Su -re Southfield, Michigan 48076 (13) ,;57.1-,34 4 Section 1 Introduction and Executive Sununary 5 Introduction This Bid requires that Bermex hire, train and supervise a staff of meter readers, such that all City accounts are read per the current reading schedule and within the accuracy parameters stipulated in the RFB. Bermex must maintain a trained, properly attired and fully equipped staff to meet the City of Fort Worth's current billing schedule. Executive Summary Bermex proposes to provide the City with 18 meter readers. Bermex will read each of the City's 22 cycles during the month. The meter readers will read approximately 500 water meters each day using hand-held devices supplied by the City. The water meters being read will include all types of meters, including vault meters. Bermex will pick-up the 'troll units each morninp, and return them for downloading at the end of each day. As an organization. Bermex has been in business since 1968 and was incorporated in 1972. Bermex has its roots in performing governmental services. Bermex was founded to provide inspection and repair specifications for low-income, single family dwellings in the metropolitan Detroit area for the U.S. Department of Housing and Urban Development. Bermex developed and instituted the first computerized methods of writing, tracking and bidding the specification documents and the subsequent repair work. This computerized process, eventually known as the Property Monitoring System. soon became the standard for nationwide HUD activity. Building upon Bermex' expertise in inspection and repair specifications. Bermex began providing its first utility -related service -- energy conservation audits and inspections -- in 1981. Bermex began performing contract meter reading in 1984. Currently, Bermex has a total of 10 offices, 200 employees, and has 12 contracts with investor -owned utilities and municipalities serving a total base of more than 1,500.000 utility customers. 6 Due to BeTmex' extensive meter reading experience, there are some specific qualifications which are applicable to this project: Bermex has considerable experience using a variety of hand-held devices. Bermex has read millions of meters on hand-held units on a monthly basis, including Itron. Bermex has experience in hand-held device uploading and downloading in multiple offices. Bermex has experience reading in a number of environments, both large and small, as well as urban and rural. Bermex has unique experience rapidly setting up new operations. In 1991 alone. Bermex established operations in Arlington, Texas (75.000 reads per month), and two offices in the state of New York (30 meter readers and field personnel). In 1992, Bermex established operations for Broward County and for Equitable Gas. In 1993, operations have been established for the City of Hallandale (Florida), Fort Pierce Utilitieis Authority (Florida). and the City of Corinth, Texas. Bermex has a highly skilled and experienced start-up team ready to set up this project. Bermex has been actively providing contract services to the utility industry for over a decade, as well as a long history of providing services to government organizations. Bermex' diversified customer base provides a strong background in reading all types of meters and provides Bermex with extensive customer contact experience. Bermex is financially sound and bondable. Bermex will supply the City with the contract services as described in the RFB and this proposal. Bermex has extensive experience reading meters. as Bermex currently reads for more customers in more states than any other contract services company. As such. Bermex views the major factors in this bid as the timely completion of the work. the accuracy of the reads, and customer relations. Bermex is highly capable of providing the City with the quality of services it requires in these areas. In terms of contractor performance. Bermex plans to introduce an employee incentive plan which would provide meter readers the opportunity for additional income based on improved quality and productivity. Additionally. Bermex has other proven skills which may be of value to the City such as meter change outs, active account collections, and turn-ons and turn-offs. At some point when Bermex and the City are comfortable with the meter reading operations, these additional services, either full or supplemental may be of interest to the City. Adopted by the Detroit Housing and Urban Development Office, this computerized process, eventually known as the Property Monitoring System. soon became the standard for nationwide HUD activity. Simultaneously, Bermex supplied the Federal Emergency Management Agency with and inspection personnel at the sites of natural disasters across the country. Bermex provided, and mobilized within 24 hours, the field personnel and project management needed to assess disaster damage and the necessary repairs. Building upon Bermex' expertise in inspection and repair specifications. Bermex began providing energy conservation services in 1981. Bermex provides all of the necessary hardware and software, tools, personnel and supervision to perform services, including advertising and promotion, scheduling, CIS data entry, on -site audit, computerized processing of audits, staffing of toll -free hotlines to answer technical inquiries, quality assurance follow-up, complaint investigation, and all necessary record keeping and reporting. Bermex also provides utilities with active account collections, including service disconnect, transfer, and restoration services. In conjunction with these services, Bermex removes gas meters, installs high security locking devices on energized electric meters. and installs service limiters on residential electric meters. Bermex also provides automatic meter reading device installation and scheduling services which include scheduling, installing the devices, changing out the meters, performing post - installation inspections, and maintaining a customer inquiry hotline. Bermex also became the first company to provide meter reading services to a major utility. Bermex customers include utilities and municipalities such as Detroit Edison. Both the supervisor and district managers have extensive experience in setting up and managing similar contracts (Refer to attached Qualification Briefs in Appendix D). Bermex currently reads hundreds of thousands of electric, water, and gas meters every month for investor -owned utilities and municipalities. Bermex has been performing utility -related services for municipalities since 1988. and specifically reading water meters since December 1990. Bermex has provided full turnkey meter reading services to Midwest Gas Company since 1986. This report documents in detail Bermex' daily, weekly and monthly activity. The report can easily be modified to track data specific to a Fort Worth contract. Ouality Assurance Bermex maintains several mechanisms to ensure the quality of its services: Route data is entered into a personal computer (PC) and tracking of scheduled reads. actual reads, skips, and errors are maintained in total and by individual meter reader. See the sample Schedule A attached. Bermex supervision monitors the detailed route reports for patterns or irregularities in breaks, hi -low attempts, missed reads, etc. Bermex supervision field verifies any questionable data. Bermex performs our own re -reads. The City is sent weekly performance summaries (illustrating activity day by day) and a complete monthly summary with each month's invoice. Merger - During 1992, Matvest, Inc. merged with its wholly -owned subsidiaries. Baker Electrical Products, Inc. and Bermex, Inc. POLICY STATEMENT It is in the best interest of the City to promote the equitable utilization of DBE firms in city contracting in order to eradicate the lingering effects of past discrimination and to prevent the City's own spending decisions from reinforcing and perpetuating the exclusionary effects of past discrimination; while at the same time maintaining a high quality of goods and services provided to the City through competitive bidding as required by law. Therefore, it is the policy of the City of Fort Worth to ensure the full and equitable participation by DBE firms in the provision of all goods and services to the City on a contractual basis. The objective of the Policy is to increase the use of DBE firms to a level comparable to the availability of DBE firms which are capable of providing goods and services directly or indirectly to the City. Upon request, the City will assist DBEs by providing them with information on bid specifications, compliance with procurement policy and fulfillment of general bid requirements. In addition, the City will provide information in job performance requirements, procurement opportunities and prerequisites for bidding in City contracts. The City will encourage joint ventures between DBEs, as well as between majority firms and DBE firms on City procurement activities. The City will use its best efforts to insure that DBEs are informed of current and future procurement activities through direct contact, coordination with assistance organizations and placing certified DBEs on the City's bid list. 2. PBE GOAL The City's goal is 15% of the dollar value of contracts for DBEs. On City contracts of $25,000 or more bidders are required to meet the established minimum goal, or upon failure to meet the goal, provide documentation of their "Good Faith Efforts". If the contract amount is less than $25,000, the bidder is not required to submit the DBE information packet. DISCUSSION: In 1992, the City Council sub -committee on privatization requested that the Water Department explore various options for meter reading. After determining that consolidating meter reading functions with other utilities (i.e. Texas Utilities and Lone Star Gas) was not feasible, bids were solicited for privatizing meter reading. One bid was received in May 1992. At that time unreliable meter reading equipment dictated that the contractor supply the reading devices as well as the monthly meter reading service. Coot evaluation of the bid versus the in-house costs determined that privatizing meter reading was not cost effective at that time, and a decision was made toretain meter reading in-house and install new reading equipment. In February 1983, o new reading system was installed. The new system eliminated the equipment problems; however, the feasibility of privatizing continued to be explored due to the inability to attract and retain qualified employees. A request for bids for contract meter reading was again released in May 1983. Three bids were received and two companies declined to bid. All affected employees have been notified and the contractor is required to interview these employees for prospective employment. As in the past, every effort will be made to place employees in other positions within the City. Bermex's bid is consistent with the objectives established for privatizing.
