Worth, hereafter referred to as the CITY, whose address is 1000 T1uockmorton, fiat Worth,
Texas 76102.
PURPOSE OF AGREEMENT
The puipose of this Agreement is to state the terms and conditions under which the
ASSESSOR/COLLECTOR will provide assessment and collection services of Act Vaiorern taxes
levied by the CIT'�'.
NOW THEREFORE, hi consideration of the mutual promises herein contained,the p",f,-s hereto
agree as follows:
I.
SERVICES TO BE PERFORMED
The ASSESaOR/COLLECTOR agrees to collect the taxes due and owing on taxable property

The services performed shall include, but not be limited to: receiving information from, the
Tarrant Appraisal District for purposes of the Certified Appraisal Roll, and monthly changes
thereto; providing Mortgage Companies, Property Owners and Tax Representatives, tax roil and
payment data; prow ding all necessary assessments of taxes and Trtth i i Taxation calculations
as required; the transmittal of tax statements via the U.S. Mail or electronic transfer of data;rapid
deposit payment processing; monthly balancing statements;, the annual printed TWX Roll,
Delinquent Roll and Paid Roll; acrd a monthly data processn- lagnetic tape of de#inquent,,,.,.

H.
COMPENSATION
In consideration of the services to be performed by the ASSESSOR/COLLWTOP,compensation
for the services rendered are as follows:.
1. A rate of forty .vats ($.40) per transaction or account collectW,ye aded by.
ASSESSOR/COLLECTOR.

2, The cost of addi#ion0 services requested by the CITY not set out in-Paragmph 1,
will be deducted from the CITY'S collections.
A. Data Processing regyests: $35.0 per C.P.U, hour
R. Programming: $25 per hour
A start-up fee of $45,0.00 will be deducted from the CITY'S initial collections.
III.
TAX RATE REQUIREMENT
The CITY will provide the ASSES SOR/COL.LECrOR, in writing, their newly adopted tax rat
and exemption schedule to be applied for assessing purposes no later than 2:00 p;m, Friday,
Septuinber 18, 1992. Under authority of Section 31.01 (h) of the Property Tax Code, any
additional cost of printing and retailing tax statements because of late reporting of the tax rate or
the exemption schedule will be charged to the CITY. if the CITY wishes their collection reports
to txs broken out as :o maintmance and operation fund and interest and siWdng fund, then the
notice advising of the new tax rate must set out the separate rates, as well as, the total rate.
The tax rate and the exemption schedule for each of the last five (5) years in which an ad
valorem tax was levied, or all prior years where there remains delinq>>ent tax, must be furnished
in writing to the ASSB OR/COLLEC TOR.

V.
COMPLIANCE WITH APPLICABLE
STATUTES, ORDINANCES, AND REGULATIONS
In performing the services required under this Agreement, the ASSESSOWCOLLECTOR ,shall

DEPOSIT OF FUNDS

REFUNDS

changes in the tax roll which were mandated by the Tarrant Appraisal District.
The ASSESSOR/COLLECTOR will not be responsible for refunds on prior year paid a"oura' l 1.

It is recoaoended that the City Council authorize the City Manager to execute an
e n
f4re t between the Tarrant County Tax Assessor-Collector and the City of Fort Worth
for the purpose of prOvidinq assessment and collection ser• ices of ad valorem taxes
levied by the City.
On February 11, 1992, the City Council received Informal Report No, 7582, titled
Contracting for Delisquelat Tax Collection, Based on guidance provided by the Council
at that tithe, the staff conducted a detailed study of col Iection al ternati ves and casts
for collection of current taxes.
The results of this study, along with a, recommendation, was presented to the Council
00, rch 31, 1992, in ltafm.�t�al deport `No. 7594, titled Collection of Current faxes.
Based on further guidance provided by the Council at that time, the staff has been
negotiating an i,nterloca<l agreement with the County Tax Assessor-Col lector. This g
agreement is the result of those efforts, and the staff believes it tweets the
&Winistrative and fiscal needy of both the City and its taxpayers, °
The County Tax Assessor-Collectors currently has agreements with thirty-one (31) other
taxing entities, including the FWISD, to collect their taxes.
