A RESOLUTION AUTHORIZING EXECUTION OF A LOCAL ON -SYSTEM IMPROVEMENT
AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION IN THE
AMOUNT OF $1,032,890.00 OF WHICH CITY PARTICIPATION IS $930,000.00, FOR THE
FM156 AND INTERMODAL PARKWAY INTERSECTION PROJECT.
WHEREAS, the City of Fort Worth ("City") desires to improve a portion of the State of Texas
highway system, FM156 and Intermodal Parkway intersection, which is maintained and operated by the
Texas Department of Transportation ("TXDOT"); and
WHEREAS, the FM156 and Intermodal Parkway intersection and signalization Improvements
Project, will alleviate traffic congestion and enhance safety to the highway system by widening the
intersection and constructing traffic signals.
WHEREAS, TXDOT supports the City's efforts to improve traffic congestion and enhance safety
at this location; and
WHEREAS, the Texas Transportation Commission passed Minute Order Number 116292
authorizing the State to accept local government funded projects performed on the state highway system;
and
WHEREAS, TXDOT waives the direct and indirect costs in the amount of $102,890 thereby
reducing the City's costs by that amount; and
WHEREAS, the City desires to enter into a Local On -System Improvement Agreement with the
Texas Department of Transportation for intersection and signalization improvements at the FM156 and
Intermodal Parkway intersection in the amount of $1,032,890.00 with City participation in the amount of
$930,000.00;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS:
The City Manager is hereby authorized to execute a Local On -System Improvement Agreement
with the Texas Department of Transportation in the estimated amount of $1,032,890.00, with City
participation in the expected amount of $930,000.00 for intersection and signalization improvements at
the FM156 and intermodal parkway intersection.

Improvements Project
RECOMMENDATION:
It is recommended that the City Council adopt the attached resolution authorizing execution of a Local On -System Improvement Agreement with
the Texas Department of Transportation for the Farm Market 156 and Intermodal Parkway Intersection project (City Project No. 103332) in the
amount of $1,032,890.00, with direct and indirect state costs in the amount of $102,890.00 waived, and City participation in the amount of
$930,000.00 through the use of available funding in the Intergovernmental Contribution Fund.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to adopt a resolution authorizing execution of a Local On -System Improvement
Agreement (LOSA) with the Texas Department of Transportation (TxDOT). The LOSA details the responsibilities of both the City of Fort Worth
(City) and TxDOT in the execution and implementation of the project.
A LOSA is a type of TxDOT permit that allows the City to implement improvements on a state highway system using local funding. The Farm
Market (FM) 156 and Intermodal Parkway Intersection Improvements will improve safety and provide capacity improvements.
The FM 156 at Intermodal Parkway Intersection project consists of widening the intersection from 2 to 4 lanes, signalization improvements, and
asphalt transitions from the existing FM156 two-lane road to the four -lane intersection improvements.
The State is waiving the amount of $102,890.00 of direct and indirect state costs for its plan review and oversight. There will be no project
reimbursements to TxDOT for this project.
Funding is budgeted in the Intergovernmental Contribution Fund for the CFA Intermodal Parkway project, as appropriated.
This project is located in COUNCIL DISTRICT 10.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Texas
Department of Transportation
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the Intergovernmental
Contribution Fund for the CFA Intermodal Parkway project to support the approval of the above recommendation and execution of the agreement.
Prior to any expenditure being incurred, the Transportation & Public Works Department has the responsibility to validate the availability of funds.
