AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS CAPITAL PROJECT FEDERAL FUND,
TRANSFERRED FROM AVAILABLE FUNDS WITHIN THE GRANTS
OPERATING FEDERAL FUND, IN THE AMOUNT OF $100,000.00, FOR THE
PURPOSE OF FUNDING THE BUTLER PLACE ACCESS DEVELOPMENT
PLANNING PROJECT (CITY PROJECT NO. 103807); PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Capital Project Federal Fund, transferred from available funds within the Grants Operating Federal Fund, in
the amount up to $100,000.00, for the purpose of funding the Butler Place Access Development Planning
Project (City Project No. 103807).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Central Multimodal Mobility Hub Concept Development Planning and Design and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Approve the allocation of $100,000.00 from the American Rescue Plan Act State and Local Fiscal Recovery Funds for Central Multimodal
Mobility Hub Concept Development Planning and Design as part of the Butler Place Access Development Planning project; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Cap Projects Federal Fund
transferred from the American Rescue Plan Act project within the Grants Operating Federal Fund, in the amount of $100,000.00, for the
purpose of funding the Butler Place Access Development Planning project (City Project No 103807).
DISCUSSION:
The purpose of this Mayor & Council Communication (M&C) is to notify City Council of available American Rescue Plan Act (ARPA) State and
Local Fiscal Recovery Funds (SLFRF), and to authorize allocations and appropriate funding for the Central Multimodal Mobility Hub Concept
Development Planning and Design.
The City of Fort Worth received a total ARPA SLFRF allocation of $173,745,090.00, consisting of $86,874,408.00 to be spent in the areas of
Public Health and Negative Economic Impacts (Non -Revenue Recovery), and $86,870,681.00 to assist the City of Fort Worth (City) with the
provision of governmental services (Revenue Recovery). On June 21, 2021, Mayor & Council Communication (M&C) 21-0445 adopted a
framework of the City's priorities for ARPA funding. To -date City Council has approved projects totaling $170,261,032.42. $86,705,000.00 has
been allocated in the Revenue Recovery category, leaving $165,682.00 available for allocation, and $83,556,032.42 has been allocated in the
Non -Revenue Recovery category, leaving $3,318,375.58 available for allocation. $2,950,000.00 of Revenue Recovery funds remain set aside for
the Texas A&M University System Research and Innovation Hub upon the approval of M&C 60WSTAMUS ILA, also on the June 27, 2023 Council
Agenda.
Residual ARPA SLFRF Non -Revenue Recovery Funds
On April 17th, 2023, Financial Management Services requested ARPA Project Managers review their projects and provide estimates for identified
potential savings. On May 31, 2023, City Administration approved the reclamation of residual ARPA SLFRF Non -Revenue Recovery dollars
from three ARPA projects totalling $4,216,902.00. Those projects and amounts are shown below, along with previous Non -Revenue Recovery
funds held in contengency, for a total of funds available for reallocation of $4,535,278.58.

City Administration anticipates the allocation of the available Non -Revenue Recovery Funds to the City-wide Broadband Infrastructure project by
a forthcoming M&C in August, 2023.
Central Multimodal Mobility Hub Concept Development Planning and Design
The Central Multimodal Mobility Hub Concept Development Planning and Design is part of the Butler Place Access Development Planning project
and will develop a fully-scoped and risk -assessed conceptual design and detailed cost for a potential Central Mobility Hub Concept featuring a
ride -share waiting area, bike parking, bike share, other micromobility with underground direct connections via mezzanine to Central Station,
Amtrak, High -Speed Rail, Texas A&M, Convention Center, and 3,700 (potentially automated) parking spaces. It should connect to Central Station
which includes access to local and regional transit network.
The project is being developed with and meant to support the Convention Center expansion, Texas A&M, Trinity Metro and future private and public
development. The scoped project and estimate will be submitted to North Central Texas Council of Governments (NCTCOG) for funding
consideration in July 2023.
Activities will include:
• Stakeholder outreach
• Review of existing and on -going plans/studies
• Develop project concept
• Usage analysis
• Project graphics, profiles and renderings
• Project schedule and cost estimate
Allocation of ARPA Subtitle M Funding
ARPA allows local governments to designate a portion of the funds they receive to replace revenue lost as a result of the COVID-19 public health
emergency, with such funds eligible to be used for the provision of government services. (Section 603(c)(1)(C) of Title VI of the Social Security Act,
added by ARPA). Treasury guidance construing the revenue recovery provision indicates such funds can generally be used for any purpose for
which a city could use its own funds, subject to certain narrow exceptions that are not applicable here.
The Central Multimodal Mobility Hub Concept Development Planning and Design assists in the on -going recovery effort to strengthen the
economic health of the City and is also a project for which other City funds could be expended, meaning it is an eligible use of ARPA Revenue
Recovery dollars. Therefore, it was determined to be a qualified priority by City Management for ARPA funding as approved by the City Council.
ARPA funds must be committed by December 31, 2024 and spent by December 31, 2026.
Approval of this M&C will allocate $100,000.00 for Fiscal Year 2023 in the American Rescue Plan Act project in the Grants Operating Federal
Fund budget for transfer to the Grants Cap Projects Federal Fund for the Butler Place Access Development Planning project. Necessary reporting
and documentation requirements will be followed to ensure the City can comply with all reporting requirements of the ARPA legislation.

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the Grants Operating Federal Fund, and upon approval of the above recommendations,
funds will be available in the current operating budget, as appropriated, of the Grants Operating Federal Fund's Butler Place Access - Dev Plan
project. Prior to any expenditure being incurred, the Transportation & Public Works Department shall be responsible for ensuring funds are
available and that only expenditures allowable under the American Rescue Plan Act are charged to the ARPA funding source.
