INTERLOCAL COOPERATION AGREEMENT
Between
THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS
and the
CITY OF FORT WORTH
for
ENVIRONMENTAL STEWARDSHIP PROGRAM
This Amendment is entered between the North Central Texas Council of Governments
( NCTCOG ) a political subdivision of the State of Texas, and the City of Fort Worth ( City ), a local
government, collectively referred to as the Parties or individually as Party.
WHEREAS, on October 6, 2022, NCTCOG and the City of Fort Worth entered into an Agreement
for the Environmental Stewardship Program for the Lancaster Corridor Parkway Improvements project
to previous authorizations by the Regional Transportation Council (RTC) and NCTCOG s Executive
Board, which was subsequently amendment on April 29, 2022; and,
WHEREAS, it has become necessary to amend the Agreement to extend the term and update
the milestones and deliverables table; and,
WHEREAS, the Interlocal Cooperation Act, Chapter 791 of the Texas Government Code provides
authority for the North Central Texas Council of Governments and local governments to enter into this
agreement for the provision of governmental functions and services of mutual interest.
NOW, THEREFORE, for and in consideration of the mutual covenants and conditions contained
herein, the parties agree as follows:
The following Articles of the Agreement are amended and replaced in their entirety. All other provisions
of the Agreement remain unchanged.
ARTICLE 3. SCOPE OF WORK
3.1 Scope. The Performing Party shall perform the agreed upon SCOPE outlined in
Appendix A of this Agreement. Project as used herein means an Environmental
Stewardship Program for the Lancaster Corridor Parkway Improvements project.
3.2 Scope of Work Changes. Changes to the SCOPE must be agreed to by both Parties
in writing.
ARTICLE 4. PAYMENTS
4.1 Reimbursement Requests. Reimbursement requests prepared by the Performing
Party shall be submitted no later than August 31, 2024, or as otherwise mutually agreed.
All invoices shall be submitted to NCTCOG at the e-mail address below:

APPENDIX A-1
SCOPE OF WORK
The project scope includes the landscaping of 7 medians on Lancaster Avenue from Lamar Street to
Jones Street. The medians which are 15.5 feet in width and taper down at turn lanes. The
landscaping project includes the removal of existing Bermuda grass and installation of plant material
(trees, shrubs and grasses) and ground cover (Cypress mulch and decomposed granite). Additional
treatment includes an 8-inch concrete edger.

The medians are currently planted with Bermuda grass and mowed on a 14-day cycle.
The proposed improvements include the planting of 88 Natchez Crape Myrtle, 1,256 Pink Muhly and
2,530 Elijah Blue Fescue. The selection of these plants was influenced by the seasonal flowering
color and hardiness in this urban environment. Additionally, the medium sized Crape Myrtle was
selected as it would not screen out the Avenue of Light sculptures that were installed in 2009.
These sculptures are at the ends of each median. Improvements also include twenty-two (22) trees to
be replaced with nineteen (19) Red Oaks, two (2) Shumard Oaks, and one (1) Ginko.
The planting bed will be covered with Cypress mulch which will be bound with an 8-inch-wide
concrete edger. A 24-inch band of decomposed granite will be installed at the back of curb.
Additionally, drip irrigation will be installed in the shrub beds. Irrigation bubblers on the trees will be
turned off after the trees are established (approximately 2 years).
The City agrees to conduct ongoing maintenance activities consistent with its maintenance activities
in other corridors throughout the City, including weeding as needed and biennial structural pruning of
trees. The City s standard one (1) year maintenance bond shall be required. If any plant material
(trees or grasses) dies within the one (1) period, the City shall replace the plant material with the
same species.
Environmental Benefits
The Natchez Crape Myrtle though a medium sized tree will provide shade on the roadway. Larger
deciduous trees are currently planted along the sidewalks. Additionally, the proposed landscape
treatment will remove the existing Bermuda grass and eliminate the need for mowing.
