City of Fort Worth, Texas .Mayor and Council Communication DATE REFERENCE SUBJECT: AMENDMENT OF AGREEMENT FOR PAGE wurasEa PROVISION OF EMERGENCY MANAGEMENT 1 i P711 - .--SERVICES-IO—IARRANL-COLIKTY--I-- RECOMMENDATION: It is recommended that the City Council adopt an amended agreement for the provision of emergency management and disaster relief planning services to Tarrant County. DISCUSSION: The Texas Disaster Act of 1975 (Texas Government Code, Chapter 418) allows county and municipal governments to enter into interjurisdictional agreements for the provision of emergency management and disaster relief planning. On September 9, 1986, City Council adopted a joint resolution and authorized the execution of an interjurisdictional agreement establishing the Fort Worth- fk County Interjurisdictional Agency for Emergency Management (M&C C- 9848). The September 9, 1986, resolution was superseded by one signed June 1, 1989, by Mayor Bolen on behalf of the City as authorized by Ordinance 9692 (Code § 13-40) passed August 12, 1986. Exhibit "A" of the attached agreement specifies the services to be provided the County by the Office of Emergency Management. The original terms of the agreement specified that it be renewed annually. Due to the nature of the services provided, it is felt by the Office of Emergency Management and the County that the annual renewal clause be amended so that the agreement may remain in effect until terminated by either party by giving 90 days written notice. Additionally, the amended contract changes the date the City is required to submit a proposed budget for Emergency Management to the County from May to July. The amended agreement retains the original formula for payment of services, with the County Paying the City the sum equal to 17 - 113 percent of the approved budget of the Office of Emergency Management. Federal and State matching funds unds reimburse 49 percent of eligible operations, and the remaining portion is paid by the City. FINANCING: Funds received from the County will be deposited in Revenue Account General Fund GG01, Account No. 451613, Tarrant County - OCD. Funds received from Federal and State matching will be deposited in Revenue Account General Fund GGO1, Account No. 451583, Office of Civil Defense.
