TO
CITY OF FORT WORTH CONTRACT 56011
This Amendment is entered into by and between the City of Fort Worth (hereafter
"City"), a home rule municipality, with its principal place of business at 200 Texas Street, Fort
Worth, Texas, and Ryan Lawson ("Consultant"), City and Consultant may be referred to
individually as a Party and collectively as the Parties.
WHEREAS, on July 20, 2021, the Parties entered into City Secretary Contract 56011 to
provide professional services related to the creation of Police Citizen Interactive ("PCI")
("Agreement"); and
WHEREAS, the Parties wish to amend the Agreement to extend the term of the
Agreement, include a new compensation structure, and add to the scope of work of the Agreement.
NOW, THEREFORE, the Parties, acting herein by the through their duly authorized
representatives, enter into the following agreement:

AMENDMENTS
Section 2, entitled "Term" is hereby amended to read as follows:
This Agreement shall be effective for services occurring between and including July 12,
2021 ("Effective Date") and November 30, 2023, unless terminated earlier in accordance with this
Agreement ("Initial Term").
Exhibit A, Scope of Services, is hereby amended to include the following:
FWISD Training:
Consultant will coordinate with City and FWPD to offer the PCI program to Fort Worth
Independent School District (FWISD"), as provided by the License Agreement entered into by the
parties on November 10, 2022. Consultant will provide training to prospective City PCI
instructors, as identified by City, to ensure each instructor is capable of providing the PCI program
training in a professional and competent manner. Consultant will communicate with City on a
regular basis and keep the City updated with information regarding the PCI program. Consultant
will ensure that each City Instructor of the PCI program has their own set of materials necessary
to provide the PCI program training.
Consultant, with City PCI Instructors (i.e. School Resource officers, Community Safety
Partnership officers, or other instructors identified by City) will assist the City with providing the
PCI training to educate, enhance communication with students, and improve relations with FW
Community members (FWISD students).

Trainers: Consultant and City PCI Instructors who will provide training to FWISD
selected staff paired with the Fort Worth Police Department School Resource Officer at assigned
school.
Consultant will assist City with providing training and instruction to FWISD staff at each
campus. For each training session, Consultant will provide educational training literature and
work sheets to City PCI Instructors and program participants.
The lesson plans will include discussions surrounding Police and Citizens engagement,
responsibilities, expectations, procedures, and resolutions. Plans include worksheets that allows
Citizens and Law Enforcement to interact with one another during sessions. Lesson plans will
also include objectives and goals each class.
Consultant will provide all materials necessary to FWISD staff and City PCI Instructors.
Section 3. Consideration, 3.1 Fee, is hereby amended and replaced with the following:
3.1 Fee. FWPD will pay consultant $300 for PCI presentations at or under One hundred
attendees. Should the PCI presentation have One hundred attendees or more FWPD will pay
consultant $600.
PCI presentations NOT to exceed Two (2) per month for a total of 6 months (matching FWISD
November 2023 expiration date).
License. PCI is an all-inclusive training program that teaches citizens and police how to interact
during traffic stops and detainments. PCI educates citizens on how to conduct themselves during
stops by teaching them their rights and how to file a complaint, if necessary. PCI is interactive
and allows citizens to directly engage with the police officers providing the training to ask
questions and express any concerns. In consideration of the payment specific herein, Consultant
hereby grants City the non-exclusive limited right to use or disclose the PCI program and
material during the term of this Agreement solely for the purpose of training FWISD students
and staff. City is hereby granted the right to use the complete PIC program and intellectual
property to train FWISD students and staff. If City desires to use the PCI program for additional
participants, it will pay to Consultant, or his representative, an additional fee for each additional
PCI participant. City will use the PCI program, as provided, without any modification or
changes.
2.
ALL OTHER TERMS SHALL REMAIN THE SAME
All other provisions of the Agreement which are not expressly amended herein shall
remain in full force and effect.
3.
ELECTRONIC SIGNATURE
This Amendment may be executed in multiple counterparts, each of which shall be
an original and all of which shall constitute one and the same instrument. A facsimile copy
or computer image, such as a PDF or tiff image, or a signature, shall be treated as and shall
have the same effect as anoriginal.
