AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER AND SEWER CAPITAL PROJECTS
FUND IN THE AMOUNT OF $19,147,273.93, FROM AVAILABLE FUNDS,
FOR THE PURPOSE OF FUNDING MULTIPLE PROJECTS; PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-
2023 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Water and Sewer Capital Projects Fund in the amount of $19,147,273.93, from
available funds, for the purpose of funding the following projects:

SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative
or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall
in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Sewer Projects and Adopt Attached Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize acceptance of funds in the amount up to $32,955,374.21 from multiple sources to fund Water and Sewer projects;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Fund in the amount of
$11,102,921.11, for revenues received in multiple projects;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Sewer Capital Legacy Fund in the
amount of $2,705,179.17, for revenues received in multiple projects;
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water and Sewer Capital Projects Fund
in the amount of $19,147,273.93, for revenues received in multiple projects;
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Sewer Capital Legacy Fund in the
amount of $2,000.00, from available funds, to balance and close the Village Creek Waste Water Treatment Plant project (City Project No.
C01130);
6. Adopt the attached appropriation ordinance adjusting appropriations in the Sewer Capital Legacy Fund by increasing estimated receipts
and appropriations in the Digester Improvements project (City Project No. 102652) in the amount of $1,284,942.08 and decreasing receipts
and appropriations in the Village Creek Water Reclamation Facility Phase V-3 Energy Improvements project (City Project No. CO2548); and
7. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the Water & Sewer Capital Projects Fund by
increasing the estimated receipts and appropriations in the Digester Improvements project (City Project No. 102652) in the amount of
$4,122,829.54 and decreasing estimated receipts and appropriations in the Unspecified -All Funds project (City Project No. UNSPEC) by
the same amount.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to accept and appropriate funds received from various sources in multiple Water
Capital Funds. These funds will be used to fund the corresponding capital projects.
Items addressed in this M&C are as follows:
Water Capital Fund (Water Department) — Northside II Water Main Along SH170
The Northside II Water Main Along SH170 project (City Project No. 100261), which Part 2 and Part 3 are currently under construction, has received
$917,350.04 (03/03/2020) from the City of Westlake per City Secretary Contract No. 41112. This M&C requests the authorization to increase
receipts and appropriations in the Water Capital Fund by a total amount of $917,350.04 for the purpose of funding the project.
This project is located in COUNCIL DISTRICT 10/PRIOR COUNCIL DISTRICT 7.
Sewer Capital Legacy Fund (Water Department) — Crowley Sanitary Sewer Relief Line
The Crowley Sanitary Sewer Relief Line project (City Project No. 100276), which was completed in 2021, has received $1,002,844.90
(05/18/2022) from the City of Crowley per City Secretary Contract No. 49505-A1. This M&C requests the authorization to increase receipts and
appropriations in the Sewer Capital Legacy Fund by a total amount of $1,002,844.90 for the purpose of funding this project.
This project is located in COUNCIL DISTRICT 6 AND COUNCIL DISTRICT 8.
Water & Sewer Capital Projects Fund (Water Department) — Water Emergency Response Contract
The Water Emergency Response Contract project (City Project No. 100774), which is currently under construction, has received $180,260.60
(05/19/2021) from an insurance claim from CNA Insurance for contractor drilling through 54" water line. This M&C requests the authorization to
increase receipts and appropriations in the Water & Sewer Capital Projects Fund by a total amount of $180,260.60 for the purpose of funding this
project.
This project is located in COUNCIL DISTRICT 8.
Water & Sewer Capital Projects Fund (Water Department) — Lake Arlington Force Main, Lift Station, and Sanitary Sewer
The Lake Arlington Force Main, Lift Station, and Sanitary Sewer project (City Project No. 100995), which Part 3 completed in 2023 and Part 1 & 2
are under design, has received $34,608.40 in additional funding. The two sources of funding are: $960.00, 04/02/2021, from Alamo Title company
refund for overpayment, and $33,648.40, 10/09/2020, from Alamo Title company adjustment related to Parcel 28. This M&C requests the
authorization to increase receipts and appropriations in the Water & Sewer Capital Projects Fund by a total amount of $34,608.40 for the purpose
of funding this project.
This project is located in COUNCIL DISTRICT 5.
Water & Sewer Capital Projects Fund (Water Department) — Village Creek Lift Station Gravity Sewer Mains
The Village Creek Lift Station Gravity Sewer Mains project (City Project No. 101311), which Part 1 and 2 are currently under construction, has
received $4.00 (04/02/2021) from Alamo Title Co. refund for overpayment. This M&C requests the authorization to increase receipts and
appropriations in the Water & Sewer Capital Projects Fund by a total amount of $4.00 for the purpose of funding this project.
This project is located in COUNCIL DISTRICT 5.
Water & Sewer Capital Projects Fund (Water Department) — Large Diameter Interceptor Condition Assessment Program (ICAP) Pipe
Burst
The Large Diameter Interceptor Condition Assessment Program (ICAP) Pipe Burst project (City Project No. 101339), which Part 1 is currently
under construction, has received $1,300.00 (03/15/2021) from a refund from WFG National Title Co of Texas due to an overpayment. This M&C
requests the authorization to increase receipts and appropriations in the Water & Sewer Capital Projects Fund by a total amount of $1,300.00 for
the purpose of funding this project.
This project is located in COUNCIL DISTRICT 6.
Water & Sewer Capital Projects Fund (Water Department) — Village Creek Water Reclamation Facility Biosolids Management & Reuse
The Village Creek Water Reclamation Facility Biosolids Management & Reuse project (City Project No. 101961), which is currently under
construction, has received a refund of $98.25 (08/30/2022) from a prepayment to Atmos (03/11 /2021) for work they did at Village Creek. This
M&C requests the authorization to increase receipts and appropriations in the Water & Sewer Capital Projects Fund by a total amount of $98.25
for the purpose of funding this project.
This project is located in COUNCIL DISTRICT 5.
Sewer Capital Legacy Fund (Water Department) — Emergency Sewer Repair / Erosion
The Emergency Sewer Repair / Erosion project (City Project No. 102939), which has been complete, has received $15,000.00 (10/06/2022) from
Humphrey & Morton Construction as their contribution to a settlement related to construction. This M&C requests the authorization to increase
receipts and appropriations in the Sewer Capital Legacy Fund by a total amount of $15,000.00 for the purpose of funding this project.
This project is located in COUNCIL DISTRICT 11/PRIOR COUNCIL DISTRICT 4.
Water & Sewer Capital Projects Fund (Water Department) — Sanitary Sewer Main 257 Part 1 Upper and Middle Village Creek Parallel
Relief Main
The Sanitary Sewer Main 257 Part 1 Upper and Middle Village Creek Parallel Relief Main project (City Project No. C01226), completed in 2020,
has received $4,663,795.18 (02/02/2023) from the City of Burleson per City Secretary Contract No. 49533-A1 for Burleson's participation in the
cost of this project. This M&C requests the authorization to increase receipts and appropriations in the Water & Sewer Capital Projects Fund by a
total amount of $4,663,795.18 for the purpose of funding this project.
This project is located in COUNCIL DISTRICT 8 AND ETJ.
Water & Sewer Capital Projects Fund (Water Department) — Sanitary Sewer Main 257 Part 2 Upper and Middle Village Creek Parallel
Relief 2B
The Sanitary Sewer Main 257 Part 2 Upper and Middle Village Creek Parallel Relief 2B project (City Project No. C01227), completed in 2022,
has received $10,468,089.10 (02/02/2023) from the City of Burleson per City Secretary Contract No. 49533-A1 for Burleson's participation in the
cost of this project. This M&C requests the authorization to increase receipts and appropriations in the Water & Sewer Capital Projects Fund by a
total amount of $10,468,089.10 for the purpose of funding this project.

Sewer Capital Legacy Fund (Water Department) — Mary's Creek Reclamation Facility
The Mary's Creek Reclamation Facility project (City Project No. C01239), part 2 currently under design, has received $128,500.00 (05/30/2013)
from Atmos Energy for granting a permanent easement to Atmos Energy for the installation of a 24" gas line along the east property line at Mary's
Creek, per M&C L-15556. This M&C requests the authorization to increase receipts and appropriations in the Sewer Capital Legacy Fund by a
total amount of $128,500.00 for the purpose of funding this project.
This project is located in COUNCIL DISTRICT 3.
Sewer Capital Legacy Fund (Water Department) — Big Fossil Parallel Relief Sewer
The Big Fossil Parallel Relief Sewer project (City Project No. C01303), completed in 2022, has received $1,100,963.91 from City of North
Richland Hills ($527,078.45), Haltom City ($559,940.91) and City of Richland Hills ($13,944.55) per City Secretary No. 40078. This M&C requests
the authorization to increase receipts and appropriations in the Sewer Capital Legacy Fund by a total amount of $1,100,963.91 for the purpose of
funding this project.
This project is located in NORTH RICHLAND HILLS, RICHLAND HILLS AND HALTOM CITY.
Water & Sewer Capital Projects Fund (Water Department) — M-325 Parallel Relief; Middle (Village Creek Drainage Basin Main 325
Parallel Relief Sewer)
The M-325 Parallel Relief; Middle (Village Creek Drainage Basin Main 325 Parallel Relief Sewer) project (City Project No. C01333) Part 2,
completed in 2022 has received $3,604,118.40 ($304,187.41 for Part 1 and $3,299,930.99 for Part 2) from the City of Crowley per City Secretary
No. 49503-A1 for Crowley's participation in the cost of this project. This M&C requests the authorization to increase receipts and appropriations in
the Water & Sewer Capital Projects Fund by a total amount of $3,604,118.40 for the purpose of funding this project.
This project is located in COUNCIL DISTRICT 6 AND COUNCIL DISTRICT 8.
Water Capital Fund (Water Department) — State Highway 114 Water & Sewer Relocation
The State Highway 114 Water & Sewer Relocation project (City Project No. C01515), completed in 2022, has received a reimbursement of
$429,764.00 from the Texas Department of Transportation for the Record Drawings, U Number 14724, City Phase Part 4A — IH 35W SBFR. This
M&C requests the authorization to increase receipts and appropriations in the Water Capital Fund by a total amount of $429,764.00 for the
purpose of funding this project.
This project is located in COUNCIL DISTRICT 10.
Sewer Capital Legacy Fund (Water Department) — Casino Beach/Watercress Water
The Casino Beach/Watercress Water project (City Project No. C01829), completed in 2021, has received a reimbursement of $23,314.80 from
the Alamo Title Co. related to Parcel 3 A & B. This M&C requests the authorization to increase receipts and appropriations in the Sewer Capital
Legacy Fund by a total amount of $23,314.80 for the purpose of funding this project.
This project is located in COUNCIL DISTRICT 7.
Water Capital Fund (Water Department) — North Tarrant Express Segment
The North Tarrant Express Segment project (City Project No. CO2011), currently under construction, has received $397,536.74 from North Tarrant
Infrastructure LTD (Developer) per City Secretary No. 41382. This M&C requests the authorization to increase receipts and appropriations in the
Water Capital Fund by a total amount of $397,536.74 for the purpose of funding this project.
This project is located in COUNCIL DISTRICTS 2, 8 AND 11.
Sewer Capital Legacy Fund (Water Department) — North Tarrant Express Segment
The North Tarrant Express Segment project (City Project No. CO2011), currently under construction, has received $434,555.56 from North Tarrant
Infrastructure LTD (Developer) per City Secretary No. 41382. This M&C requests the authorization to increase receipts and appropriations in the
Sewer Capital Legacy Fund by a total amount of $434,555.56 for the purpose of funding this project.
This project is located in COUNCIL DISTRICTS 2, 8 AND 11.
Water Capital Fund (Water Department) — Northside 48 Inch Water Supply
The Northside 48 Inch Water Supply project (City Project No. CO2082) Part 2, completed in 2022, has received $9,358,270.33 per City Secretary
Contract No. 41110-A1 — City of Southlake ($4,690,879.66), 41100-A1 — City of Keller ($1,253,783.50), City Secretary Contract No. 41111-A1 —
Trophy Club Municipal District No. 1 ($796,145.08), and City Secretary Contract No. 41112-A1 — Town of Westlake ($3,138,141.09). An amount of
$520,679.00 was already appropriated. This M&C requests the authorization to increase receipts and appropriations in the Water Capital Fund
by a total amount of $9,358,270.33 for the purpose of funding this project.
This project is located in COUNCIL DISTRICT 4 AND COUNCIL DISTRICT 10.
Water and Sewer Capital Projects Fund (Water Department) — Rolling Hills Water Treatment Plant — High Service
The Rolling Hills Water Treatment Plant — High Service project (City Project No. CO2315), completed in 2020, has received $195,000.00 from
TexSun Electrical liquidated damages related to City Secretary Contract No. 48132 for a 300 day delay at $650.00 per day. This M&C requests
the authorization to increase receipts and appropriations in the Water & Sewer Capital Projects Fund by a total amount of $195,000.00 for the
purpose of funding this project.
This project is located in COUNCIL DISTRICT 8.
Sewer Capital Legacy Fund (Water Department) — Village Creek Waste Water Treatment Plant Influent Junction Boxes
The Village Creek Waste Water Treatment Plant Influent Junction Boxes project (City Project No C01130), completed in 2014, must appropriate
$2,000.00 to balance and close the project.
This project is located in COUNCIL DISTRICT 5.
Sewer Capital Legacy Fund (Water Department) — Digester Improvements
The Digester Improvements project (City Project No 102652), currently in construction, will be funded with the addition of $1,284,942.08. These
are the remaining funds from the Village Creek Water Reclamation Facility Phase V-3 Energy Improvements project (City Project No. CO2548).
The funds were originally incentives from the ONCOR Electric Delivery Standard Commercial Offer program (M&C C-27490).
This project is located in COUNCIL DISTRICT 5.
Water & Sewer Capital Projects Fund (Water Department) — Digester Improvements
The Digester Improvements project (City Project No 102652), currently in construction, will be funded with the addition of $4,122,829.54. These
are previously collected access fees. Per City Ordinance 49651, these funds can be used for capital projects that support all customers
(wholesale and retail).
This project is located in COUNCIL DISTRICT 5.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.

Response Contr; Lake Arlington, FM, LS and SS; VC LS Gravity Sewer Mains; Large Diameter ICAP Pipe Burst; VCWRF Biosolids Mgmt &
Reuse; Emergency Sewer Repair/Erosion; SS MAIN 257 PART 1 UPPER AND M; SS MAIN 257 PART 2 UPPER AND M; Mary's Creek Reclam.
Facility; BIG FOSSIL PARALLEL RELIEF SEW; M-325 Parallel Relief; Middle; SH 114 WATER & SEWER RELOCATIO; CASINO

approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the Water Capital,
Sewer Capital Legacy, and W&S Capital Projects Funds for the NSII Water Main Along SH170; Crowley SS Relief Line; Water Emergency
Response Contr; Lake Arlington, FM, LS and SS; VC LS Gravity Sewer Mains; Large Diameter ICAP Pipe Burst; VCWRF Biosolids Mgmt &
Reuse; Emergency Sewer Repair/Erosion; SS MAIN 257 PART 1 UPPER AND M; SS MAIN 257 PART 2 UPPER AND M; Mary's Creek Reclam.
Facility; BIG FOSSIL PARALLEL RELIEF SEW; M-325 Parallel Relief; Middle; SH 114 WATER & SEWER RELOCATIO; CASINO
