CALL TO ORDER
With a quorum of the City Council Members present, Mayor Parker called the City
Council Public Comment Meeting of the Fort Worth City Council to order at 6:04 p.m.
on Tuesday, August 15, 2023, in the City Council Chamber of the Fort Worth City Hall,
200 Texas Street, Fort Worth, Texas.
INVOCATION
The invocation was provided by Council Member Carlos Flores.

OF TEXAS - (State of Texas Pledge: "Honor the Texas flag; I pledge allegiance
to thee, Texas, one state under God, one and indivisible.")
The Pledges of Allegiances to the United States of America and the State of Texas were
recited.
CONSIDERATION OF MINUTES
Motion: Council Member Beck made a motion, seconded by Council Member Nettles, that
the minutes of the Work Session and Public Comment meetings of August 1,
2023, the Special Called Work Session meeting of August 8, 2023, be approved.
Motion passed 9-0.

Rosemary Galdiano, representing Worth Heights Neighborhood Association,

Reed Bilz appeared before the Council relative to the Fort Worth Library Advisory
Board.
Christine Voigt appeared before the Council relative to the Central Library, the
closure of Seminary South Branch, and the New History Library.

Letitia Wilboum appeared before Council relative to the Echo Heights
Philip Ohara appeared before Council relative to the Arts Center.
Dettra Hicks, representing True Praise Spiritual Church, appeared before Council
relative to concerns of the relief for the homeless.
George Chiles appeared before Council relative to good conflict.
Chris Weaver, representing NTP Plumbing and Utilities, appeared before Council
relative to permit inspections.
Chris Jackson appeared before Council relative to unconstitutional City ordinances.
Richard Gonzales, representing the Worth Heights Neighborhood Association,
appeared before Council relative to the South Side Library.
Adrian Smith completed a speaker card relative to BAU and recognized by Mayor
Parker but could not be reached.
Vicki Bargas, representing the Worth Heights Neighborhood Association, appeared
before Council relative to the Library.
Joe Guerrero, representing the Worth Heights Neighborhood Association,
completed a speaker card relative to the Library and recognized by Mayor Parker
but was not present in the Council chambers.
Kyven Tatum, representing New Mount Rose MBC Fort Worth, appeared before
Council relative to the state of black Fort Worth.
Jim DeLong appeared before Council relative to pollution.
