BACKGROUND: On July 22, 1986 (M&C C-9767) , the City Council approved the use of Texas Department of Community Affairs (TDCA) funds for the weatherization of approximately 330 houses occupied by low income residents of Tarrant County, primarily elderly and handicapped individuals. Since that time the City has been notified that TDCA funding will be less this year than in previous years, and, as in previous years, funds will be released by TDCA in increments. In anticipation of the reduced amount, a bid for 165 houses was advertised. The contract period will be from November 1 , 1986 to August 31, 1987 for an amount not to exceed $115,560.27. This contract will be contingent upon receipt of funds from the state funding agency. An initial increment of $38,101.00 has been allocated to the City by TDCA, and the additional funds will be obligated as the program progresses. Payment will be made on a house by house basis, so that if funds to continue the program are not forthcoming work can be stopped.
