HomeMy WebLinkAboutIR 0727INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 23-0727 pr>,Tl:A4 Grp 4 i { i7 Y rF rn 10 7'3 To the Mayor and Members of the City Council August 1, 2023 Page 1 of 2 SUBJECT: WILL ROGERS MEMORIAL CENTER CAPITAL BUDGET FUNDING SWAP The purpose of this Informal Report is to provide the City Council with an overview of an upcoming proposal to swap funding sources for capital improvement projects at the Will Rogers Memorial Center (WRMC). With M&C 22-0789, the City Council approved the use of $8,500,000 in American Rescue Plan Act (ARPA) dollars to fund the renovation of the lobby concourse and restrooms project (LCRP) at the Will Rogers Memorial Center Coliseum (CPN 104227). Negotiations are currently underway to place the responsibility for the concourse renovation project with Event Facilities Fort Worth (EFFW), a not -for -profit organization that has historically partnered with the City on WRMC capital projects, like the renovation of Cattle Barns 18,2 and the construction of the Tower Promenade. The goal is to bring a higher level of efficiency to WRMC capital projects and address concerns about the City's commitment to maintaining and improving the WRMC complex. The use of Federal funds, like ARPA funding, requires the City to comply with certain federal regulations. The level of documentation and process those regulations require goes beyond the intent of the proposed agreement with EFFW. To remove that concern, Staff has developed a proposed funding swap that will replace the ARPA funding for the WRMC Concourse Renovation with general capital funding from the Culture and Tourism (C&T) Funds. The projects have been approved as being ARPA-eligible. An M&C to request City Council approval of the funding swap will be scheduled for a future City Council meeting.
