AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS CAPITAL PROJECT OTHER FUND,
SUBJECT TO RECEIPT OF THE GRANT, IN THE AMOUNT UP TO $200,000.00,
FOR THE PURPOSE OF FUNDING THE PURCHASE OF A SKID -STEER
LOADER AND ATTACHMENTS; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Capital Project Other Fund, subject to receipt of the grant, in the amount up to $200,000.00, for the purpose
of funding the purchase of a skid -steer loader and attachments.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(ALL) Ratify Application for and, if Awarded, Authorize Acceptance of a Solid Waste Implementation Grant from the North Central Texas Council of
Governments in an Amount Up to $200,000.00 to Purchase a Skid -Steer Loader and Attachments, Authorize Execution of
Related Grant Agreements, and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify an application for and, if awarded, authorize the acceptance of a Solid Waste Implementation Grant in an amount up to $200,000.00
from the North Central Texas Council of Governments to purchase a skid -steer loader and attachments to support efforts to abate litter, illegal
dumping, and nuisances in the City of Fort Worth; and
2. Authorize the City Manager to execute all applicable grant agreements including renewals and amendments; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Capital Project Other Fund in an
amount up to $200,000.00, subject to receipt of the grant, for the purpose of funding the purchase of a skid -steer loader and attachments.
DISCUSSION:
The North Central Texas Council of Governments (NCTCOG) Solid Waste Implementation Grant Program is intended to support municipal solid
waste projects for local governments. Every two years, the Texas Commission on Environmental Quality (TCEQ) allocates funds generated by
landfill tipping fees to the twenty four councils of governments located in the State of Texas. Use of these funds include administration of pass -
through grant programs, like this one, among many others. The Code Compliance Department is applying for this grant to purchase equipment
which will support efforts to abate litter, illegal dumping, and nuisances in the City of Fort Worth (City).
Cleaning up illegally dumped solid waste and related nuisances requires the use of heavy equipment. Staff frequently utilize skid -steer loaders for
co -locating, organizing, and loading litter and debris. If awarded, the City will use these funds to purchase an additional skid -steer loader and
attachments to support litter abatement crews and to increase staff efficiency when addressing work orders and clean up requests. The Code
Compliance Department is presently using one skid -steer loader. An additional skid -steer loader will support ongoing efforts for a clean and safe
city. Since no City salaries will be charged to this grant, indirect cost recovery does not apply
The grant does not require a local match.

FISCAL INFORMATION l CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current capital budget, as appropriated, in the Grants Capital Project Other Fund. The Code Compliance Department
(and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being
incurred, the Code Compliance Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
