AN ORDINANCE INCREASfNG APPROPRIATIONS IN THE GENERAL FUND,
NON-DEPARTMENTAL IN THE AMOUNT OF $245,x00 AND DECREASING
APPROPRIATIONS IN THE GENERAL FUND, PUBLIC EVENTS DEPARTMENT,
BY THE SAME AMOUNT, FOR THE PURPOSE OF EXECUTING A CONTRACT
WITH TARRANT COUNTY BLACK HISTORICAL AND GENT=ALOGICAL
SOCIETY, INC. FOR PROMOTION OF HISTORICAL AND CULTURAL
ACTIVITIES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDWANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH; ANb PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-
2007 in the Budget of the City Manager, there shall also be increased appropriations in the
Engineering Fund in the amount of $245,000 and decreasing the unreserved, retained earnings by
the same amount, for the purpose funding the purchase of computer technology equipment and
maintenance services for the Engineering Department.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full farce and effect.
SECTION 3.
Tha# this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

It is recommended that the City Council:
1. Adapt the attached appropriation ordinance increasing appropriations in the General Fund, Non-
Departmental, by $245,DOO.DO and decreasing appropriations in the General Fund, Public Events
Department by $245,DDD.DO;
2. Adopt the attached appropriation ordinance increasing appropriations in the Culture and Tourism Fund,
Will Rogers Memorial CenterlFort Worth Convention Center Operations and Maintenance Center by
$245,000.00 and decreasing appropriations in the Culture and Tourism i=und, Genealogical Society Center
by $245,000.00; and
3. Authorize the City Manager to execute a contract in the amount of $245,ODD with the Tarrant County
Black Historical and Genealogical Society, lnc far their promotion of historical and cultural activities.
DISCUSSION:
The Tarrant County Black Historical and Genealogical Society provides a place to learn about Fort Worth's
black history and culture. The agency also provides training and archived documents to Fort Worth's
citizens. This funding will provide assistance in restoring a historical building in which the Genealogical
Society will operate as a museum.
During the FY2006-07 budget process, the City Council approved funding in the amount of $245,000 for the
Tarrant County Black Historical and Genealogical Society in the Culture and Tourism Fund. However, staff
recommends funding the Genealogical Society from General Fund to be consistent with the funding
of community agencies. To keep the The Public Events Department whole, Public Events will increase its
expenditures in The Culture and Tourism Fund by $245,000.00 to offset the decrease in expenditures in the
General Fund.
ft is proposed that a contract be executed between the City of Fort Worth and Tarrant County Black
Historical and Genealogical Satiety for the period of December 1, 2006 through September 3D, 2007.

FISCAL INFORIVIATIONICERTIFICATION:
The Finance Director certifies that upon approval of the above recommendation and adoption of the
attached appropriation ordinances, funds will he available in the current operating budget, as appropriated,
of the General Fund and Culture and Tourism Fund.
