HomeMy WebLinkAboutOrdinance 17256-10-2006Ordinance No. 1 7256-1 0-2 006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $75,000 SUBJECT TO RECEIPT OF THE CHILD AND ADULT CARE NUTRITION PROGRAM GRANT FROM THE TEXAS H1=ACTH AND HUMAN SERVICES COMMISSION, FOR THE PURPOSE OF FUNDING AN AT-RISK AFTER- SCHOOL PROGRAM, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. 13E IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2006- 2007 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $75,000 subject to receipt of the Child and Adult Care Nutrition Program Grant from the Texas Health and Human Services Commission, for the purpose of funding an At-Risk After-School Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void far any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in na way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropria#ions, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to apply for and accept, if awarded, a grant from the Texas Health and Human Services Commission (HHSC} requesting up to $75,000 from the Year 2007 Child and Adult Care Nutrition Program (CACNP} for At Risk After School Program funds; 2. Autharize the execution of a contract with HHSC for the CACNP far At Risk After Schaal Programs for the period October 1, 2006, thraugh September 30, 2007, upon receipt of the grant; 3. Adopt the appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $75,000 from available funds; and 4. Authorize the City Manager to waive the indirect casts, which are not allowed by this grant and are addressed by other grants that provide far staff salaries. ©ISGUSSI®N: The Child Nutrition Reauthorization Act provides reimbursement for snacks served to children thraugh age 18 years, who are participating in certain after school programs. The programs must be located in low- income areas and should be designed to provide the types of activities known to reduce or prevent involvement in juvenile crime. The basic purpose of the program is to provide care for children after the school day has ended, and must provide children with regularly scheduled educational or enrichment activities in a structured and supervised environment. The HHSC has notified the City that funds are available for the Year 2007 CACNP for At Risk After School Programs. It is projected that 100,000 snacks will be served to approximately 700 children at 19 Community Centers operating At Risk After School Programs, from October 1, 2006, thraugh September 30, 2007. The Community Services Division of the Parks and Community Services Department will administer the program according to guidelines established by the U. S. Department of Agriculture and the Texas Health and Human Services Commission. Existing staff administer this program and the grant does not allow for the inclusion of indirect costs.
