Crain, District 3 Council Member Jared Williams, District 6 Staff Present: David Cooke, City Manager Leann Guzman, City Attorney Jannette Goodall, City Secretary With a quorum of the City Council Members present, Mayor Parker called the City Council Work Session of the Fort Worth City Council to order 1:28 p.m. on Tuesday, August 15, 2023, in the City Council Conference Room 2020 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. Report of the City Manager - David Cooke, City Manager David Cooke, City Manager, announced the upcoming Budget Work Sessions scheduled for Thursday, August 24th and Friday, August 25th beginning at 10:00 a.m. in the Council Conference Room 2020. Upcoming and Recent Events David Cooke, City Manager, called on Reyne Telles, Chief Communications Officer, to recognize the following two groups for receiving awards at the Texas Municipal League Conference: Diversity and Inclusion won the TAMIO Award for the CDFI Friendly Fort Worth Initiative which was launched in January 2022 and has been nothing short of transformative. The award was accepted by Fernando Costa, Assistant City Manager. The Fort Worth Call Center won the NICE 2023 CX Excellence Trailblazer of the Year. Harrell, Development Services Director 23M7 11 Proposed Preparation of Americans with Disabilities Act (ADA) Compliance Plan - Fernando Costa, Assistant City Manager 23-0732 Report on Door -to -Door Vendors - Janie Scarlett Morales, Development Services Assistant Director Council Member Beck recommended staff consider adopting a registration process including a fee for door-to-door vendors that includes completion of background checks and form of identification that shows the are registered and a background check has been completed. Council Member Lauersdorf recommended a zero -tolerance policy. Council Member Martinez recommended "no solicitation" stickers that could be distributed to residents by the NPOs. Update on Fiscal Year 2024 Proposed Budgets for Operating PIDs and Tourism PID 23-0736 Zoning Notifications for Continued Cases - Stephen Murray, Zoning and Land Use Manager 2. Affordable Housing and Neighborhood Conservation Plans — Victor Turner, Neighborhood Services Director and Scott Page, Interface Studio Consultant Presentation was made by Victor Turner, Neighborhood Services Director, and Scott Page, Interface Studio Consultant. Council Member Flores requested additional information on the Community Development Corporations and where they are and how Council can promote the creation of corporations. Council Member Hill requested examples of successful Community Land Banks and Community Land Trusts. Mayor Parker requested that City staff align the goals listed with the proposed budget recommendations. 5. Briefing on One Second Collaborative — Robert Alldredge, Executive Assistant Police Chief and Regina Williams, United Way Executive Vice President & Chief Impact Officer Presentation was made by Robert Alldredge, Executive Assistant Police Chief, and Regina Williams, United Way Executive Vice President & Chief Impact Officer. Council Member Beck requested the data used in the selection of Neighborhood Representatives that serve on the One Second Collaborative Steering Committee. 6. Presentation on Proposed Tax Abatement Agreement with Siemens — Robert Sturns, Economic Development Director Presentation was made by Robert Sturns, Economic Development Director. 7. City Council Requests for Future Agenda Items and/or Reports Council Member Nettles requested information on the Fort Worth Police pursuit policy.
