AN ORDINANCE ADJUSTING APPROPRIATIONS IN THE 2022 BOND
PROGRAM FUND IN THE AMOUNT TOTALING $240,681.00 BY INCREASING
ESTIMATED APPROPRIATIONS IN THE AMOUNT OF (1) $116,428.00 FOR THE
HSIP 2021-N BEACH ST. CORRIDOR SIGNAL PROJECT (CITY PROJECT NO.
104847), AND (2) $124,253.00 IN THE HSIP 2021-TRINITY BLVD. CORRIDOR
SIGNAL PROJECT (CITY PROJECT NO. 104846) AND DECREASING
ESTIMATED APPROPRIATIONS IN THE TRAFFIC SIGNALS
PROGRAMMABLE PROJECT (CITY PROJECT NO. PB0006) BY THE SAME
AMOUNT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager, there shall also be adjusted appropriations in the 2022 Bond Program Fund in
the amount totaling $240,681.00 by increasing estimated appropriations in the amount of (1) $116,428.00 for
the HSIP 2021-N Beach St. Corridor Signal project (City Project No. 104847), and (2) $124,253.00 in the
HSIP 2021-Trinity Blvd. Corridor Signal project (City Project No. 104846) and decreasing appropriations in
the Traffic Signals programmable project (City Project No. P130006) by the same amount.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Participation Amount an Estimated $116,428.00; Adopt Appropriation Ordinance and Amend the Fiscal Years 2023-2027 Capital Improvement
Program (2022 Bond Program)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached resolution authorizing execution of an Advance Funding Agreement with the Texas Department of Transportation for
improvements of traffic signals on Trinity Boulevard from Greenbelt Road to Amon Carter Boulevard in the amount of $973,909.00 with the
City"s participation amount an estimated $124,253.00 (TxDOT Control Section Job No. 0902-90-238);
2. Adopt the attached resolution authorizing execution of an Advance Funding Agreement with the Texas Department of Transportation for
improvements of traffic signals on North Beach Street from Timberland Boulevard to Interstate Highway 30 in the amount of $835,595.00 with
the City"s participation amount an estimated $116,428.00 (TxDOT Control Section Job No. 0902-90-239);
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Capital Projects Federal Fund,
in an amount totaling up to $1,491,646.00, subject to receipt of the grant, in the amount up to $808,121.00 for traffic signal improvements on
Trinity Boulevard from Greenbelt Road to Amon Carter Boulevard project (City Project No. 104846) and in the amount up to $683,525.00 for
traffic signal improvements on North Beach Street from Timberland Boulevard to Interstate Highhway 30 project (City Project No. 104847);
4. Adopt the attached appropriation ordinance adjusting appropriations in the 2022 Bond Program Fund in the amount totaling $240,681.00
by increasing estimated appropriations in the amount of $116,428.00 for the HSIP 2021- N Beach St. corridor signal project (city project no.
104847), and $124,253.00 in the HSIP 2021- Trinity Blvd. corridor signal project (city project no. 104846) and by decreasing appropriations
in the Traffic Signals programmable project (City Project No. PB0006) by the same amount, for the purpose of funding project costs; and
5. Amend the Fiscal Years 2023-2027 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication is to adopt resolutions authorizing the execution of Advance Funding Agreements (AFA)
for two off -system systemic Highway Safety Improvement Program (HSIP) projects with the Texas Department of Transportation (TXDOT) and
accept the federal grant funds in the amount of $808,121.00 for the construction for the Trinity Boulevard corridor and $683,525.00 for the
construction for the North Beach Street corridor. The City's participation: $124,253.00 for Trinity Boulevard and $116,428.00 for North Beach
Street includes engineering costs in the amounts of $70,000 and $70,000, respectively. The signal improvement project applications were
submitted for HSIP funds and after evaluation, funds were awarded through the federal HSIP program.
The project includes improvement of existing traffic signals, install flashing yellow arrows and detection upgrade to bring the signals along the
selected corridors to current standards and make the intersections safer for vehicles, pedestrian and bicyclists. The Trinity Boulevard corridor
project includes 14 traffic signals from Greenbelt Road to Amon Carter Boulevard and the North Beach Street corridor project includes 30 traffic
signals from Timberland Boulevard to Interstate Highway 30.
Since this is a HSIP project, TxDOT will lead the construction and will absorb the indirect cost for providing statewide support services. Both
projects letting date is March 2025. The State will be responsible for securing the federal and local share of the funding required for the
construction of the projects. City funds appropriated for these projects include design services and state construction direct costs. An advanced
payment to TxDOT is required in the amount of $54,253.00 for Trinity Boulevard Corridor project and $46,428.00 for North Beach Street Corridor
project. The final payment to TxDOT for local participation will be based on actual costs. The City bears the responsibility to pay for cost overruns.
At the end of the project, the asset will remain with the City of Fort Worth. The table below summarizes funding for the project:

This project is included in the 2022 Bond Program. The City's Extendable Commercial Paper (ECP) (M&C 22-0607; Ordinance 25675-08-2022)
provides liquidity to support the appropriation. Available resources will be used to actually make any interim progress payments until debt is
issued. Once debt associated with a project is sold, debt proceeds will reimburse the interim financing source in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance 25515-05-2022).
Funding is budgeted in the TPW Dept Highway & Streets Department's 2022 Bond Program Fund for the purpose of funding the HSIP 2021-Trinty
Blvd Corr Sig and HSIP 2021-N Beach St. Corr Sig projects.
The project on Trinity Boulevard Corridor is in Council District 5.
The project on North Beach Street Corridor is in Council Districts 10, 4, 2, 11 and 8.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Texas
Department of Transportation
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds
will be available in the current capital budgets, as appropriated, in the Grants Cap Projects Federal Fund and the 2022 Bond Program Fund for the
HSIP 2021-Trinty Blvd Corr Sig and HSIP 2021-N Beach St. Corr Sig projects. The Transportation and Public Works Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to expenditure being incurred, the
Transportation and Public Works Department has the responsibility to validate the availability of funds. This is an advance grant.
