SCOPE OF SERVICES
PROJECT DESCRIPTION:
In 2019, the City of Fort Worth ("the City") hired Colette Holt & Associates to perform a Disparity
Study regarding its Business Equity (`BE") program for including Minority- and Women -Owned
Business Enterprises ("M/WBEs") and Small Business Enterprise ("SBEs"). Based on the Study
findings and recommendations approved by the City Council, the City submitted an amended
Ordinance on November 17, 2020, incorporating changes designed to build capacity and expand
fair opportunity to City -funded contracting and procurement to BE Firms. In October 2021, the
DVIN submitted recommended changes to Council to amend the Business Equity Ordinance,
and Citv Council -approved Ordinance 25165-10-2021 was implemented.
The City's constitutional and regulatory responsibility is to ensure its program implementation is
narrowly tailored to its geographic and procurement marketplace (i.e., Tarrant, Dallas, Denton,
Johnson, Parker, and Wise counties). The City uses a Business Equity Contract Management
Tracking System software (132GNow). The B2GNow electronic data collection and monitoring
system contains a contract Goal Setting Module developed to utilize the study data as the starting
point. By employing the B2GNow system as the starting point for goal setting and
comprehensively documenting any adjustments, bidders will gain confidence that the goals are
based on verifiable evidence and that the targets are reasonable and achievable.
The City is looking to update the B2GNow System Goal Setting Module to more accurately
calculate contract goal setting that reflects the percentage of available certified M/W/SBEs to
perform the specific scopes of work of the contract as a percentage of the total pool of available
firms. The City shall provide a list of NAICS Codes and Industry Descriptions as the source data
to be updated in the B2GNow System.
I. THE SERVICES TO BE PERFORMED BY THE VENDOR SHALL BE AS FOLLO
1. The Vendor will use the list of NAICS Codes and Index Descriptions in Exhibit C
2. The Vendor will have security access in the B2GNow System and will copy the data for each

3. The existing data will not be changed in the Goal Setting Tool
4. The Vendor will attend a training session with the DVIN Business Equity Division and the
B2GNow Representative (Ayanna Lawrence) in advance of starting the work on the project
5. The Vendor will provide weekly updates on the status of the project and a document showing the
data that has been added in the B2GNow System
6. The Vendor must use the Census Data, NCTRCA and any other source necessary to determine the
overall number of Vendors located within the City's marketplace to determine the percentage of all
M/WBEs located within the marketplace.
Example: Total Number of M/WBEs = % of available M/WBEs
ALL Vendors
Total Number of SBEs = % of available SBEs
ALL Vendors
