lines, notification shall be given to power company (Texas Electric Service Company) who will erect temporary mechanical barriers, de-energize the line, or raise or lower the line. The work done by the power company shall not be at the expense of the City of Fort Worth. The notifying department shall maintain an accurate log of all such calls to Texas Electric Service Company, and shall record action taken in each case. The Contractor is required to make arrangements with the Texas Electric Service Company for the temporary relocation or raising of high Voltage lines at the Contractor's sole cost and expense. No person shall work within six feet of a high voltage line without protec- tion having been Laken as outlined above. The Contractor shall take all necessary precautions to assure the safety of the park visitors during the construction and clean-up operations. The Contractor shall maintain and keep in good repair the work intended tinder these Plans and Specifications, etc. , and shall perform all necessary repair, construction and renewal to the date of acceptance by the City of Fort Worth. He has personally investigated proposed product or method, and determined that it is equal or superior in all respects to that specified. 2. He will provide the same guarantee for substitution as for product or method specified. 3. He will coordinate installation of accepted substitution into work, making such changes as may be required for work to be complete in all respects. 4. He waives all claims for additional costs related to substi- tution which consequently become apparent. E. Substitutions will not be considered if: 1 . SECTION 01700 - PROJECT CLOSEOUT Cleaning The Contractor shall make final clean-up of the construction area, to the satisfaction of the Park and Recreation Department as soon as construction in that area is completed. Clean-up shall include removal of all construc- tion materials, pieces of concrete, equipment and/or other rubbish. No more than five (5) days shall elapse after the completion of construction before the area is cleaned. Surplus materials shall be disposed of by the Contractor, at his own expense and as directed by the Park and Recreation Department. Cleaning of equipment by Contractor or Subcontractor, such equipment as cement mixers, ready-mix trucks, tools, etc. , shall take place in an area designated by the Park and Recreation Department. Guarantee The Contractor shall be responsible for defects in this project due to faulty workmanship or materials, or both, for a period of one (1 ) year from the date of final acceptance of this project by the City Council of the City of Fort Worth. The Contractor will be required to replace, at his own expense, any part, or all, of this project which becomes defective due to these causes. B. The sand laying course should be the responsibility of the paving stone installer. 02518-2 PART 3 - EXECUTION 3.01 PREPARATION OF THE BASE COURSE A. The base course shall be shaped to grade and cross section with an allowable tolerance of one-quarter (1/4") inch. B. The compacted base shall be three and three-eighths (3-3/8") or four and one-eighth (4-1/8") inches below final grade. C. Roadway paving shall have a six (6") inch stabilized subbase as per Section 02240, Soil Stabilization. 3.02 CONSTRUCTION OF THE SAND LAYING COURSE A. The finished base course shall be approved before the placement of the sand laying course. B. The uncompacted sand laying course shall be spread evenly over the area to be paved and then screeded to a level that will pro- duce one (1") inch (25mm) thickness when the paving stones have been placed and vibrated. Finish grade of pavers shall be the same as adjacent curbs, gutters, or other paving. C. Once screeded and leveled to the desired elevation, the sand laying course shall not be disturbed in any way. 3.03 LAYING OF CONCRETE PAVING STONES A. The paving stones shall be laid in such a manner that the desired pattern is maintained and the joints between the stones are as tight as possible. Joints between stones shall not exceed one- eighth inch (1/8"). B. String lines should be used to hold all pattern lines true. C. The gaps at the edge of the paver surface shall be filled with stones cut to fit. Cutting shall be accomplished to leave a clean edge to the traffic surface; no cuts should result with a paver less than one-third (1/3) of original dimension. D. Paving stones shall be vibrated into the sand laying course using a vibrator capable of 3,000 to 5,000 pound compaction force with the surface clean and joints open. E. After vibration, spread clean masonry type sand containing no more than 30% of #10 sieve size granules over the paving stone surface, allow to dry, and vibrate into joints with additional vibrator passes and brushing so as to completely fill joints. Moisten joints and recover with additional sand until firm joints are achieved. 02518-3 F Surplus material shall then be swept from the surface or left on surface during construction time to provide surface protection from construction debris. 3.04 CLEAN-UP A. (Welded joints will be permitted on the four (4") inch vertical posts to achieve the twenty-one (21 ) foot height as shown on the Plans. All pipe and fittings shall be heavily dipped galvanized. All cuts, abraded joints and welds shall be primed with galvanized pipe primer and then painted with rust preventive aluminum paint making certain that all exposed areas are well coated. All construction work shall be in accordance with the best engineering and construction practices. 2.02 FABRIC All chain link fabric shall be nine (9) gauge copper steel heavily zinc coated by hot dip process after weaving. The fabric shall be woven in a two (2") inch diamond mesh with the diagonals of the square mesh maintaining a consistent vertical and horizontal relationship. The nine (9) gauge fabric shall withstand a tensile strength test of 80,000 psi and meet the requirements of ASTM Designation A-392 or A-491. The chain link fabric shall be attached to the ballfield side of the backstop frame. 02710-1 2 .03 POSTS All vertical posts shall meet the requirements of ASTM Designation A-120. All posts and fittings shall be heavily zinc coated by hot dip process. Six (6') and ten (10' ) foot high vertical line posts shall be a nominal O.D. of two and three-eighths (2-3/8") inch and a weight per linear foot of 3.65 pounds. Twenty-one (21 ' ) foot high vertical line posts shall be a nominal O.D. of four (4") inches and a minimum weight per linear foot of 9.11 pounds. Six (6' ) foot gate posts and outfield posts shall be O.D. of two and seven-eighths (2-7/8") inches and a minimum weight per linear foot of 5.46 pounds . 2.04 RAILS All rails shall meet the requirements of ASTM Designation A-120. All rails and fittings shall be heavily zinc coated by hot dip process. Rails shall be a nominal O.D. of one and five-eighths inch (1-5/8") with a minimum weight per linear foot of 2.27 pounds. 2.05 GATE FRAME Gate frame shall meet the requirements of ASTM Designation A-120. Frame shall be constructed with a one and seven-eighths (1-7/8") inch nominal O.D. pipe with a weight per linear foot of 2.72 pounds. All pipe and fittings shall be hot dipped galvanized. 2.06 STRETCHER BARS Stretcher bars or tension bars shall be three-sixteenths by three-quarter inch (3/16" x 3/4") bar or an equivalent section of good quality galvanized steel and of sufficient strength to maintain the tension in the fabric and alignment of the mesh. The clamps or stretcher bands will be fastened to the stretcher bars a maximum from top and bottom of four (4") inches and spaced fourteen (14") inches O.C. along post . 2.07 POST CAPS All posts shall be capped with line caps or acorn caps in such a way that prevents moisture from entering pipe and resists removal by either vandals or natural phenomena. 2.08 TIES Fabric shall be fastened to all rails and posts at fourteen (14") inch intervals with #9 gauge galvanized or aluminum coated tie wires. 2.09 CONCRETE ANCHOR Concrete for twelve by forty-two (12" x 42") inch post anchors shall have a 2,500 psi or stronger rating after 28 days. 02710-2 PART 3 - EXECUTION 3.01 RAILS Rails may be attached to posts by either use of malleable iron fittings or by welding rails to posts. The Contractor suet state which method of attachment he intends to use in his bid proposal . One of the two methods shall be used throughout the backstop. A. Fitting Method: 1. All rails except top rail shall be securely fastened to each post by means of malleable iron or pressed steel end fittings of standard quality (see Details). End fittings shall be securely fastened to rail by three-eighths (3/8") inch cadmium bolt or by "spot welding" at least four (4) places per fitting (Contractor's choice) . B. Welded Method: 1 . Rails shall be welded between posts by cutting rails to fit snug around radius of post, then fillet welded neatly and continuously around entire joint. Reinforcing bars at the time the concrete is placed shall be free from rust, scale or other coat- ings that will destroy or reduce the bond. General reinforcing bars shall be number three (#3) bars spaced eighteen (18") inches on center in walks and twelve (12") inches in slabs as shown on Plans. 2.03 CONCRETE MATERIALS A. Cement: Portland cement shall meet the requirements of ASTM Specifications Designation C-150 and shall be Type 1. B. A&Ireptes Concrete aggregates shall consist of gravel or crushed stone and shall be free from any excess *mount of salt , alkali, vegetative matter or other objectionable materials. The aggregate shall be well graded from fine to coarse and the maxi- mum site shall be one (1") inch. Fine aggregate shall consist of sand and it #hall be clean, hard, durable and free of lumps. 03300-1 C. Water: Water used in mixing concrete *hall be clean and free from Ze=eterious amounts of acids, alkalies, vegetative matter or or- genic material. The concrete shall be mixed in an approved batch mixer. The mixing time shall not be less than one (1) minute after all the batch materials are in the mixer. Cement content *hall be not less than five (5) sacks per cubic yard of concrete and *hall have & minimum 28 day compressive strength of 3,000 psi. D. Mixing: Transit nixed concrete shall meet all the requirements for concrete as specified above. Sufficient transit six equip- ment shall be assigned exclusively to the project as required for continuous pours at regular intervals without stopping or inter- rupting. Concrete shall not be placed on the job after & period of one and one-half (1-112) hours after the cement has been placed in the mixer. 2.04 RELATED MATERIALS A. Expansion Joints: Expansion joint filler shall be preformed asphaltic composition filler, three-fourths (314") inch thick, of the size and shape shown on plan. B. Dowels: Dowels for expansion joints shall be number five (#5) smooth round steel bars with expansion tubes as shown on Plans. Dowels shall be placed eighteen (18") inches on center or as shown on Plans. C. Curing Compound: The membranous curing compound shall comply with the requirements of ASTM Designation C-309, Type 2, white pig- mented. D. PVC Sleeves: The Contractor shall furnish and install Class 200 PVC pipe sleeves under concrete walks and drive as shown and sized an plans and details. 2.05 CONCRETE MIX DESIGN AND CONTROL A. Mix Design: The concrete shall contain not less than five (5) sacks of cement per cubic yard. Total water shall not exceed seven (7) gallons per sack of cement. The mix shall be uniform and workable. The amount of coarse aggregate (dry-loose volume) shall not be more than eighty-five (95%) percent per cubic yard of concrete. The net amount of water will be the amount added at the mixer plus the free water in the aggregate or sinus the amount of water needed to compensate for absorption by the aggregates. Free water or absorption determination# will be based on the condition of the aggregates at the time used. The absorption test will be based on a thirty (30) minute absorption period. So water allow- ance will be mad* for evaporation after b*tching. 03300-2 B. Slump: When gauged by the standard slump test, the settlement of the concrete shall not be less than one and one-half (1-1/2") inches nor more than five (5"') inches. C. Quality: The concrete shall be designed for a minimum compressive strength of three thousand (3,000) pounds per square inch at the age of twenty-eight (28) days. D. Control-Submittal: Within a period of not less than ten (10) days prior to the start of concreting operations, the Contractor shall submit to the Engineer a design of the concrete mix he proposes to use together with samples of all materials to be incorporated into the mix and a full description of the source of supply of each material component. The design of the concrete mix shall conform with the provisions and limitation requirements of these specifications. All material samples submitted to the Engineer shall be sufficiently large to permit laboratory batching for the construction of test beams to check the adequacy of the design. When the design mix has been approved by the Engineer, there shall be no change or deviation from the proportions thereof or sources of supply except as hereinafter provided. No concrete may be placed on the job site until the six design has been ap- proved by the Engineer in writing to the Contractor. PART 3 EXECUTION 3.01 REINFORCING A. Metal reinforcing shall be accurately placed in accordance with the Plans and shall be adequately secured in position by con- crete, metal, or plastic chairs and spacers. Bar splices shall overlap at least twelve (12") inches. The reinforcing bars shall be bent cold. 3.02 JOINTS A. Expansion Joints: Expansion joint materials shall be installed perpendicular to the surface. The bottom edge of the material shall extend to or slightly below the bottom edge of the slab and the top edge shall be held approximately one-half (1/2") inch below the surface of the slab. The edge of joints shall be tooled with edging tool having one-fourth (1/4") inch radius. B. Construction Joints: Construction joints shall be installed in all concrete work at the locations shown on the Plans. Construc- tion joints formed at the close of each day's work shall be located at any of the control joints designated on the Plans. Joints may be constructed by use of wood or preformed metal bulk- y heads sot true to the section of the finished concrete and cleaned and oiled. Surplus concrete on the subgrade shall be re- ed before resuming concreting operations. 03300-1 3.03 PLACING CONCRETE A. Placement of Concrete: The concrete shall be rapidly deposited on the subgrade immediately after mixing is completed. Subgrade and forms shall be dampened prior to placement of the concrete. The concrete shall be transported, placed and spread in such a manner as to prevent segregation of the aggregate or an excess amount of water and fine materials to be brought to the surface. No con- crete shall be placed when the air temperature is less than forty degrees Fahrenheit (40*F.) nor when the temperature of the con- crete is eighty-five degrees Fahrenheit (85*F. ) or higher, with- out approval of Public Works Inspector. Placement shall be carried on at such a rate that the concrete is at all times plastic and flows readily into the space between the bars. No concrete that has partially hardened or that has been contaminated by foreign material shall be deposited in the work nor shall retempered concrete by used. Each section of pavement between expansion and construction joints shall be placed mono- lithically. Concrete for retaining wells shall be poured in six (6") inch lifts. All concrete shall be thoroughly compacted by suitable means dur- ing the operation of placing and shall be thoroughly worked around reinforcement and embedded fixtures and into the corners of the forms. Special care shall be taken to prevent voids and honeycombing. The concrete shall then be struck off and bull- floated to the grade shown on the Plans before bleed water has an opportunity to collect on the surface. 3.04 FINISHING A. Finishing Concrete: All concrete shall be finished by experienc- ed, qualified concrete finishers. All concrete shall have a nest, rounded edge. Edging and jointing (radius described on Plans) shall be accomplished with care so as not to leave deep impression* in the concrete surface adjacent to edges and joints. After the concrete has been floated and has set suffici- ently to support the weight of cement finishers, a smooth steel trowel will be used to produce a hard surface. The entire sur- face will then be brushed with a stiff bristle broom to produce a uniform textured finish. All edges and sides of concrete exposed to view shall be free of warp and blemishes with a uniform tex- ture and smoothness as described in Plans. 0330-4 3.05 WRING Curing Compound: Immediately after the finishing operations, the concrete shall be completely covered with a curing compound. The concrete surface *hall be kept moist between finishing operations and the application of the curing compound. The curing compound shall be applied under pressure by means of a spray nozzle at a rate not to exceed two hundred (200) square feet per gallon. The Contractor agrees to fully indemnify and save whole and harmless the City from all costs or damages arising out of any real or asserted claim or cause of action against it of whatsoever kind or character and in addition from any and all costs or damages arising out of any wrongs, injuries , demands or suits for damages, either real or asserted, claimed against it that may be occasioned by any act , omission, neglect or misconduct of the said Contractor, his agents, servants, employees. And the said Contractor further agrees to comply with all applicable provisions of the laws and building and construction codes of the City of Fort Worth and the State of Texas, and with any regulations for the protection of workers which may be promulgated by the Government, and shall protect such work with all necessary lights, barriers, safeguards, and warnings as are provided for in said specifications and the Ordinance and regulations of said City. The Contractor agrees, on the execution of this con- tract, and before beginning work, to make, execute and deliver to said City of Fort Worth, a good and sufficient Bill surety bond for the faithful performance of the terms and stipulations of the contract, including the exhibit attached hereto and made a part hereof and such bond shall be 100 percent of the total contract price, and the said surety company shall be a surety company duly and legally author- ized to do business in the State of Texas and acceptable to the City Council of the City of Fort Worth. 8. Said City agrees and binds itself to pay, and the said Contractor agrees to receive, for all of the aforesaid work, and for all additions thereto or deductions therefrom, the price shown on the proposal submitted by the successful bidder hereto attached and made a part hereof. 9. It is further agreed that the performance of this con- tract, either in whole or in part, shall not be sublet or assigned to anyone else by said Contractor without the writ- ten consent of the Transportation/Public Works Director of said City of Fort Worth. 10. The Contractor agrees to pay at least the minimum wage per hour for all labor as the same is classified, promul- gated and set out by the City of Fort Worth, Texas , a copy of which is attached hereto and made a part hereof the same as if it were copied verbatim herein. 11. It is mutually agreed and understood that this agree- ment is made and entered into by the parties hereto with reference to the existing Charter and ordinances of the City of Fort Worth and the laws of the State of Texas with refer- ence to and governing all matters affecting this contract , and the Contractor agrees to fully comply with all provi- sions of the same.
