With a quorum of the City Council Members present, Mayor Parker called the City
Council Work Session of the Fort Worth City Council to order 1:04 p.m. on Tuesday,
May 2, 2023, in the City Council Conference Room 2020 of the Fort Worth City Hall,
200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager - David Cooke, City Manager
a. Upcoming and Recent Events
City Manager David Cooke made the following announcements:
• The Fort Worth Police Memorial will be held on Wednesday, May 3, at 6 p.m.
at the police and fire memorial, 2201 West Seventh Street.
• FWPD will have a promotional ceremony for approximately 40 members
promoting the ranks of Captain and below on Friday, May 5, at 10 a.m. at the
Bob Bolen Public Safety Complex, 505 West Felix Street.

City Manager David Cooke recognized Council Member Williams who announced the
Ben and Meg Arbour memorial bench dedication and street topper unveiling on
Wednesday, May 3, at 6 p.m. at Summer Creek Ranch Park, 8501 Bentwater Lane.
City Manager David Cooke called on Christina Brooks, Diversity and Inclusion
Officer to announce the Asian/Pacific American Heritage Month Employee Social
from 3:30 p.m. to 4:30 p.m.

23-0690 Downtown Library Update - Marilyn Marvin, Library Interim Director
Marilyn Marvin, Interim Library Director provided a summary of the report.

23-0691 Efforts to Reduce High -Speed Traffic, Reckless Driving, Street Racing,
and Other Hazardous Behavior along Arterial Streets - Robert Alldredge,
Executive Assistant Police Chief and Chelsea St. Louis, Transportation Public
Works Senior Capital Projects Officer
Robert Alldredge, Assistant Police Chief provided a summary of the report.
Council Member Beck requested cost estimates on implementation of street
reflectors in intersections as a deterrent to vehicles doing donuts in the
intersections.

4. Results of Commercial Development Study and Steps Required to Create a
One Stop Shop — Dana Burghdoff, City Manager's Office Assistant City Manager
This presentation was withdrawn and will be rescheduled for a future Council Work
Session.
5. Briefing on the Fort Worth Lab (FWLab) — Mark McDaniel, FWLab Chief
Transformation Officer
Presentation was made by David Cooke, City Manager, and Mark McDaniel, FWLab
Chief Transformation Officer.
Mayor Pro tem Bivens requested a list of employees who have completed the Lean Six
Sigma training.
6. Intergovernmental Strategies — Reyne Telles, City Manager's Office Chief
Communication Officer and Carlo Capua, Chief of Strategy and Innovation
Presentation was made by Reyne Telles, Chief Communication Officer, and Carlo Capua,
Chief of Strategy and Innovation.
7. Overview of Credit Rating Agency Meetings - John Samford, Financial
Management Services Assistant Director and Alex Laufer, Accounting Services
Supervisor (Dependent on Information Availability from Rating Agencies)
This presentation was withdrawn and will be rescheduled for a future Council Work
Session.
8. City Council Requests for Future Agenda Items and/or Reports
Council Member Nettles requested a report on the public engagement plan for hiring of
the Police Monitor.

Council Member Firestone requested a report on the concert held at Panther Island on
April 23rd including why it was allowed to be held so close to neighborhoods, were
proper permits obtained, did it comply with the noise ordinance, why it was allowed to go
to midnight.
Council Member Williams requested information on the authorized strength needed in the
Police Department to enhance street patrol operations.
Council Member Williams requested information on the City's street maintenance
schedule for arterials.
Council Member Crain requested a report on the requirements and costs to open a small
business in Fort Worth.
Council Member Crain requested information on the how the noise ordinance and
neighborhood setback requirements have when reviewing and approving permits for
fireworks displays.
ADJOURNMENT
There being no further business, Mayor Parker adjourned the meeting at 2:53 p.m.
