ordinance No. 17303-12-2aQ6 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $59,435 FROM AVAILABLE FUNDS FOR THE PURPOSE OF EXECUTING A CONTRACT WITH THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES TO PURCHASE TAMIFLU AND RELENZA TO TREAT FIRST RESPONDERS AND OTHER KEY CITY PERSONNEL 1N THE EVENT OF PANDEMIC INFLUENZA, PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2006- 2007 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of $51,435 from available funds for the purpose of executing a contract with the Texas Departmen# of State Health Services to purchase Tamifiu and Relenza to treat first responders and other key City personnel in the event of pandemic influenza. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, ar parts of sections of this ordinance, which said remaining provisions shall be and remain in full farce and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriafrons, in which instance said conflicting provisions of said prior ordinances and appropria#ions are hereby expressly repealed. Approve appropriation of Metropolitan Medical Response System (MMRS) and Urban Area Security Initiative {UASI) funds in the amount of $51,435 (3,000 courses of Tamiflu @ $14.43 per course and 500 courses of Relenza @ $16.29 per course), and 2. Authorize the City Manager to execute a contract with the Texas Department of State Health Services (DSHS) far the purchase of 3,000 courses of Tamiflu (Oseltamivir phosphate) and 500 courses of Relenza (Zanamivir} to be used to treat first responders and other key City of Fort Worth personnel such as health care workers in the event of Pandemic Influenza. ®ISCUSSION: The Centers for Disease Control and Prevention (CDC} is encouraging state and local governments to stockpile additional antiviral medications for treatment of a pandemic should it break out within their jurisdictions. At this time, there is no eminent threat of a pandemic influenza breaking out in the City of Fort Worth or Tarrant County. The CDC is providing states and local governments an opportunity to the antivirals using the federal contract which includes a 75 percent federal subsidy. The stockpile will raise our preparedness level to ensure continuity of essential services should the threat of a pandemic exist. Precedents have been set by the Austin-Travis district Health Department as well as the Dallas County Commissioners Court authorizing the purchase of antivirals to treat first responders in the event of an outbreak to assure that essential services would continue. The number of courses cited in this recommendation is based on precedent by regional and state municipalities and discussions with the Fart Worth Emergency Management Office and the Fart Worth Homeland Security .Planning Team. The recommendation of 3,500 total courses provides coverage far all Police and Fire personnel and allows for additional courses for other City of Fort Worth personnel such as health care workers. Although Tamiflu is primarily indicated in the event of Pandemic Influenza, guidance by the CDC recommends the purchase of a smaller inventory of Relenza to ensure medications are available if administration of Tamiflu is contra-indicated. While the number of courses in this recommendation is specifically intended to ensure the services of first responders and public health workers, it is recognized that additional medications will be made available for the broader community in the event of a Pandemic Logname: 02R.X CACHE t'age 1 of 2 from local inventories and statelfederal assets, including the Strategic National Stockpile {SNS) and the Vendor Managed Inventory (VMI).
