AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL PURPOSE FUND, IN THE AMOUNT OF
$27,389.09, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING THE
EDUCATION AND OUTREACH ACTIVITIES SPONSORED BY THE FORT
WORTH HUMAN RELATIONS COMMISSION (CITY PROJECT NO. S00107),
THE MAYOR'S COMMITTEE ON PERSONS WITH DISABILITIES (CITY
PROJECT NO. S00007), AND THE DIVERSITY AND INCLUSION
MLK/JUNETEENTH COMMITTEE (CITY PROJECT NO. S00006); PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special
Purpose Fund in the amount of $27,389.09, from available funds, for the purpose of funding the Education
and Outreach Activities sponsored by the Fort Worth Human Relations Commission (City Project No.
S00107), the Mayor's Committee on Persons with Disabilities (City Project No. S00007), and the Diversity
and Inclusion MLS/Juneteenth Committee (City Project No. S00006).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Purpose Fund in the amount of $27,389.09, from available funds, for the purpose of funding Education and Outreach Activities sponsored
by the Fort Worth Human Relations Commission (City Project No. S00107), the Mayor's Committee on Persons with Disabilities (City Project No.
S00007), and the Diversity and Inclusion Employee Committee (City Project No. S00006).
DISCUSSION:
The Financial Management Services Department has been cleaning out the Special Purpose Fund 25002, and identified several special projects
with unappropriated balances, that included City Project No. S00006, MLK/Juneteenth Committee in the amount of $651.89; City Project No.
S00007, Mayor's Committee on Persons with Disabilities in the amount of $20,287.20 and City Project No. S00107, Fort Worth Human Relations
Commission in the amount of $6,450.00. All of the above identified Committees/Commissions are under the Diversity and Inclusion Department's
purview.
Funds collected in the MLK/Juneteenth project were sponsorships to support education and outreach activities related to employee
MLK/Juneteenth activities; Funds collected in the Mayor's Committee on Persons with Disabilities project were vendor fees collected to
participate in the Mayor's Committee on Persons with Disabilities annual hiring fair. The hiring fair was discontinued back in the late 2000s;
Funds collected in the Fort Worth Human Relations Commission project were sponsorships to support education and outreach activities hosted by
the Fort Worth Human Relations Commission.
In late September 2023, the Fort Worth Human Relations Commission and the Mayors Committee on Persons with Disabilities will be hosting
Disability Rights Training and Workshops. After appropriation, the remaining balance in S00007 and S00107 will be used to offset expenditures
that will be incurred as part of the training and workshops, including venue and trainer costs.
After appropriation, the remaining balance in S00006 will be used for supplies to support the Diversity and Inclusion Employee Committee's MLK
and Juneteenth events/activities.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available within the Special Purpose Fund upon approval of the above
recommendation and adoption of the attached appropriation ordinance, funds will be available for use in the Special Purpose Fund for
the MLK/Juneteenth Committee, Mayor's Committee on Persons with Disabilities, and Fort Worth Human Relations Commission projects. Prior
to an expenditure being incurred, the Diversity and Inclusion Department has the responsibility of verifying the availability of funds.
