Goodall, City Secretary CALL TO ORDER With a quorum of the City Council Members present, Mayor Parker called the City Council Public Comment Meeting of the Fort Worth City Council to order at 6:02 p.m. on Tuesday, August 1, 2023, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. INVOCATION - Pastor James Lepine, Paradox Church The invocation was provided by Pastor James Lepine of The Paradox Church. The Pledges of Allegiances to the United States of America and the State of Texas were recited. Mayor Pro tem Bivens recognized Boy Scout Troop Master Jones and the Boy Scouts from Troop 216 who were working on their Citizenship in the Community badge. CONSIDERATION OF MINUTES Motion: Council Member Crain made a motion, seconded by Mayor Pro tem Bivens, that the minutes of the Work Session and Public Comment meetings of June 6, 2023, the Council meeting of June 13, 2023, the Special Called Meeting for the Election Canvas meeting of June 20, 2023, and the Council meeting of June 27, 2023, be approved. Gov't Code § 551.042) 23-0449 Public Comments Letitia Wilbourn appeared before Council relative to the Comprehensive Plan and other community concerns. Richard Perez, representing Northside FW Air with Echo Heights Environmental, appeared before Council relative to the environmental impact of polluting City of Fort Worth Page 2 Printed on 8/2/2023 CITY OF FORT WORTH, TEXAS CITY COUNCIL PUBLIC COMMENT MEETING TUESDAY, AUGUST 1, 2023 Page 3 of 3 businesses that border residential areas. Jim Schermbeck, representing Downwinders at Risk, appeared before Council relative to the Echo Heights Comprehensive Land Use Plan. Bob Willoughby appeared before Council relative to general comments. Julie Ledford, representing HNA, appeared before Council regarding community engagement and neighborhood associations. Daniel Haase appeared before Council relative to the East Lancaster Avenue progress report. George Chiles appeared before Council relative to what is the price of unity. Jeralynn Jackee Cox appeared before Council relative to restricting the number of industrial zoning permits in East Fort Worth and installing air quality monitors near polluting businesses city wide. James McBride, representing F.O.C.U.S., completed a speaker card relative to Police Reform and was recognized by Mayor Parker but was not present in the Council Chambers. Jim DeLong, representing Changing Your City, appeared before Council relative to a same tune different key. Adrian Smith completed a speaker card relative to BAU and was recognized by Mayor Parker but was not present in the Council Chambers. Teena James, representing EchoHeights StopSix Environmental Coalition, appeared before Council relative to Echo Heights.
