AN ORDINANCE ADJUSTING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GENERAL CAPITAL PROJECTS FUND, BY
INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
HIGHLAND HILLS PARK & COMMUNITY CENTER IMPROVEMENT
PROJECT (CITY PROJECT NO. 104594) IN THE AMOUNT OF $75,000.00 AND
DECREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
FUTURE COMMUNITY PARTNERSHIPS PROGRAMMABLE PROJECT (CITY
PROJECT NO. P00047) BY THE SAME AMOUNT; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager, there shall also be adjusted estimated receipts and appropriations in the General
Capital Projects Fund, by increasing estimated receipts and appropriations in the Highland Hills Park &
Community Center Improvement project (City Project No. 104594) in the amount of $75,000.00 and
decreasing estimated receipts and appropriations in the Future Community Partnerships Programmable
project (City Project No. P00047) by the same amount.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or j udgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Highland Hills Park & Community Center, Adopt Appropriation Ordinance, and Amend the Fiscal Years 2023-2027 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of an anonymous restricted donation in the amount of $75,000.00 designated for improvements to the Highland
Hills Park and Community Center;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Special Donations Capital Projects
Fund in the amount of $75,000.00, from available funds, for the purpose of funding the Highland Hills Park and Community Center
Improvement project (City Project No. 104594);
3. Adopted the attached appropriation ordinance adjusting estimated receipts and appropriations in the General Capital Projects Fund by
increasing estimated receipts and appropriations in the Highland Hills Park and Community Center Improvement project (City Project No.
104594) in the amount of $75,000.00 and decreasing estimated receipts and appropriations in the Future Community Partnerships
programmable project (City Project No. P00047) by the same amount; and
4. Amend the Fiscal Years 2023-2027 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to request authorization to fund facility improvements and renovations at Highland
Hills Community Center.
On December 22, 2022, the Park & Recreation Department (PARD) received an anonymous restricted donation designated for facility
improvements and renovations at Highland Hills Community Center. All potential expenditures have been and will continue to be discussed with the
Highland Hills Neighborhood Association and community members. Upon receipt of the donation, the City Manager's Office has agreed to match
the donation 1:1 using funds in the Future Community Partnerships project (P00047). The Future Community Partnerships project is a holding
place for monies the City has committed to be available for use in conjunction with community partners for capital improvements.
Acceptance of this donation will allow for facility renovations and Americans with Disability Act (ADA) improvements. Additionally, funds will allow
for the purchase of capital items to enhance recreation programs. Staff will continue to meet with the Highland Hills Neighborhood Association to
prioritize projects upon approval of the M&C.
Funding for this project was not included in the FY2023-2027 Capital Improvement Program (CIP) since the donation wasn't
anticipated. This action in this M&C will amend the Fiscal Years 2023-2027 Capital Improvement Program as approved in connection with
Ordinance 25773-09-2022, Section 7. Capital Improvements, as listed on page 24.

Funding is budgeted in the Future Community Partnerships Programmable project within the General Capital Projects Fund and in the Special
Donations Cap Projects Fund for the purpose of funding the Highland Hills Park & CC project.
This Project is located in COUNCIL DISTRICT 8.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds
will be deposited into and available in the Special Donations Cap Projects Fund and the General Capital Projects Fund for the Highland Hills Park
& CC project. The Park & Recreation Department (and Financial Management Services) is responsible for the collection and deposit of funds due
to the City. Prior to expenditures being incurred, the Park & Recreation Department has the responsibility of verifying the availability of funds.
