Call to Order - Mattie Parker, Mayor With a quorum of the City Council Members present, Mayor Parker called the Special Called City Council Work Session of the Fort Worth City Council to order 10:02 a.m. on Tuesday, August 8, 2023, in the City Council Conference Room 2020 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 2. Opening Remarks - David Cooke, City Manager a. Presentation of City Manager's Recommended FY2024 Operating & Capital Budgets - David Cooke, City Manager Council had the following requests: Council Member Flores provide additional information on funding for Transportation and Public Works to ensure funding is available for the replacement of cast iron pipe projects. Council Member Flores provide information on the proposed fees for extra garbage bags or overflowing carts. Council Member Lauersdorf provide details on the increase in police patrol employees. Council Member Lauersdorf provide information on funds required for MedStar transition. Council Member Martinez requested an additional budget townhall meeting be added for District 11. Mayor Pro Tem Bivens requested additional details on how staffing needs for the two animal service locations is calculated. Council Member Blaylock requested additional information on the Truth in Taxation Statement prior to the Budget Work Shop on Thursday. Council Member Nettles requested time for discussion on the Informal Reports that were included today. Council Member Beck and Mayor Parker requested a detailed schedule for the upcoming budget workshops. Council Member Beck requested information on sales tax trends including a comparison of sales tax to property tax and a comparison to other major cities. Council Member Beck requested information on how the 4-cent reduction was selected. Council Member Beck requested additional information on the new department being proposed. Council Member Beck requested a presentation on the Fire and Police Department new positions to show the plans for recruiting and filling the new positions. Council Member Beck requested information on what was included in the increased funding for homelessness. Council Member Beck and Mayor Pro Tem Bivens requested that information and presentations relating to budget discussions be provided to Mayor and Council prior to being shared with media. Mayor Parker recommended increased investments being made by the City in control, police, fire and homelessness. Mayor Parker requested a discussion on growth being experience by the City.
