APPOINTING AN AD HOC COUNCIL COMMITTEE ON
EMERGENCY MEDICAL SERVICES
WHEREAS, the City of Fort Worth ("City") recognizes that the national struggle
with rapidly rising costs of emergency medical service ("EMS") delivery and stagnant
revenues is and has been affecting the City's current EMS delivery model, necessitating
an examination into solutions to ensure the long-term viability, stability, efficiency, and
success of the EMS system that serves the public in the City;
WHEREAS, the City and the Metropolitan Area Emergency Medical Services
(EMS) Authority ("MedStar") are collaborating on issuing a Request for Proposals (RFP)
to assist with developing long-term sustainable funding options for EMS delivery;
WHEREAS, the City Council desires to provide support and guidance in the
process of arriving at the solutions that will result in financially sustainable, responsive,
timely, and high quality patient -centric EMS for the entire City; and
WHEREAS, pursuant to Section 7.2 of the Rules of Procedure of the City Council
of the City of Fort Worth, the Mayor hereby appoints and the Council approves
appointment of an ad hoc committee of the governing body to provide said support and
guidance.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS, THAT:
1. The Mayor hereby appoints and the Council approves appointment of the Ad
Hoc Council Committee on Emergency Medical Services ("EMS Council Committee"),
which shall be composed of the following five members of the City Council:
Councilmember Carlos Flores, EMS Council Committee Chair
Councilmember Elizabeth Beck
Councilmember Macy Hill
Councilmember Charles Lauersdorf
Councilmember Jared Williams
2. The EMS Council Committee is charged with advising and providing
guidance and support to city staff and any related consultants on the review of EMS for
the City, including the review of current MedStar operations and other EMS models and
best practices.
3. The EMS Council Committee shall report to the City Council no later than
April 30, 2024 concerning the recommendations agreed upon by the EMS Council
Committee on the EMS structure that is the best fit for the City and that will ensure the
EMS system in the City is financially sustainable, patient -centric, well -coordinated,
efficient, and reliable. The committee's recommendations shall include suggested next
steps.
4. This Resolution shall take effect immediately upon its adoption.
Adopted this 8th day of August, 2023.
