AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE MUNI AIRPORT GRANTS FEDERAL FUND, IN AN
AMOUNT UP TO (1) $303,813.00, SUBJECT TO RECEIPT OF THE GRANT, AND
(2) $100,967.00 AS A TRANSFER FROM THE MUNICIPAL AIRPORT CAPITAL
PROJECTS FUND TO SATISFY THE CITY'S MATCH REQUIREMENT,
TOTALING $404,780.00, FOR THE PURPOSE OF FUNDING THE EAST SIDE
HANGAR ACCESS TAXILANE PROJECT (CITY PROJECT NO.104902);
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Muni
Airport Grants Federal Fund, in an amount up to (1) $303,813.00, subject to the receipt of the grant, and (2)
$100,967.00 as a transfer from the Municipal Airport Capital Projects Fund to satisfy the City's match
requirement, totaling $404,780.00, for the purpose of funding the East Side Hangar Access Taxilane project
(City Project No.104902).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Access Taxilane Project in an Amount Up to $404,780.00 at Fort Worth Spinks Airport, Authorize a Transfer from the Municipal Airport Capital
Projects Fund in an Amount Up to $100,967.00 for the City's Match Requirement and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended City Council:
1. Authorize execution of Amendment No. 1 to the Grant Agreement with Texas Department of Transportation for the East Side Hangar Access
Taxilane project in an amount up to $404,780.00 at Fort Worth Spinks Airport; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Muni Airport Grants Federal Fund in
an amount up to (1) $303,813.00 subject to receipt of the grant, and (2) $100,967.00 as a transfer from the Municipal Airport Capital
Projects Fund to satisfy the City's match requirement, totaling $404,780.00 for the purpose of funding the East Side Hangar Access Taxilane
project (City Project No.104902).
DISCUSSION:
On August 3, 2021, Mayor and Council Communication (M&C) 21-0536, City Council authorized the application for and acceptance of a grant
from the Federal Aviation Administration (FAA), passed through the State of Texas, being represented by the Texas Department of Transportation,
Aviation Division (TxDOT), for development of taxilanes (Project) at Fort Worth Spinks Airport (Airport). This M&C also adopted Resolution No.
5431-08-2021, which allowed for the execution of grant related agreements for the Project.
On April 4, 2023, City Secretary Contract 59347 (Contract) was executed with TxDOT accepting grant funds for the construction of the Project. On
June 6, 2023, TxDOT informed the Aviation Department that additional funding was necessary for construction and construction services of the
Project, and that execution of an amendment will be needed.
Amendment No. 1 (Amendment) will increase the construction total of the grant by $404,780.00, bringing the grant total amount for construction
and construction services of the Project from $1,387,400.00 to $1,792,180.00. The City's match requirement and total share for the construction
and construction services of the Project will be $239,707.00. The original $138,740.00 for the City's match requirement was at a 90/10 cost split,
and the City's match requirement for the Amendment amount of $100,967.00 is at a 75/25 cost split. The total construction costs of the Project are
summarized below:

This Project will consist of constructing three taxilanes that will connect to Taxiway Mike on the northeast side of the Airport (see attached map),
and will allow for future development of hangars and other infrastructure to help alleviate the issue of limited hangar space at the Airport. This
Project was advertised with the first two taxilanes as the Base Bid, and the third taxilane as Additive Alternate 1. Both the Base Bid and Additive
Alternate 1 will be awarded.
Funding is budgeted in the Municipal Airport Capital Proj Fund for the transfer into the Muni Airport Grants Federal Fund for the purpose of funding
the FWS 2302SPINK NE Side Hangar project, as appropriated.
Fort Worth Spinks Airport is located in COUNCIL DISTRICT 8.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Texas
Department of Transportation
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current capital budget, as appropriated, in the Muni Airport Grants Federal Fund. The Aviation Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the
Aviation Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
