AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING OTHER FUND, SUBJECT TO
RECEIPT OF THE GRANT, IN THE AMOUNT UP TO $100,000.00, FOR THE
PURPOSE OF FUNDING THE ANIMAL WELFARE PROGRAMS; PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Other Fund, subject to the receipt of the grant, in the amount up to $100,000.00, for the purpose of
funding the animal welfare programs.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Programs, Plus Any Accrued Interest from the Award in an Amount Up to $5,000.00, Authorize Execution of the Grant Agreement, and Adopt
Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for and authorize the acceptance of a grant from Petco Love in the amount of $100,000.00 for the support of animal
welfare programs;
2. Authorize the use of accrued interest in an amount up to $5,000.00;
3. Authorize execution of the grant agreement; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund in the
amount of $100,000.00 upon receipt of the grant.
DISCUSSION:
The Animal Welfare Division of the Code Compliance Department seeks out small funding opportunities of various dollar amounts from
pet focused organizations, like Petco Love, to offset costs associated with animal welfare for the benefit of Fort Worth animal shelter pets. These
costs range from hosting adoption events to providing medical services which may include enhanced or aggressive treatment options, spay and
neuter, distemper, parvo and heartworm medication, or medical treatment for major trauma. Funds may also be used for educational programs like
responsible pet ownership and post adoption training.
The grant funds will be made available by Petco Love after both Petco Love and the City have signed the grant agreement. No budget will be set
up for any activity until after a grant award has been received. Indirect costs are not applicable.
The grant will serve ALL COUNCIL DISTRICTS.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Other Fund. The Code Compliance Department (and
Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred,
the Code Compliance Department has the responsibility to validate the availability of funds. This is an advance grant.
